just representing local families as a local Real Estate Agent I feel I could offer a well rounded
unbiased approach to any situation.

committee, I served as Vice- President of Mesa Pride as well as a past member of Costa Mesa United.
I think my knowledge of real estate (40+ years here in town), my negotiation abilities, as well as my
experience working for a construction firm in college make me a valuable asset to the committee. I also studied
architecture in school and I have stayed current with the International Building standards that affect our
housing and policy rulings that we are faced with on our committee. I look forward to being able to continue
my volunteer service to the community of Costa Mesa.

think would be beneficial to this committee. A resume (optional) may be attached. (Note: All information contained on

I am applying to serve on the Historical Preservation Committee because I think that I have the skills and experience
to ensure that I am able to help serve my city's needs in in two areas: with historical awareness and education; and
with historical preservation. I have a Master's degree in history, and have a long -held interest in local history and the
way that it shapes our daily lives. I recognize the importance that historical awareness and preservation have on the
local -government level, in terms of ensuring an institutional commitment to retaining and maintaining awareness of a
city's history, and also enabling current and future residents to research and educate themselves about their
surroundings.
In addition to my background and knowledge of history, I am a librarian with extensive experience in the historical
preservation sector, including preserving, digitizing and describing historical material and artifacts in such as way as
to ensure that it is discoverable to anybody who might find it interesting and useful. A significant portion of my job
involves the recognition that while preservation tasks are crucial to historical preservation, there is another aspect
involved in making this information available to those who want to use it.
think this combination of skills-- a knowledge of, and academic background in, history-- and my professional
experience with making knowledge and information available, would be beneficial to the committee.
Further, I am new to Costa Mesa and the West Coast, and I am eager to find out more about my newly adopted
home. Working with the Historical Preservation Committee would be be a useful and productive venue for this
interest.
2. As a committee member, what ideas or projects would you like to review or propose?
I think that I am most interested in projects identifying notable residents and buildings of historical interest, and in
ensuring that the historical assets that the City already has at its disposal are put to good use and available to
citizens. Thinking about what I was interested in as a middle- and high-school student when we engaged with local
history, and what residents and visitors are often interested in, I think it's crucial that the Historical Preservation
Committee continue its work identifying buildings and businesses of historical interest, highlighting former residents
who would be interesting for current residents through the Notable Residents project, and ensuring that engagement
with the community is practiced in an energetic manner in order to ensure that residents are aware of the resources
that the Committee and City offer to them.

(Note: All information contained on the resume is public information, will be distributed to the public and posted on the

I wish to serve on the Housing & Public Service Grants Committee because I believe that my own experience in
implementing grant programs and writing proposals to government agencies, in addition to my passion for
progressive and thoughtful public solutions to social services, would be of great benefit to the committee and city.
As a college student and as a city employee, I was responsible for reporting on the bench marks of obtained grants
which gave me direct experience with the challenges and limitations that may come with being awarded a grant.
In my current position, I respond to requests for proposals on large development opportunities throughout the
state.
My experience and qualification book end both sides of the grant application process, and overall, give me a deeper
understanding of the challenges in conveying a complex problem or solution in a standard application.
2. As a committee/commission member, what ideas or projects would you like to review or propose?
I believe there are many passionate groups throughout the city that may not be aware of the grant opportunities
the city offers. If accepted to the committee, I would like to see progressive and creative solutions to some of the
underfunded issues our community faces and I would also like to expand upon the committee's efforts to engage
non-profit groups in the city. As a committee member, I would be passionate about groups that seek to resolve
social issues beyond the prescriptive solution and want to further the efforts of previous grant recipients.

I am a 40 -year-old husband/father who has lived in Costa Mesa for my entire life, and I would like to give back to the
community that has given so much to me. One way that I would like to make a positive impact is by participating on the
Housing & Public Service Grants Committee.
The U.S. Department of Health and Urban Development ("HUD") provides invaluable funding for cities to provide
critical housing and services to its citizens. Those funds come in the form of Community Development Block Grants
("CDBG"). The recently -proposed federal budget, along with certain comments from the HUD Secretary, have led
many to believe that the CDBG program may soon experience vast reductions. Therefore, now more than ever, it is
imperative to ensure that CDBG funds are being utilized as efficiently as possible.
As an attorney, I have spent many years objectively measuring facts, weighing various factors, and making prudent
calculations about the best course of action in a given scenario. As a real estate broker, I am also highly familiar with
numerous housing -related issues. Consequently, I possess the judgment, knowledge, and experience to provide the
Council with sound advice when it comes to matters of CDBG fund distribution. Moreover, as a life-long Costa Mesan,
I will always have the best interests of the City and its citizens at heart when making my recommendations. For all of
these reasons, I wish to serve on the Housing & Public Service Grants Committee, and I sincerely believe that I can be
an asset to its function and purpose.
2. As a committee/commission member, what ideas or projects would you like to review or propose?
As a committee member, I would impartially review all proposals for CDBG funds, and I would strive to distribute those
funds in the way that best benefits those who are most in need. Assisting the underserved is one of our greatest
responsibilities, and I will always keep that goal in mind when forming opinions about the optimal way to implement
CDBG funds.

believe that a position on the Housing and Pubic Service Grants Committee would prove mutually beneficially for both
iyself and the city of Costa Mesa. As a current employee of the State of California, with primary responsibilities focused on
acuring and implementing grants from a variety of funding sources, I feel confident that I have relevant background and

osta Mesa and Orange County non-profit organizations that serve the different populations intended to receive support

2. As a committee member, what ideas or projects would you like to review orpropose?
Recognizing the intricacies required in adhering to governmental funding, I would seek out projects that not only specific
meet the guidelines, but also that can readily demonstrate quantifiable, data -driven measurements of success and/or
progress to ensure not only compliance, but also impact. As good stewards of tax -payer supported projects, I feel that a
fundamental responsibility of membership on this committee is ensure that funds support projects that are fiscally
responsible and that create measurable progress that work to move the needle forward.

I wish to serve on the Housing & Public Service Grants Committee because I wish to help the underserved and
underrepresented members of this city. Over the last ten years, I have worked with a variety of different groups:
seniors, homeless, mentally ill, and terminally ill in a variety of different roles: social worker, counselor, and
director. Throughout my career, I have assisted individuals with applying for low income housing, medical,
disability, and many other programs for low income and disabled individuals. Therefore, I have become familiar
with the lack of resources, education, and man power it takes to help services these various communities. It is my
hope that, as a committee member, I may provide insight as someone who has worked on the front line of these
programs. I hope to be able to continue to serve the underserved and provide them with a quality of life I know
Costa Mesa expects for all of its' residents.
2. As a committee/commission member, what ideas or projects would you like to review or propose?
There are many resources available for low income individuals, however, these resources are not being utilized
as broadly as they could be due to lack of knowledge. The city of Costa Mesa would benefit from having a program
that would assist the residents of Costa Mesa with providing information and resources and assisting in the
application process. As a committee member, I would like to see a program that synthesizes the benefits of the
public service programs that are available in this city -something that brings together all the hard work of various
community groups into one place. Ultimately, the money is there, the people are there, but connecting them is
the biggest struggle.

I've lived in the city of Costa Mesa for most of my life and want to serve. I'm interested in city
government and how initiatives are introduced, reviewed and executed. I've worked in the
construction industry for my entire working career as a contractor and for the last 12 years as a
Project Management Consultant. With my experiences I believe I can provide a valuable
perspective when reviewing City projects for consideration. I have always remained committed to
my responsibilities, I've had three employers over the last 30 years, a beautiful wife of 16 years and
I plan to remain committed to this committee if given the opportunity. My Father, Jim Porterfield
served as the fairgrounds manager in the 70's so I have a certain attraction to partnering with the
City of Costa Mesa.
2. As a committee member, what ideas or projects would you like to review or propose?
I'm interested in serving the City at this point. I do not come in with an agenda to propose. I am
interested in having an opportunity to be involved in other City projects up for consideration such as
the Housing & Public Service Grants, Traffic Impact Fee and others. Thank you for accepting my
application.

Qualifications for Application for Committee Appointment
I am interested in serving on any of the committees as a way to contribute to the City. I moved to Costa Mesa

fosters. I'd like to be involved in those improvements and help move it forward. As shown in my attached

coordinating complex projects, communicating with a wide variety of people, and effectively advocating for a
specific point of view, all of which could be beneficial to a committee.
2.
As a committee member, I would work toward identifying the specific steps needed to achieve the
committee's current and long-term goals. For example, for the Bikeway and Walkability Committee I could
help review the City's Master Plan of Bikeways to create suggestions for improvements in the City's
bikeability. For the Cultural Arts Committee, I could determine the specific requirements to complete a
Municipal Arts & Culture Master Plan to determine the feasibility and pros/cons of fulfilling that goal. For
the Historical Preservation Committee I could work to identify and verify historical buildings for qualification
for the Mills Act. For the Housing & Public Services Ad Hoc Committee, I could help review grant
applications and recommend grant awards. Finally, for the Traffic Impact Fee Ad Hoc Committee, I could
review and make recommendations regarding future traffic impact fees. In general, I feel I could be an asset
to any of these committees based on my experience and my interest in working for the benefit of the City.

I am interested in the position as a representative on the Fairview Park Steering
Committee. I would like to represent the public interest for responsible stewardship at
Fairview Park.
Having been raised in Costa Mesa I appreciate all our City has to offer its residents. One
of our greatest assets is that of our open space parks. With our over 110,000 residents
there lies a great demand on these resources.
As an environmental advocate and trained Naturalist I can offer a unique perspective to
provide a thoughtful, balanced and responsible approach to the stewardship and care of
Fairview Park.
I believe much of my education and work experience would be a benefit to this position.
I've studied and worked in the horticulture/agriculture fields much of my life. I earned a
Certificate of Ornamental Horticulture at Orange Coast College and have been employed
with the California Department of Food and Agriculture and United States Department of
Agriculture in various capacities. Additional work experience includes employment with
the University of California Davis' at the South Coast Research and Extension Center
facility in a variety of positions, from lab assistant to irrigation technician for the 200
acres of crops and orchards. Additionally, I held a California Pesticide Applicators
Certificate with License for several years.
I've been very involved in our community and actively advocating for our open spaces,
educating the public and supporting conservation of our precious natural resources. I
founded the Talbert Restoration & Revitalization Program in Talbert Regional Park and
led monthly activities within the Park for two years. For many years I have proactively
supported the Banning Ranch Conservancy in its effort to preserve the Banning Ranch
and am now a member of the Board of Directors. I was also a key participant in ensuring
that Measure AA qualified for ballot, and that it passed - with a resounding 70%!

I would like to serve on the Fairview Park Steering Committee to bring moderation and balance to the discussion of
the park's usage. I bring unique experiences and qualifications from my professional career and from my life within
the City. Professionally, I manage a recycled water distribution system and groundwater recharge program for
Inland Empire Utilities Agency with annual operation and maintenance budgets totaling over $2 million. I am a
professional geologist and certified hydrogeologist. I understand the geotechnical and environmental challenges
facing park maintenance and planning. The programs I manage professionally have similar habitat, vector, water,
and permitting issues as the park. In doing so I work hand in hand with flood control districts, watershed
management agencies, conservation districts, vector control districts, and various municipal departments. I am
comfortable speaking in public and regularly interact with engineering consultants, city managers, council members,
and water boards. Since 2005, 1 have successfully chaired a quarterly, multi -stakeholder committee for recharge
program coordination, including review and development of the program's master planning projects.
As of June 2017, 1 have owned my home and lived in Costa Mesa for 20 years and have a history of volunteerism.
My children have participated in youth sports programs and I have actively volunteered in those programs. For
AYSO region 120, 1 volunteered for 7 years as a referee and reached the Intermediate level of certification. For
Costa Mesa National Little League, I umpired for 7 years and served 3 years on the executive board as the Umpire
in Chief. I continue to volunteer as a Staff Umpire with Little League District 62 to train and develop new umpires.
Refereeing and umpiring has provided me the ability to deal calmly and rationally with persons feeling decisions
have not been made in their favor. For 4 years, I volunteered in a leadership role for the YMCA Y -Guides and
Trailblazer programs, and in doing so coordinated numerous outdoor events for many Costa Mesa, Newport Beach,
and Huntington Beach families. I am a recreation enthusiast and visit Fairview Park regularly with my family for
hiking, biking, dog waling, and enjoying community events. I cannot count the miles of trails and hours of rides on
the OCME trains that I have enjoyed in the park with my kids.
2. As a committee member, what ideas or projects would you like to review or propose?
I believe that Fairview Park can be maintained and improved for a shared experience for all City residents through the
City's master planning efforts. I believe the park has important natural history treasures worth preserving yet can
serve as a beacon for community involvement. I would like to see the park maintained for the treasure that it is yet be
open to compatible uses. Projects I would like to participate in those that best be served by my professional skill set
and recreational interests.

1. Indicate why you wish to serve on this committee.
I wish to serve on the Fairview Park Steering Committee to offer my broad business and personal experience balanced
with my great deal of passion for and experience with Fairview Park. I have lived and worked in Costa Mesa since 1974. 1
have lived on Swan Drive, backing up to Fairview Park, for over 30 years. I know I can participate and interact with Costa
Mesa City staff, committee members, volunteers and citizens to offer fair and balanced feedback and opinions with
respect to Fairview Park.
1968 Costa Mesa Committee to Rewrite Industrial Ordinance In approximately 1968 the City of Costa Mesa advised me
that my manufacturing business on West 18th Street would be required to relocate. My manufacturing business was on
M-1 zoned property and Costa Mesa was going to create a "Manufacturing Lite" zoning giving me a few years to relocate.
After advising Costa Mesa of the legal resistance of my neighboring businesses, I helped to mitigate the problem by
cooperating with a solution. I suggested a realistic strengthening of the sound, light, noise and chemical fume
requirements of the zoning laws. I was asked to be on a committee to do so. I served on a City of Costa Mesa committee
to rewrite the industrial ordinance for M-1 zoned properties that were adjacent to residential properties. I shared
responsibility with Superior Court Judge Mark Soden and OCC President Dr Robert B. Moore as well as a few local
businessmen. This is an example of my problem solving skills while keeping all parties satisfied that there is a solution
pending.
1972 Costa Mesa Redevelopment Agency In 1972 1 was drafted by the City of Costa Mesa to serve as a founding
member of the Redevelopment Agency. I was a member of the Redevelopment Agency during the initial years of efforts in
areas such as Triangle Square and the surrounding area. I believe I offered the same talent with mitigation of problems by
cooperating with solutions.
1997 Friends of Fairview Park I was appointed to the Friends of Fairview Park Committee by Libby Cowen in the early
1997. 1 was Co -Chairman and then Chairman for several years. Our main functions were to educate the public about
Fairview Park and to gather information from the public to assist Parks and Recreation Commission and the City Council. I
believe we helped form the basis for the improvements that came years after we served.
2000 FairviewParkAdvocates.com I formed my own website and email presence to keep active and informative about
Fairview Park. Many friends and neighbors and some press people throughout Costa Mesa have relied on my opinions
and feedback about Fairview Park.
2015 Fairview Park Preservation Alliance (FPPA) I served as Vice President and Director of Communications for FPPA
until mid -year 2016. 1 continued to work with FPPA until the successful November election.

September 22, 2015 LA Times and The OC Register: Larry Courter, spokesman for the Preservation Alliance, said his
group's proposal would ensure that development within Fairview doesn't come heedlessly.
2. As a committee member, what ideas or projects would you like to review or propose?
Proposal for additional protection of endangered species of flora and fauna as well as protection of remnants of Native
Americans. Do this by simple but effective signage and fencing in combination with educating the public.
The Deed of Trust of Fairview Park calls for passive use. Evaluate the benefits and drawbacks of the less passive uses
such as the Model Train and Model Airplane venues. Then set reasonable standards and rules for their existence.

Kim Hendricks Volunteers for the Fairview Park Committee because...
... I love Fairview Park and want to serve my community regarding it. I first lived next to it in
1987 and then came back in 1998 to stay. I have enjoyed Fairview Park almost every day and
have seen many changes regarding it and Talbert Nature Preserve.
I can be effective on the Fairview Park committee by doing research, listening to residents,
strategizing and planning as a team.
My background for the past 6 years included studying the Fairview Park Master Plan, listening
to residents' concerns and wants to keep Fairview Park a natural open space park for them to
enjoy. I united and strategized with residents as the best way to do this. I helped write the
initiative that led to Measure AA. I helped residents with coordinating and implementing our
plans.
I am always available to talk and discuss ideas.
As the go -to person for handing out precincts and coordinating volunteers, I was always
available to discuss strategies, concerns, and ideas with people. By maintaining good
communications, any change in direction or strategy would quickly be discussed and
implemented. I also had the opportunity to walk every weekend for many months and talk to
many registered voters about Fairview Park in order to gather the required signatures for the
initiative to become a measure on the November2016 ballot. I liked talking and listening to
residents about their concerns. Talking to each other is a great way to unite the community. A
united community is a strong community – you know—"United we stand and divided we fall".
After that success, I then had to continue walking neighborhoods and talking with residents in
order to inform and educate them about Measure AA - the real measure to save Fairview Park
from development as well as a few other things. So you see, I can work well with people, I can
persuade people if they'll take the time to talk and reason and, I tend to work very hard until
the goal is accomplished.
I appreciate and respect Nature and Science in general.
I have a deep respect for the plants and animals that inhabit Fairview Park. I do not have any
political aspirations or special interests other than serving Fairview Park and the community,
so what I say and do is because I think it is the truth. I am good at doing research and following
an argument. This was an important skill when talking with residents about what is happening
in Costa Mesa and reasoning with them. I have also taught Summer Science and Math for
Newport -Mesa Unified School District.
1 actively listen and care about what the residents think.
I also have an ear to the young community's direction for Fairview Park. I say this because my
background also includes teaching elementary school for the past ten years in our local schools
in Newport -Mesa and Huntington Beach. The kids inspire me to always do what is best for our
community as a whole, to listen to each other and really consider what the other person is
saying and to not be afraid to speak the truth. They also inspire me to be kind and honest,
love goodness, and true happiness is so simple. In general, I feel like it's my duty to set up a
good and sustainable place for them to thrive in. Fairview Park is a huge part of the
community's happiness and well-being.
I am happily married to the luckiest man alive, and we have one son that goes to Estancia High
School.
I have a Bachelor's Degree in Philosophy from U.C. Irvine and a Master's Degree in Cross -
Cultural Education as a distinguished student from National University.

Dear City Council Members
I would welcome the opportunity to serve on the Fairview Park Steering Committee and contribute to the ongoing
preservation and restoration of Fairview Park.
I believe the experience and discipline I developed during 20+ years as a senior -level corporate manager will help the
committee implement the tenets of Measure AA, and my expertise producing high-quality video and multimedia content can
help document the process and provide a level of transparency and education for the public.
I've been operating as an independent video producer since September, 2014. Prior to that, I managed the multimedia
department for Dell Software, a $2 -billion dollar business unit within Dell. My successful experience in a 60,000 -employee
corporation taught me how to navigate a large bureaucracy and still engineer meaningful results. I did this by listening to my
colleagues and working with them to meet our mutually agreed-upon goals. I plan to apply that same collaborative spirit to
the Steering Committee.
My extensive multimedia production experience and capabilities also present a unique opportunity for the committee.
Video is an extremely effective communication tool, and I can produce short videos that keep the public informed on the
committee's progress and document the habitats, native species and history of Fairview park - with the goal of educating the
public and instilling a greater sense of stewardship.
As an example, the link below is to a Vimeo video I recently produced about Costa Mesa's Second Saturday cleanup events
I shortened the URL so it's easier to type in, if necessary - http://bit.do/fpssl
I also have experience producing 360 -degree, virtual reality video content, which is an immersive technology that can
introduce more people to the park and influence them to get out and connect with it in the real world. Here's a link to a 360
video example - http://bit.do/bmc360
Thank you for the opportunity to apply to the steering committee, and I hope to be able to help preserve Fairview Park for
future generations.
Sincerely
Bill McCarty

I am a long time resident of Costa Mesa and have volunteered for school, community and city -related matters
since my sons entered elementary school. I am currently vice chair of the City's Bikeway and Walkability,
Committee. It would be an honor to be a part of the Fairview Park Steering Committee as well. Fairview Park
is an important part of Costa Mesa because it provides important natural open space for the residents in a city
that is facing increased density. My family visits Fairview Park every chance we get and I am very familiar
with both the Fairview Park Master Plan, including its goals and objectives, and Measure AA. Further, I
attended most of the meetings of the Fairview Park Citizens Advisory Committee, so I am knowledgeable of
the concerns of the residents with respect to use and development of the park.
My professional employment has taught me ways to achieve success in group projects and the importance of
collaboration. As part of the Bikeway and Walkability Committee, I contributed to the expeditious update of
the active transportation plan so that it could be incorporated into the recent General Plan update. Being a part
of the Fairview Park Steering Committee would enable me to extend my knowledge of grant acquisition,
public-private partnerships and volunteer activism to benefit the City. Further, my family often visit other
parks outside Costa Mesa so I am aware of how other cities preserve and maintain their parks, in addition to
how technology is being used for both signage and educational programs in parks.
2. As a committee member, what ideas or projects would you like to review or propose?
All projects that I propose will conform to the General Goals Statement found at the beginning of the Fairview
Park Master Plan. It is critical that we continue the work proposed by the Master Plan. That includes
preservation, restoration and maintenance of the park. Delineation of areas that are to be protected from access
by the public due to protected species, sensitive habitat and cultural artifacts is of primary concern. We need
to install explanatory signage as to why those areas are sensitive in addition to offering education as to the
flora and fauna, was well as the natural and native history of Fairview Park. Use of permanent signage with
QR codes that can be read by smartphones will enable the City to update the information without having to
replace the signs. Restoration of native plants is another project I would like to see implemented. I appreciate
your consideration for appointment to the Fairview Park Steering Committee. I believe my knowledge,
enthusiasm and commitment to Costa will continue to serve is residents.

Fairview Park, the jewel of the city, shows the very
best our city has to offer with a large, undeveloped
space and a rich, special history. Each week, I spend
hours there, with my family or running from one end to
the other. I campaigned hard for Measure AA,
recorded videos and went door to door and this year
was an ambassador for the Costa Mesa Community
Run. Fairview Park needs to be protected which starts
with good stewardship. By helping to prioritize issues
within the park, I will help keep it protected.
2. As a committee member, what ideas or projects would you like to review or propose?
Integration and interpretation of Measure AA,
restoration sensitive areas of the park, being involved
in community events and ensuring currently exposed
protected areas such as vernal pools get proper

Anna Vrska
Application for Fairview Park Steering Committee
Over the last five years I have become well informed on issues facing our City and
would like to further positively contribute by serving on the Fairview Park Steering
Committee (FPSC).
I believe in strong community involvement and the importance of listening to and
considering diverse viewpoints. As a founding member of Orange Coast River Park Inc.
in 2010, 1 had the honor of working beside Jean Watt and Dennis Baker, numerous
years as a board member and in 2015 as President.
The Orange Coast River Park is located along the Lower Santa Ana River and is made
up of properties owned by the cities of Huntington Beach, Newport Beach, Costa Mesa,
the County of Orange, the U.S. Army Corp of Engineers, the Huntington Beach
Wetlands Conservancy and the (at times controversial) Banning Ranch LLC property.
Working and collaborating with the all the entities provided ample opportunity to hone
my listening, communication, leadership and collaborative skills, as well as become
even more familiar with Fairview Park.
Commitment to facts and research is the foundation of my work style. I am passionate
about gathering data, carefully listening to diverse viewpoints and then making an
informed decision. As one example, over almost two years on the FPCAC, I
demonstrated this by seeking specific, concrete numbers regarding Costa Mesa field
usage. I also carefully listened to community members who spoke at the FPCAC
meetings, as well as reached out and met with most of the sports groups utilizing City
fields in order to better understand their concerns and needs.
Thank you for your time and consideration
