BACKGROUND Included in the City's adopted Fiscal Year 2017-18 Operations and Capital Improvement Budget, is replacement of the Street Department concrete and sidewalk grinding vehicle, Unit #366, a 2001 Dodge % Ton. This vehicle has served as the Street Department's primary construction vehicle for sixteen years and is in extremely poor condition. The current truck has over 103,000 miles and is undersized for the equipment and tools needed to effectively complete large projects. It is frequently down for repairs thus delaying projects and much needed repairs. If approved the new vehicle will be a larger model truck with a dual axle and utility bed which will be able to accommodate the weight of tools and large equipment such as the concrete saw and/or sidewalk grinder. It will be outfitted with a large water tank and pump system for the operation of the concrete saw and assist with dust control. It will also have a generator for the operation of power tools, a ladder/wood rack and a lift gate for the loading and unloading of heavy materials and equipment. Upon approval of this request, the newly purchased vehicle will become the Street Section's primary construction vehicle used to transport concrete repair and sidewalk grinding materials, tools and equipment. ANALYSIS Purchasing this vehicle through National Auto Fleet Group in conjunction with the National Joint Powers Alliance (NJPA) meets all requirements set forth in the City of Costa Mesa's purchasing policy and requirements set forth by the State of California in regards to regional cooperative purchasing agreements. The NJPA established an approved vendor list following a nationwide competitive bid process. This assures that the City receives 1 the lowest available pricing and meets the competitive bid process requirements. This process has been utilized successfully by the City for several previous vehicle purchases. ALTERNATIVES CONSIDERED The replacement of the Street Department vehicle could be denied. However, due to the age, size and poor condition of the existing vehicle, rebuilding or refurbishing is not a cost effective option. Not having a dependable concrete and sidewalk grinding vehicle will result in a decline in the Street Department's level of service. Not being able to repair damaged sidewalks or grind raised portions of sidewalk could increase the City's liability. Staff does not recommend this option. FISCAL REVIEW Funding for the purchase of the requested vehicle is included in the adopted FY 2017-18 Public Services Department budget. LEGAL REVIEW There is no legal review required on this item. CONCLUSION Staff recommends that the City Council approve and authorize the City Manager to execute a purchase order in the amount of $76,289.05 to the National Auto Fleet Group for the purchase of a 2017 Ford Super Duty F450 Dual Rear -Wheel XL Truck with utility body through the National Joint Powers Alliance.
