MEETING DATE: SEPTEMBER 5, 2017
ITEM NUMBER: IVB -1
SUBJECT: CONSTRUCTION AND UPGRADE OF SPORTS FACILITIES AT VARIOUS LOCATIONS
DATE: AUGUST 24, 2017
FROM: PUBLIC SERVICES DEPARTMENT/ENGINEERING DIVISION
PRESENTATION RAJA SETHURAMAN, PUBLIC SERVICES DIRECTOR
BY:
FOR FURTHER INFORMATION CONTACT: BALTAZAR MEJIA, CITY ENGINEER, (714) 754-5335
RECOMMENDATION:
1. Modify the scope of work for the Jack Hammett Sports Complex Project to include only the
construction of ADA walkways, parking lot expansion and permanent storage facilities and
eliminate the construction of two artificial turf fields.
2. Authorize the City Manager to negotiate draft agreements with the Newport -Mesa Unified School
District (NMUSD), youth sports user groups and non-profit organizations, pertaining to funding,
public engagement process, design, construction, maintenance and joint use for the athletic
fields at Davis Magnet School and Kaiser Elementary School. Once drafted, these agreements
would be reviewed by the Parks and Recreation Commission, City Council and Board of
Trustees.
BACKGROUND:
The City Council, in Fiscal Years 2015-2016 and 2016-2017, approved funding for the design and
construction of upgrades to the Jack Hammett Sports Complex that included replacing the natural
turf fields on Fields No.1 and No. 2 with synthetic turf, expanding the parking lot and restroom facility
and constructing permanent storage facilities.
On November 8, 2015, City Council awarded a contract to CivilSource for various Capital
Improvement Program projects, including the design of improvements for the Jack Hammett Sports
Complex. The plans, specifications and estimates for all work related to this project have been
completed.
On March 15, 2016, City Council authorized payment of $45,000.00 to the NMUSD to conduct a
feasibility study pertaining to the development of lighted sports facilities at Kaiser Elementary, Davis
Magnet School, and Parsons (Waldorf) School. On August 23, 2016, the NMUSD retained the
services of Ruhnau Ruhnau Clarke Architects (RRCARCH) to address feasibility and costs for the
installation of permanent sports lighting and artificial turf for the following school sites:
Kaiser Elementary: feasibility and costs for permanent sports lighting on the two baseball
fields and the field to the south of the baseball fields, and artificial turf for the area south of
the baseball fields only, which would include fencing.
Davis Magnet: feasibility and costs for sports lighting and artificial turf on the field located on
the east side of the property, including fencing. In addition, the study would also include
construction of a new parking lot that connects the two adjacent parking lots.
Parsons School: feasibility and costs for sports lighting and artificial turf on the entire field
which would include fencing.
RRCARCH completed their project scope of work (Attachment 1) in November 2016. The report
findings were received by the NMUSD Board on December 13, 2016.
On March 21, 2017, City Council approved a Use Agreement with the Los Angeles Chargers that
allowed them to utilize the Jack Hammett Sports Complex for their annual Summer NFL Training
Camp. These summer camps are scheduled during the months of July and August each year. The
first summer camp for the current year, 2017, has just ended successfully.
ANALYSIS:
The City has hosted the first Chargers' Summer Training Camp and the partnership gained has
been a great success for both organizations. The facilities were impeccable and the public event
days helped to boost fundraising efforts for local school programs. Since future Summer Training
Camps are scheduled at approximately the same time annually, when the fields are historically
scheduled for rest and renovation, the installation of artificial turf fields is no longer as beneficial
as it was originally envisioned. In addition, a higher priority now is to light more fields that provide
greater long-term benefit to several areas of the community. The need for additional lighted fields
has been discussed for many years and maybe many decades, we have an opportunity now to
light additional fields. Given these issues, it is recommended that the upgrade of Jack Hammett
Sports Complex be reduced to construction of ADA walkways, parking lot expansion and
permanent storage facilities; and eliminate the construction of two artificial turf fields.
Currently, there is an opportunity to provide equivalent athletic field use by partnering with the
NMUSD to upgrade existing School District fields. The City Council authorized the Feasibility
Study — Sports Lighting & Turf for Kaiser Elementary, Davis Magnet School and Parsons
(Waldorf) School prepared by RRCARCH shows that field upgrades and construction of sports
field lighting is feasible at these facilities; however, in discussions between NMUSD and City staff,
improvements at Davis and Kaiser should be considered as the highest priority.
Staff has carefully reviewed the improvements that can feasibly be implemented at Davis and
Kaiser schools and recommends the following phased approach:
Davis: Include all of the proposed improvements, including an artificial multi -use field with various
overlays, a new parking lot design to connect with adjacent parking lots for more efficient traffic
flow and flexible parking options, permanent field lighting and associated ADA and incidental work
necessary to complete the work. The preliminary construction cost estimate (2016 Dollars) is $4.5
million and estimated design fee (about 10% of the construction cost) is $500,000.
Kaiser: Due to the current programming of these fields and the total estimated cost to implement
all the proposed improvements, it is recommended the first phase at this site include the
installation of permanent sports field lighting for the two utility fields, parking lot upgrades, ADA
improvements and incidental work necessary to complete the work. The preliminary construction
cost estimate (2016 Dollars) is $3 million and estimated design fee (about 10% of the construction
cost) is $300,000.
I•
These recommendations will be incorporated in the Draft Update of Open Space Master Plan of
Parks and Recreation that was recently reviewed by the Parks and Recreation Commission and
recommended for adoption. As a side note, a City Council Study Session on the Open Space
Master Plan has been tentatively scheduled for October, 2017.
In general, the Draft Update of the Open Space Master Plan of Parks and Recreation includes
recommendations based on extensive public outreach to address the need for additional athletic
fields and/or playable hours to meet the facility demands for all current and proposed programs.
Specifically, there exists a deficiency in actual field space (a total of four equivalent fields) for field
programs; however, it was also recommended that lighting of existing fields and providing facilities
that provide a greater number playable hours may reduce the need to create additional new
facilities. By partnering with the NMUSD, it is possible to upgrade existing fields to meet the
demand for recreational activities while at the same time providing state-of-the-art fields for
students to use during regular school hours.
It is imperative that agreements be drafted for the mutual benefit of the two agencies and the
residents of the City. It is for this reason that it is also requested to authorize the City Manager
and his team to work with the NMUSD staff to develop these draft agreements which will ultimately
be presented to the City Council and the School Board for approval.
ALTERNATIVES CONSIDERED:
The City Council may leave the original funding for the Jack Hammett Sports Complex Project in
place until the Use Agreement with the Los Angeles Chargers expires and then implement the
project. Since the term of the use agreement is for up -to ten years, the funding may need to be
supplanted to offset future escalation costs.
FISCAL REVIEW:
The unencumbered balance for the Jack Hammett Sports Complex Project from previously approved
allocations in Fiscal Years 2015-2016 and 2016-2017 is $4,945,942. $1,500,000 (this includes
$275,000 in CDBG funding) is anticipated to be needed to construct the proposed ADA
improvements, parking lot expansion and permanent storage facilities. Thus, $3,445,942 is available
for the construction of improvements at Davis Magnet School and Kaiser Elementary. In addition,
$1,240,000 is currently available in a general field lighting account previously set-up by the City
Council. Additional funding sources would need to be identified to complete these two projects once
the scope of the projects are better defined.
LEGAL REVIEW:
A legal review is not required for the proposed actions.
CONCLUSION:
It is recommended that the Jack Hammett Sports Complex Project be reduced to only include the
construction of ADA improvements, parking lot expansion and permanent storage facilities. In
addition, to authorize the City Manager to negotiate draft agreements with the NMUSD and other
groups for future review by the City Council and Board of Trustees for the implementation of field
improvements at Davis Magnet School and Kaiser Elementary.
