The maintenance of the proposed Connector Pipe Screens (CPS) will be consistent with the ongoing catch basin cleaning efforts performed by City crews prior to each major storm event. The City currently has approximately 120 catch basins that have been retrofitted with automatic retractable screen (ARS) devices, a configuration that is designed to impede trash before entering the storm drain inlet and allow debris to be picked up by the street sweeper. However, maintenance staff has encountered issues with some ARS devices including jamming and flooding, thereby reducing their effectiveness. The CPS resolves these issues by trapping debris within the catch basin where it is more effectively cleaned by the City's Vactor unit, and contains an overflow bypass during high flow periods to prevent flooding. Additionally, the proposed CPS device is among the State's list of certified trash capture devices, which supports the City's National Pollutant Discharge Elimination System (NPDES) compliance efforts in light of new regulatory requirements for trash. The craft beer industry shows no signs of slowing down and the city as a whole benefits from the positive recognition of such businesses in close proximity. I do not see parking being a problem on that street as customers are increasingly utilizing ride share services, or walking or biking from the surrounding neighborhoods. If customers like myself do not have the variety of breweries to visit that are in walking distance of each other, we will likely go to another city that does indeed provide this convenience. It is my understanding the Barkenhagens have responsibly operated and supported their local community with their existing tasting room and brewery for nearly a decade in Fullerton, one of the first in the county. They are also award winners at the Great American Beer Festival in Colorado, a very prestigious honor for breweries in their industry. I am a customer of several of the larger north county breweries, including Bootlegger's, and was excited to hear of their interest to bring their exceptional and award winning beers to a smaller community like Costa Mesa, through a smaller pilot brewery and neighborhood tasting room. I am familiar with the growing parking issues the other breweries on North Randolph are experiencing, and aware that Bootlegger's would be located nearly a quarter mile away, across busy Bristol Street. I believe they would complement The LAB's existing restaurants, with its large parking lot off Bristol and attached 700/710 Randolph lot, and would be a wonderful addition to the neighborhood without a burden to the South Randolph parking area. I understand that there are concerns with parking. While I have not studied this in depth myself, it is my understanding that the current proposal is within the city's guidelines for parking. Parking in these malls and on Randolph can be challenging at times (especially The Lab), but the way I see it, the "problem" isn't the supply of spaces, but the demand, which is a great situation to be in. I love the area as is, but also see a lot of potential for growth. If Bootlegger's gets denied, what will happen to the next great business opportunity? Below are some thoughts/ideas: • Usage of rideshare services (Uber/Lyft) will continue to grow long-term, cutting down number of spaces needed • Apartment Communities are the only residential neighbors who may be affected - all who were built to accommodate all tenants + guests. • Baker Block will be opening soon, and office space renovations in the area will bring more traffic to these areas and is great for the Costa Mesa economy. • Ongoing opportunity to continue growing Costa Mesa's newfound brewery offerings. Parking on Randolph -This street is only used when driving to business in the area (or a shortcut to avoid the Baker/Bristol intersection). -2 lanes each direction seems unnecessary, especially because of the nature of the traffic on the street. -Rather than parallel parking, how many additional spaces could be created by eliminating the second lane each direction, and creating diagonal spaces (similar to downtown Huntington Beach)? -Because of Gunwhale and Barley, jaywalking is almost unavoidable, and less traffic (and adjusted speed limit, if needed) would make area safer for visitors. Empty Lot -Just southwest of the 73 bridge and the Bootlegger's new location, there is an empty dirt lot. It's a great location, but not in use. -If owned by the city, could this be turned into a parking lot? -Location is close enough to both "Anti -Malls" and Bootlegger's to be used for parking (and maybe even Valet). -Currently an eye-sorc and not in use. Microbreweries with tasting rooms are signs of life within a community. Not only do they generate physical and economic activity, but they create a beneficial ripple effect to other local establishments that will proudly carry their Costa Mesa brews. They are not rowdy bars. Microbreweries attract a diverse crowd of people who appreciate the artistic craft of brewing and enjoy gathering to celebrate it. These microbreweries fall within the so-called SoBECA "Urban" plan. The area is urban only in the sense that it is not rural. But it is not urban, A place cannot be both urban and auto -oriented. By requiring the amount of parking that we do, we induce more demand for parking - worsening the problem. And by going down this route, it is inevitable that our future will be a very disappointing and frustrating buildout. There is language within the staff report, the SoBECA Plan and within the new General Plan that makes it seem like our city is very interested in becoming more human -scaled and pedestrian -oriented. But simultaneously we continue to enforce sub -urban parking standards, allow businesses to close off sidewalk entrances (like the applicant at hand), and offer only the most measly public improvements (still prioritizing cars to the detriment of the experience and safety of other street users), We generally take a non -holistic approach towards our goals of reducing auto -dependency and growing into a thriving, walkable urban environment. Please consider the below excerpt from a recent interview with parking expert Donald Shoup: MPS: What would happen if we were to abandon parking minimums? DS: Reform is difficult because parking requirements don't exist without a reason. If on - street parking is free, removing off-street parking requirements will overcrowd the on - street parking and everyone will complain. Therefore, to distill 800 pages of The High Cost of Free Parking into three bullet points, I recommend three parking reforms that can improve cities, the economy, and the environment: • Remove off-street parking requirements. Developers and businesses can then decide how many parking spaces to provide for their customers. • Charge the right prices for on -street parking. The right prices are the lowest prices that will leave one or two open spaces on each block, so there will be no parking shortages. Prices will balance the demand and supply for on -street parking spaces. • Spend the parking revenue to improve public services on the metered streets. If cities charge the right prices for curb parking to produce one or two open spaces on every block, no one can say there is a shortage of on -street parking. If there is no shortage of on -street parking, cities can remove the off-street parking requirements. Finally, removing off-street parking requirements will increase the demand for on -street parking, which will increase the revenue to pay for public services. MPS: Is abundant and free parking at destinations an incentive for driving and a disincentive for using other modes? DS: Consider the three main elements of city planning. First, divide the city into separate zones (housing here, jobs there, shopping somewhere else) to create travel between the zones. Second, limit density to spread everything apart and further increase travel. Third, require ample off-street parking to spread everything even farther apart and make cars the easiest and cheapest way to travel. Cities have unwisely adopted these three car -friendly policies. Separated land uses, low density, and ample free parking create drivable cities but prevent walkable neighborhoods. Although city planners did not intend to enrich the automobile and oil industries, they have shaped our cities to suit our cars. Parking requirements in zoning ordinances are particularly ill advised because they directly subsidize cars. We drive to one place to do one thing, and then to another place to do another thing, and then finally drive a long way back home, parking free almost everywhere. Walk (or even bike!) the length of Bristol St. between the 405 and the 73 and experience the area. Walk up and down the automobile -serving curb -cuts and driveways that ruin the sidewalk, alongside the 6 high-speed, 12' -wide traffic lanes (plus a suicide lane). If you didn't know already, you will discover that it is an absolute wasteland. If you don't have time, at least take the time to look at the streetview of Google Maps, and reflect on the quality of the physical environment along that stretch. Please do not take any action that furthers our auto -dependency. We cannot have our cake and eat it too. We can either be auto -dependent or urban, but not both at the same time. Pedestrians, bikes and transit must be prioritized over the cars, which should be treated as guests in cities anyway. Cteekside is an office condominium project located at the corner of Bristol Street and Randolph Street in Costa Mesa. Creekside has two entrances, one on Bristol and one on Randolph. The Randolph Street entrance to Creekside is almost directly across Randolph from the entrance to the parking lot at 7001710 Randolph. (see Exhibit 1) Creekside has been negatively impacted by patrons of the LAB, Memphis and other area restaurants and retail businesses for a very long time, with patrons frequently parking in the Creekside parking lot and leaving litter and trash, and causing wear and tear on the Creekside parking lot. Creekside has notified the LAB and/or Memphis about this problem on prior occasions, and they aware that their patrons are parking in the Creekside parking lot, There is not sufficient parking for the existing restaurants and other uses at the LAB and Memphis currently. The parking lot at 7001710 Randolph is not sufficient for the current uses as it is frequently completely full. (See dates listed below, Mr. Trush inspected the parking lot at 700/710 Randolph on the dates/times listed below referred to in Exhibits 2-5). If the Council approves the application, the result will be that Creekside will directly suffer the impact of the inadequate parking and then Creekside will be left to deal with it. The cost for dealing with the impacts from the inadequate parking at the LAB and the proposed brewery will likely require a special assessment to the owners at Creekside as such parking impacts are not part of our budget process. The owners of Creekside will end up paying for the parking needs of this applicant. Costa Mesa City Council October 16, 2016 Creekside strongly opposes the use of shared parking at 700 and 710 Randolph to satisfy the Applicant's parking requirement. Many of us who have to go out of our drive we have to turn right on Newport Blvd and many of us take Ford Rd to get to many places in Costa Mesa because we want to avoid the busy ending of 55 into Newport Blvd. If we want to go to say to Stater Bros we go up Ford Road and cut over to Bay St. Or if we want to go to Home Depot we use Ford Rd to get to Harbor Ave. Many times I go up to Harbor to go down to get on Newport Blvd to avoid trying to get into the traffic ending 55 because the traffic is fast and very hard to ease into without have to risk getting in an accident. But if you close off Ford Rd then we will to be forced into the very troubling and congested 55 and Newport to go down to 19 th st to back track around to the north. All I see all over Costa Mesa is apartments or town houses or condos going up all around. Do you really need to close off a road to put more housing in an already crowded part of Costa Mesa. There are other businesses on Ford Rd so it is not really comparing or complementing with housing around that road. We have had ongoing concerns with the property at 1957 Newport Blvd along with the two hotels on either side of the property. For years Ford Road has been a pass-thru with cars speeding between Newport Blvd and Harbor Blvd barely noticing that two blind corners and lack of stop signs pose a danger to residents, children and animals. In this area, properties are constantly being improved and yet residents are in a daily battle to keep drug paraphernalia, litter and human excrement from their yards and alleys. Our neighborhood watch is very active and with the help of the Costa Mesa Police Department there has been improvement, however we still feel challenged by the foot traffic from the hotels and Harbor Blvd. Therefore we are enthusiastic with the idea of a Single Family Home development at the end of Ford Rd and 1957 Newport Blvd.. We believe this will provide a safer environment for our community and surrounding areas of Parsons, Bernard, Ford Rd to Bay Ave. We appreciate your support and awareness that smart community planning provides safe neighborhoods. I wanted to make you aware of the problems we have with the bottleneck traffic from Bay Street to 19Th Street on Old Newport Blvd. Here is a List: Closure of Ford Road — On a hot day or especially in the summer the Old Newport Blvd. traffic is bumper to bumper from to Bay Street to the 19th Street traffic light and we can hardly get out of our driveway. We are lucky that we have Ford Road to access Harbor Blvd and other areas of Costa Mesa. This closure would create a major catastrophe for all residents and businesses if we had a large-scale disaster or medical emergency and needed to evacuate this area. If they close Ford Road the traffic could back up from 191h St back to 22nd Street/Victoria. 2. These developers do not realistically plan for the number vehicles that a 27 unit project could create. Each unit would have 2-3 vehicles per unit which is 5473 vehicles added to an already gridlocked area. This piece of land would be perfect for another type of business such as, another storage area or low key professional buildings which does not need a lot of traffic to operate efficiently. Please consider the above in making your decision to approve this project. Costa Mesa is so populated and over crowded with the past residential developments approved by city council from the last 10-15 years do we really need another one? Thank you for your consideration. The site is in the General Commercial land use designation developed with a 4,188 -square -foot two-story office/storage building, 60 storage containers and surface parking. The request is to amend the General Plan to allow a high density residential development at a maximum of 20 du/acre. 's - JARD ST TRAFFIC EVALUATION The anticipated trip generation of Scenario 1 (27 multi -family residential units) is approximately 218 ADT, with 19 trips occurring during the AM peak hour and 21 trips occurring during the PM peak hour. For Scenario 2 (38 multi -family residential units) the project would generate approximately 307 ADT, 25 AM peak hour trips and 29 PM peak hour trips. The AM and PM peak hour trip estimates for both the scenarios indicate that they are less than the City's standard significance threshold of 50 peak hour trips. PROJECT COMPLIES WITH GOALS OF THE GENERAL PLAN The project site includes closure of a public road that will need to be processed independent of the project. If the City Council is supportive of the road closure, the project site plan will need to be refined to address a few deficiencies with the overall project. Assuming that all of the development requirements can be met and tandem parking is supported by City Council, the residential proposal at the proposed location satisfies the following General Plan policies: ■ LU -1.3 - The City actively promotes home ownership, which is at 42 -percent overall vs. 58 -percent rental (sources Costa Mesa Housing Element). These 27 townhomes will serve to provide more ownership opportunities, which will improve the balance of owner -occupied and renter -occupied units to create more stability in terms of property maintenance and residents' social investment in their neighborhoods and the community, ■ LU -2.3 - The proposed townhomes will encourage the grouping of individual parcels (and a street abandonment) to eliminate obsolete subdivision patterns and to provide improved living environments while being consistent with the neighborhood character of the surrounding community. ■ LU -2.6 - This new residential community will revitalize the area and encourage increased private market investment in a declining neighborhood. • LU -3.1 — The proposed development could provide additional safety and a compatible land use for the adjacent residential uses and the mobile home park by replacing the incompatible commercial and storage uses. • LU -3.5 — The proposed development with the split-level frontage provides a street presence along Newport Boulevard., while at the same time, creating a pedestrian scale experience inside the community near the existing residential. The proposed homes are set back from the existing residential. with parking and open space, serving as a strategic buffer between uses. • LU -3.8 and LU -3.12 - The proposed homes will be attractively designed and contextually appropriate integrating well with the existing neighborhood, and maintaining an attractive presence on Newport Boulevard instead of backing on the Newport Boulevard corridor. In this area, Newport Boulevard serves as a key entryway into the City. ■ LU -5.7 — The proposed development is within walking distance to two major retail centers and service uses on Newport Boulevard, Housing Element: • HOU-1,1 - This design will contribute to development of a safer neighborhood by restricting vehicular access on Ford. ■ HDU -1.2 - These townhomes will provide a compatible use with the interior neighborhood along Ford Road in contrast to the existing commercial storage uses. The proposed site design will relate well to the existing attached homes located on Ford Road, and the mobile home park to the northwest of the site. • HOU-1.3 and HOU-1.4 — Since this is a condominium development, the Homeowner Association (HOA) will enforce the rules and regulations within the project area to insure that landscape maintenance, parking, storage, and other requirements are enforced. The HOA will actively enforce the CC&Rs within the community. • HOU-1.5 — The proposed development could encourage new development and will serve as an example for future private investment along Newport Boulevard, a key corridor in Costa Mesa. • HDU -1.7 - This community will not displace any residents, as it serves to replace an underutilized site with new homes. STAFF RECOMMEIVDA TION Staff believes the proposed development provides an opportunity to improve the current status of the site and provide additional housing in the City in an area that is accessible to the City's downtown and major retail and entertainment centers. The proposed condominiums are designed to complement the street frontage: however, the site plan will need refinement in terms of parking, pedestrian access and open space. Closure of Ford Road will redirect traffic and reduce cut through traffic in a residential neighborhood. The AM and PM peak hour trip estimates for both scenarios indicate that they are less than the City's standard significance threshold of 50 peak hour trips.
