HomeMy WebLinkAbout19 - OB-1 - Citywide Parkway Concrete Repair and New - 9/5/2017CITY COUNCIL AGENDA REPORT
MEETING DATE: SEPTEMBER 5, 2017
ITEM NUMBER: OB -1
SUBJECT: CITYWIDE PARKWAY CONCRETE REPAIR AND NEW SIDEWALK CONSTRUCTION
PROJECT - CITY PROJECT NO. 14-12
DATE: AUGUST 20, 2017
FROM: PUBLIC SERVICES DEPARTMENT / ENGINEERING DIVISION
PRESENTATION BY: RAJA SETHURAMAN, PUBLIC SERVICES DIRECTOR
FOR FURTHER INFORMATION CONTACT: BALTAZAR MEJIA, CITY ENGINEER, (714) 754-5335
RECOMMENDATION:
1. Accept the work performed by C.J. Concrete Construction Inc. and authorize the City Clerk to
file the Notice of Completion.
2. Release the Labor and Material Bond seven (7) months after the filing date; release the
Faithful Performance Bond one (1) year after the filing date; and release the retention monies
35 days after the Notice of Completion filing date.
BACKGROUND:
On February 17, 2015, a construction contract in the amount of $575,430.00 was awarded to
C.J. Concrete Construction, Inc., 10142 Shoemaker Avenue, Santa Fe Springs, California,
90670, for the repair of Parkway Concrete adjacent to streets scheduled to be rehabilitated and
the construction of new sidewalk at specified locations. The project scope was specified in the
contract documents and consisted of reconstruction of sidewalks, curb and gutter, cross
gutters, spandrels, curb ramps, driveway approaches, and other incidental work needed to
complete the project.
Before Improvements After Improvements
At the City Council meeting of August 1, 2017, a member of the public presented information
pertaining to the condition of some of the parkway areas generally in the vicinity of where the
subject contract work took place. After discussion, the Council voted to continue this item to the
September 5, 2017 City Council meeting to allow staff time to research the work completed and to
make sure all the specified work had been done.
ANALYSIS:
Staff reviewed all the locations that the contractor was contracted to repair (Attachment 1) and
have found them to have been done to City Standards. However, there remained locations within
the maintenance areas where existing parkway improvements had been grounded or ramped to
provide a safe pedestrian path of travel. This was done in compliance with the Public Services
Department parkway maintenance criteria (Attachment 2).
One particular location presented by the resident was highlighted due to the existing ramping
adjacent to what appeared to be new sidewalk (Attachment 3, 434 Elmhurst Lane) for further
analysis. For this location the City had previously (under another contract) reconstructed the curb
and gutter adjacent to the Magnolia tree in the parkway and this work required that the roots of
the tree be pruned along the length of the new curb and gutter. The tree is healthy and is
recovering well but the root structure will need more time for the roots to grow along a different
path and anchor itself to the ground. In order to maintain good structural stability of the tree, it is
common practice to wait at least five years before additional root pruning on the opposite side can
be done as would be the case for this location or the tree would have to be removed. A survey of
the rest of the block shows that the Magnolia tree is the predominant tree species and similar
conditions are present. City staff attempts to protect existing trees in place and only request
approval to remove trees when all other options have been exhausted. The City's Maintenance
Division works extensively to maintain a safe path of travel by grinding or ramping that has
reduced the number of claims to very low numbers.
The balance of the locations (Attachment 3) presented by the resident generally fall into one of
three categories:
1) Properties on streets not included in the original project scope but have since been
temporarily ramped. These locations will be incorporated into the next parkway
maintenance project which is currently under design.
2) Locations that do not meet the established parkway criteria for removal. These
locations will be ground flush under separate contract and monitored for inclusion in a
future parkway project when they meet established removal criteria.
3) Parkway drain at Wellesley Lane Cul-de-sac. This location requires a new parkway
drain to be designed and includes work that is outside of the scope of the contracted
services provided under this maintenance project. This work is scheduled to be performed
under separate contract.
The work required by the contract documents was completed on May 10, 2017, to the satisfaction
of the City Engineer, with a final contract cost of $625,388.00. A report of the final costs is
included herein as Attachment 4.
A summary of the costs is as follows:
Original Contract Cost: $ 575,430.00
Change Order No. 1: $ 50,000.00
Final Quantity Adjustments: ($ 42.00)
Final Contract Cost: $ 625,388.00
I•
The change order was for additional parkway locations added to the contract over the original
project scope. The final contract price reflects a nine percent (9%) increase to the original
contract as a result of the change order and final quantity adjustments.
As of this date, there are no Stop Notices filed against the monies due to C.J. Concrete
Construction Inc.
ALTERNATIVES CONSIDERED:
There were no alternatives considered for this item.
FISCAL REVIEW:
This project was funded with Measure M funds, Capital Improvement funds, and Gas Tax
revenues.
LEGAL REVIEW:
There is no legal review required on this item.
CONCLUSION:
The Citywide Parkway Concrete Repair Project and New Sidewalk Construction Project, City
Project 14-12, has been completed to the satisfaction of the City Engineer. It is recommended that
the City Council authorize staff to file the Notice of Completion; release the remaining retention
monies 35 days after the Notice of Completion filing date; and release the bonds accordingly.

CITY OF COSTA MESA
Department of Public Services/Engineering Division
PARKWAY MAINTENANCE CRITERIA
Whenever a location is being considered for parkway maintenance, Engineering staff will survey
the entire block for other possible locations that may need repair. If other locations are found in
need of repair within the same block, they will be made a part of the project, provided funds are
available, based on the following criteria.
If the relative displacement between two sidewalk slabs is in excess of one and one half
inches (1 — 1/2"), the uplifted/depressed portion of the sidewalk will be removed and
reconstructed to the nearest weakened plane or expansion joint.
2. When two sidewalk slabs have been displaced relative to each other, from one half inch
(1/2") up to and including one and one half inches (1 — '/2"), the displacement shall be
ramped or ground flush to provide for a smooth transition to eliminate the tripping hazard.
Displacements of less than one half inch (1/2") need not be reworked. The length of the
ramp or grind shall vary from a minimum of six inches (6") for a '/2" differential to a
minimum of eighteen inches (18") for a one and one half inch (1 — '/2") differential.
Sidewalks which are ramped or receive grinding shall be placed on a list for more
permanent repairs once all locations meeting the criteria of #1 (above) are completed
citywide.
3. Engineering staff will compile a list of areas where grinding or ramping will occur. The
Assistant Street Superintendent will schedule this work using City crews prior to award of
the maintenance contract. The decision to ramp or grind shall be made by the Assistant
Street Superintendent. If City crews cannot accommodate the workload, the grinding
and/or ramp work will be included in the contract bid documents by the Engineering
Division.
4. Deep root barriers will not be installed if existing concrete improvements are to be left in
place.
5. Raised or sunken curb and gutter shall be removed and replaced unless the standing
nuisance water does not extend into the asphalt pavement area. In this case, a raised
gutter may receive grinding.
6. Existing concrete improvements shall be removed at joints (expansion, cold or weakened
plane), where practical. A minimum of six (6) lineal feet of sidewalk or eight (8) lineal feet
of curb and gutter shall be removed to avoid floating sections. Undisturbed adjacent
sections shall also have a similar minimum length requirement to existing joints.
7. A curb which is depressed adjacent to a driveway apron shall be protected in place
provided that water is contained within the concrete gutter and the driveway apron does
not necessitate removal. A maximum relative displacement between the curb and the
apron of one inch (1") will be allowed when either the apron or the curb has
settled/raised.
15
ATTACHMENT 2
8. Sunken sidewalk shall be reconstructed only if there is evidence of water ponding on it
and it creates a slipping liability due to algae growth. If a lip or step displacement of one
half inch (1/2") or more has formed, and no slipping or ponding occurs, apply Item Nos. 1
and 2 above.
9. No parkway maintenance work will be performed on private property in areas where
adjoining private improvements are less than one inch (1") lower or higher than existing
sidewalk grade. Existing private improvements and sidewalk may be protected in place
as long as a tripping hazard does not exist along the public right-of-way/sidewalk path of
travel.
When private and public improvements are vertically displaced from each other more
than one inch (1"), and the sidewalk and/or driveway meets the removal criteria set
herein, a minimum twenty-four inch (24") long section will be reconstructed on private
property to provide for an appropriate transition. (Right of entry must be obtained by
Public Services staff prior to performance of work.)
10. Damaged homeowner -installed walkways perpendicular to the sidewalk, between the
curb and public right-of-way (ROW) line and within the parkway greenbelt area, shall be
removed and replaced to a width of four feet (4'), with four inch (4") PCC over four inch
(4") CMB when adjacent sidewalk and/or curb/gutter necessitates removal.
11. Concrete (not walkway) within the greenbelt area (between curb and ROW line), which
must be removed to facilitate tree removal or sidewalk and/or curb/gutter replacement,
shall be replaced with compacted top soil and seeded or sodded as necessary.
12. At corner properties where repairs are done along one frontage per these requirements,
the construction may be continued around the corner if needed per this Parkway
Maintenance Criteria. The intent is that the corner property undergo repairs on its street
frontages only one time.
13. For horizontal separation of existing sidewalk and driveway approaches, reconstruction
will be required if existing crack or joint is wider than one inch (1"). Smaller cracks should
be filled with epoxy or appropriate filling material to minimize water penetration and
liability to the City.
