RECOMMENDATION:
1. Accept the work performed by R.J. Noble Company, and authorize the City Clerk to file the
Notice of Completion.
2. Release the Labor and Material Bond seven (7) months after the filing date; release the
Faithful Performance Bond one (1) year after the filing date; and release the retention monies
35 days after the Notice of Completion filing date.
BACKGROUND:
On June 16, 2015, a construction contract in the amount of $1,536,928.00 was awarded to R. J.
Noble Company, 15505 E. Lincoln Avenue, Orange, CA 92865. This project consisted of street
rehabilitation within the following areas:
• Freedom Homes Neighborhood bounded by Victoria Street to the North, 19th Street to
the South, Aviemore Terrace to the West, and Placentia Avenue to the East;
• Eastside Neighborhood bounded by Santa Isabel Avenue to the North, 21 st Street to the
South, Newport Boulevard to the West, and Tustin Avenue to the East;
• Bristol East Neighborhood bounded by San Diego Freeway to the North, Baker Street to
the South, Bristol Street to the West, and Newport Freeway to the East;
• Halecrest Neighborhood bounded by San Diego Freeway to the North, Adams Avenue
to the South, Harbor Boulevard to the West, and Fairview Drive to the East; and
• Adams Avenue between Fairview Road and Peterson Place.
The completed project location maps are included as Attachment 1.
The rehabilitation of these streets consisted of the removal and reconstruction of damaged
pavement sections, overlaying streets with new asphalt concrete, new painting of pavement
markings and legends, replacement of traffic loop detectors, adjustments of utilities, and other
incidental work needed to complete the project in accordance with the contract documents.

Before Improvements
ANALYSIS:
Improvements Completed
The work required by the contract documents was completed on May 11th, 2017, to the
satisfaction of the City Engineer. The final contract cost amounted to $1,504,632.80. A report of
the final costs is included herein as Attachment 2.
A summary of the costs is as follows:
Original Contract Cost: $ 1,536,928.00
Change Order No. 1: 65,000.00
Final Quantity Adjustment ($ 97,295.20)
Final Contract Cost: $ 1,504,632.80
The final contract price reflects a 2.1 % decrease to the original contract.
Change Order No. 1 was executed to include the rehabilitation of Adams Avenue between
Fairview Road and Peterson Place.
As of this date, there are no Stop Notices filed against the monies due to R.J. Noble Company.
ALTERNATIVES CONSIDERED:
There were no alternatives considered for this item.
FISCAL REVIEW:
This project was funded from appropriated Gas Tax funds and Measure "M" Funds.
LEGAL REVIEW:
There is no legal review required on this item.
CONCLUSION:
The Street Rehabilitation Project — City Project No. 15-05, has been completed to the satisfaction
of the City Engineer. It is recommended that the City Council authorize staff to file the Notice of
Completion; release the remaining retention monies 35 days after the Notice of Completion filing
date; and release the bonds accordingly.
