Re: Item 1- Small Lot Ordinance
Dear Mayor Foley and Councilmembers,
On behalf of our membership, I respectfully request that the City maintain
the existing Small Lot Ordinance as written.
The Building Industry Association of Southern California, Orange County
Chapter (BIA/OC) is a non-profit trade association with over 1,100 -member
companies employing over 100,000 people affiliated with the home building
industry. Our mission is to champion housing as the foundation of vibrant and
sustainable communities.
The Small Lot Ordinance represents an important means by which the dream
of home -ownership can become a reality. As you are aware, the small lot
ordinance confers the same benefits and ownership perks as a traditional
single-family ranch home. Since the Small Lot Ordinance allows for a smaller
lot size, land costs are minimized, thereby helping to make these developments
more affordable to build and sell.
To remove or reduce the flexible standards needed to create a Small Lot
product the City will only increase the cost to build, intensifying the already
severe housing crisis Orange County is facing.

Dear Planning Commissioners. I understand that there will be discussion this evening re: the Small
Lot Ordinance. Unfortunately we are unable to attend.
Please know that we are distressed by the negative impacts that the SLO has wreaked on the
Eastside. The increase in street parking, more jammed -in construction, reduced requirements for
open space, etc. - which have been allowed and promoted by the SLO have all contributed
negatively to our quality of life here on the Eastside.
Please know that we strongly oppose the current SLO and support going back to the prior regulations
OR any appropriate changes that will improve the negative effects that the SLO has brought us. We
are looking to the Planning Commissioners to bring sanity back to real estate development in Costa
Mesa!

Dear Mayor Foley and Honorable Councilmembers,
On behalf of our membership, I respectfully request the City of Costa Mesa maintain the small lot
ordinance and urban overlay zone.
People for Housing — Orange County is a grassroots, pro -housing non-profit organization comprised of
Orange County residents concerned about the housing shortage and high housing costs in Orange
County. We have organized to advocate for policies that will enable more housing production in Orange
County to address the affordability crisis currently gripping communities throughout California.
Costa Mesa is a leader in creating policies that enable middle class housing. Your small lot ordinance
makes it possible to provide build mid-sized, mid -priced single-family homes affordable to middle
class families. This "middle housing' is in desperately short supply in Orange County communities. The
small lot ordinance provides developers with the flexibility needed to build housing affordable to today's
middle class families in a market where land values have skyrocketed. The Small Lot Ordinance gives
families the opportunity to own the land under their homes in a way that condominiums and other
multi -family housing options do not offer. It is a valuable tool in making the dream of homeownership
possible for working families.
Costa Mesa's Urban Overlay Zone is another tool that provides the flexibility needed to create housing
affordable to middle class families and young people just beginning their careers. The Urban Overlay
Zone makes room for higher density development, which is critical to providing housing across all
income levels. For these reasons, we urge you to maintain the Small Lot Ordinance and Urban Overlay
Zone.
It is critical to the future of Orange County that cities do everything possible to provide housing
opportunities that are affordable to young people and working families. Small lot ordinances and
urban overlay zones like the ones in Costa Mesa are valuable tools critical to providing housing for
young people just starting out or working families who want to remain in Orange County. We
respectfully request that you maintain these two innovative tools. Thank you for your time and
thoughtful review.

support the Urban Plan and Overlay Districts as currently enacted.

In addition, ensuring more housing in centrally located Costa Mesa,
close to jobs and essential services, will help in balancing Orange
County's jobs to housing ratio, assist in alleviating traffic, and contribute
to State mandated environmental and regional planning policies
