RECOMMENDATION:
Staff recommends that the City Council accept a $150,000 grant from Hoag Memorial Hospital
Presbyterian for the Senior Center Medical Transportation Program (MTP), for FY 17118 and the
first half of FY 18119, and authorize a budget adjustment in the amount of $150,000.
BACKGROUND:
In July 2014, the City assumed responsibility for all operations of the Costa Mesa Senior Center from
the previous corporation. Included in this transition was the Senior Medical Transportation Program
(MTP) service. The MTP is a vital service that provides senior Costa Mesa residents, age 60+, with
free transportation for their health related needs within Orange County boundaries.
The current program operates Monday through Friday, and excludes weekends and holidays. This
transportation service is vital, as it enables older members of the community, who depend on public
transportation, to have reliable, safe and free mode to gain access to local resources in the
community for their overall health maintenance. Hoag Memorial Hospital Presbyterian has been the
primary financial supporter of the program since inception in 2014, with annual funding providing for
more than 100 seniors to actively utilize the program.
Keolis Transit Services LLC (F.K.A. Western Transit Services, Inc.) has been providing the Costa
Mesa Senior Center transportation services since 2011. The current PSA with Keolis Transit
Services LLC was approved by the City Council in June 2017 and entered into on July 1, 2017.
ANALYSIS:
In July 2017, the Hoag Community Benefits program (a subsidiary of Hoag Memorial Hospital
Presbyterian) advised the City that they would continue to fund the Medical Transportation Program
(MTP) in the amount of $150,000 for the period covering July 2017 -December 2018. Acceptance of
the grant will cover approximately 95% [LTilof the total expenditure for the program and will allow the
City to continue to offer this free service to senior residents utilizing only 5% from the City's General
Fund.
Grant funding is expected to be disbursed to the City in two payments, the first in the amount of
$50,000 for the first half of FY 17118, and the second in the amount of $100,000 for the second
half of FY 17118 and first half of FY 18119.
ALTERNATIVES CONSIDERED:
The following are alternatives that the City Council may consider:
The City Council could reject the $150,000 grant and related budget adjustment and
eliminate the Medical Transportation Program.
2. The City Council could reject the $150,000 grant and related budget adjustment and direct
staff to find funding elsewhere to continue the Medical Transportation Program.
FISCAL REVIEW:
There is no cost associated with accepting the grant funds from Hoag Memorial Hospital
Presbyterian. The grant, however, does cover nearly 95% of the cost to provide the MTP services,
with the remaining 5% budgeted from the City's General Fund. [LT21

CONCLUSION:
Staff recommends that the City Council accept a $150,000 grant from Hoag Memorial Hospital
Presbyterian for the Senior Center Medical Transportation Program (MTP), for FY 17118 and the
first half of FY 18119, and authorize a budget adjustment in the amount of $150,000.
