Adopt the attached resolution (ATTACHMENT 1) approving the implementation of a "Resident Only" parking restriction on Federal Avenue between W. 19th Street and W. 20th Street. 2. Authorize the Transportation Services Manager to extend the "resident only" parking restriction for a maximum of 1,000 feet as needed. BACKGROUND: In June 2017, a petition was received from the residents of Federal Avenue, between W. 19th Street and W. 20th Street, requesting the implementation of a "resident only" parking restriction on their street (ATTACHMENT 2). The petition represents 31 out of 37 households that would be directly affected by the requested parking restriction. These residents have expressed their concerns with a lack of on—street parking availability in their neighborhood due to parking intrusion by vehicles that are unrelated to their neighborhood. There are several nearby multi -family dwellings that could be the source of the parking intrusion. The attached map (ATTACHMENT 3) depicts the surrounding land uses, streets, and the location of the subject area under consideration. ANALYSIS: According to the recent guidelines adopted by the City Council in January 2016 (ATTACHMENT 4), neighborhood parking intrusions are considered "significant" if 70% or more of all available parking (on -street and visible off-street parking available to residents) is utilized by vehicles at any time. In an effort to determine the level of parking intrusion on the subject streets, Transportation Services Division staff has conducted several parking surveys during various times, including weekdays and weekends. The results of these surveys revealed that during the most congested periods (evenings and on weekends), more than 70 percent of available parking was utilized on Federal Avenue, thereby meeting the minimum requirements set by the guidelines for consideration of establishing "resident only" permit parking. 1 If a "resident only" permit parking restriction is authorized, signs will be posted restricting parking on the affected street to only vehicles displaying a valid permit. Affected households may obtain up to three (3) permits for their legally registered vehicles upon providing proof of residence in the subject street segment. Additionally, daily guest permits will be provided to residents for their visitors. The City does not charge a fee for these permits. The implementation of a "resident only" permit parking restriction on the subject street, may result in spreading some of the parking intrusion onto other nearby streets. Therefore, the attached resolution provides the Transportation Services Manager with the authority to extend the limits of the permit parking area up to 1,000 feet in distance from the subject street, as necessary to address continued resident concerns. This action will be based on each "extended" area meeting the minimum adopted guideline criteria in addition to receiving a qualifying petition. Notice of City Council consideration of this item has been sent to all affected residents. ALTERNATIVES CONSIDERED: An alternative to the requested "resident only" parking restriction is to implement time - restricted parking or an overnight parking restriction. However, time -restricted parking or an overnight parking restriction will impact the residents and thus will likely not be supported by residents. This type of parking restriction also places increased demands on the City's Police services. Another alternative would be to not approve "resident only" permit parking. This alternative would leave the streets without any parking control restriction and will result in continued resident concerns for lack of available street parking due to parking intrusion by non- residents. FISCAL REVIEW: The cost to manufacture and install signs for the implementation of a "resident only" parking restriction is approximately $750.00. If authorized, funds are available through the existing traffic maintenance account for this purpose. LEGAL REVIEW: The City Attorney's Office has reviewed and approved the attached resolution as to form and content. CONCLUSION: A petition was received from residents of Federal Avenue, between W. 19th Street and W. 20th Street, requesting the implementation of a "resident only" parking restriction on this street. Staff has conducted a series of parking surveys on this street and has confirmed that Federal Avenue meets the Council -approved guidelines for consideration of "resident only" permit parking. The petition and parking conditions on the recommended street are in conformance with guidelines adopted by City Council. Therefore, after considering all alternatives, staff recommends the implementation of a "resident only" parking restriction on Federal Avenue, between W. 19th Street and W. 20th Street. Staff also requests authorization for the 1► Transportation Services Manager to extend the parking restriction for a maximum of 1,000 feet as needed, based on a qualifying petition from affected residents and meeting Council -adopted guidelines. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF COSTA MESA that parking is hereby prohibited on the Designated Street, at all times, to vehicles without a permit. BE IT FURTHER RESOLVED that the Transportation Services Division Manager is hereby authorized to extend and/or modify the limits of said parking prohibition within a 1,000 foot radius of the Designated Street to serve the best interests of the neighborhood. a, BE IT FURTHER RESOLVED that, pursuant to Section 10-82 of the Costa Mesa Municipal Code, signs shall be posted to give notice of said parking prohibition. For the past several years we have been experiencing serious struggles with the parking situation on our street but starting last year it has gotten beyond out of control and that is why we are begging for your help. I live in the 3rd house from 19`h Street. My parents purchased their home 20 years ago and speaking for my family and myself we have numerous parking issues. Our biggest concern are tenants from apartment complexes on 191h parking their vehicles on our street on a regular basis. By the time we get home from work after 6:30, there is no parking anywhere close to our home. We usually end up parking down the block. Additionally, these people drop off second vehicles for days or even weeks. They will drive up in one car, park it, and jump into another one that has been there for days/weeks. We have constant issues where our mail is not being delivered because a random vehicle is blocking our mailbox. As I went door to door speaking to my neighbor I realized it is all of us experiencing the same problems. On Tuesdays, street sweep days, we can never get our street cleaned because a lot of the tenants from apartments drop off their cars in morning. When I've kindly told them to please park elsewhere (at least until sweeper goes by) they laugh and tell me I don't own the street. Or they say they will get a ticket if they park on 19". The neighbors and I are constantly finding all kinds of trash and empty bottles on top of our cars, on our yards, street, front of the house. Anything from broken bottles, plastic cups with alcohol, food, or bags with food. From Thursday through Sunday nights, come 1 am and the craziness starts with all the people attending the bars and parking on our street, They will be screaming, yelling, fighting and speeding off on their way from picking up their cars. Another issue is on Sunday evenings when we take out our trash cans for trash pickup Monday mornings. Three times, I have had people push my trash cans on side of the road so they can park their car. On two occasions, they dumped my recycle can on my front yard and I was surprised to find it knocked over and trash everywhere. Something else that gets me very nervous is when these people park in front of our driveways at night. Although they move their cars normally before anybody leaves in the morning there has been 2 occasions I was getting ready to leave to work and they were just getting into their car and it was parked directly in front and blocking my driveway. When I tried to ask vehicle owner not to be parking there, he raised his voice and said I was not the owner of the street. I cannot imagine having an emergency and having to get out and not be able to because of an illegally parked vehicle blocking me. I could go on and on but I think you see what we are going through. Again, we are kindly asking for your help. Please do not hesitate to come out and see for yourself. Box 1200 FROM THE OFFICE OF THE TRANSPORTATION SERVICES MANAGER CITY COUNCIL GUIDELINES FOR CONSIDERATION OF INSTALLATION OR REMOVAL OF RESIDENT ONLY PERMIT PARKING Resident only permit parking will be considered in in R-1 zones to address high levels of vehicle parking in a residential area for the specific purpose of access to other residential, business or entertainment activities unrelated to the affected street or neighborhood. The use of resident only permit parking is appropriate in areas where other parking control measures have been considered and failed and a true need has been documented by Transportation Services staff. The use of resident only permit parking should be limited to this type of installation and not as a first level parking control measure. • Requests for installation or removal of resident only permit parking shall be considered on a street by street basis or in segments with minimum of 25 contiguous households. • Streets or portions of streets to be considered must be contiguous block by block, and consistent with any adjacent parking prohibitions. • The creation of an isolated resident only permit parking "island" unrelated to surrounding land use or current parking conditions will not be allowed. • When considering requests to implement resident only permit parking, the City will conduct parking surveys to determine the utilization of on -street. Neighborhood parking intrusions will be considered "significant" if 70% or more of all available parking (on -street and visible off-street available to residents) is utilized at any time. • A petition signed by a majority (51 % or greater) of households along the affected subject street must be submitted to install or remove resident only permit parking prohibition. • Only one signature per household will be considered. • Upon receipt of a valid (majority) petition, the City will send notification of the resident only permit parking installation or removal request to all households on the affected subject street or street segment. ,o Notification will also be made to households on adjacent streets, which may be affected by the requested action. Notification will advise residents of the requested action and afford them the opportunity to voice their opinions to the Transportation Services Manager. Based on input received, the Transportation Services Manager may determine to conduct a neighborhood meeting on the request. If the Transportation Services Manager approves the requested change in parking control, a recommendation will be forwarded to the City Council for final action. If the Transportation Services Manager disapproves of the request, an appeal may be made for City Council review by forwarding a letter of request, along with associated fees, to the City Clerk's Office. Once final action has been taken by the City Council, no further changes or requests for changes in resident only permit parking prohibitions for this street segment will be considered for a minimum period of one year. • Resident permit parking will be implemented in accordance with the provisions of the Costa Mesa Municipal Code summarized below: ➢ Up to three (3) permits will be issued to eligible household based on verification of vehicle registration. ➢ Eligible household is defined as single family or multi -family residence along the designated permit parking street as well as single family residence located in mixed-use neighborhood located within 250 feet of the permit parking street. ➢ One hundred (100) guest parking permits will be issued per year to each eligible household. Each guest pass is for one-time use only. Residents may request up to twenty five (25) guest parking permits for a specific event at their residence. These permits will be date stamped by Public Services Department at the time of issuance. ➢ Parking permits are valid only for the zone they are issued. ➢ Parking permits in each zone expire after three (3) year period and are subject to renewal at that time.
