BACKGROUND Included in the City's adopted Fiscal Year 2017-18 Operations and Capital Improvement Budget, is replacement of the Fire Chief's vehicle, Unit 502, a 2007 Ford F150. This vehicle has served as the Fire Chief's frontline vehicle for ten years. It is in poor condition and has over 93,000 miles. Upon approval of this request, the newly purchased vehicle will become the Fire Chief's primary emergency response vehicle. The current Unit 502, will be retrofitted and repurposed as the Fairview Park Fire Prevention Vehicle. ANALYSIS Purchasing this vehicle through National Auto Fleet Group in conjunction with the National Joint Powers Alliance (NJPA) meets all requirements set forth in the City of Costa Mesa's purchasing policy and requirements as set forth by the State of California in regards to regional cooperative purchasing agreements. The NJPA established an approved vendor list following a nationwide competitive bid process. This assures that the City receives the lowest available pricing and meets the competitive bid process requirements. This process has been utilized successfully by the City for several previous vehicle purchases. ALTERNATIVES CONSIDERED The replacement of the Fire Chief vehicle could be denied. However, due to the age and poor condition of the existing vehicle, rebuilding or refurbishing is not a cost effective option. Not having a dependable frontline Fire Chief Vehicle could result in a decline in the Fire Department's level of service. FISCAL REVIEW Funding for the purchase of the requested vehicle is included in the adopted FY 2017-18 Public Services Department budget. LEGAL REVIEW There is no legal review required on this item. CONCLUSION Staff recommends that the City Council approve and authorize the City Manager to execute a purchase order in the amount of $57,500.49 to the National Auto Fleet Group for the purchase of a 2017 4 -WD 4 -Dr LT Chevrolet Tahoe through the National Joint Powers Alliance.
