Mission Statement
Mission is to:
Focus on the review and update of the City's Master Plan of Bikeways and
improvements to be made to bikeways in the City; and
Evaluate the bikeability and walkability of our City in order to make
recommendations for improvement to the City Council
Scope of Responsibility
The Committee will help plan and implement a robust Active Transportation
network for the City by improving bicycle and pedestrian connectivity
throughout the City

Active Transportation is important to Costa Mesa
Physical and Mental Health:
Walking and biking extends and enhances lives
Children who walk or bike to school do better academically
Adults who use active transportation to get to work are more
productive

Active Transportation is important to Costa Mesa
► Business:
Cycling alone contributes $133 billion per year to the U.S. economy,
supports 1.1 million jobs and generates $18 billion in tax revenues
$50 billion of income per year is generated for non -cycling
businesses in the form of meals, hospitality, clothing and
entertainment from tourism
People who walk and/or bike have more disposable income, and
tend to spend more money at local businesses than those who drive
to those businesses

Cost Efficiency:
Bike lanes accommodate 7 to 12 times the number of people
compared to motor vehicle lanes
Maintenance of bike infrastructure is considerably less than that for
motorized vehicles

Real Estate:
Property values increase in accordance with proximity to active
transportation trails
Closeness of a property to a trail is often used as a selling factor
Active transportation trails can be a catalyst for development
Since its formation in 2015 the committee has worked on the following:
General Plan Update: Established new goals, policies and objectives
with respect to active transportation
Master Plan of Bikeways Map: Prepared new map of existing and
future bikeways
► Active Transportation Plan: Reviewed and edited plan prepared by
consultant (Stantec)
Connectivity: Determined priorities for East-West and North-South
bikeway connections (closing gaps and fixing missing links)
Subcommittees:
Public Outreach: Promotes bikeability and walkability at events
such as the concerts in Fairview Park, Orange Coast College's
Green Coast Day, and public schools
Governmental Regulatory / Grants: Monitors possible grant
opportunities
Subcommittees:
Safe Routes/Accessibility: Promotes safe routes to school events,
monitors accessibility issues and performs bike/walk audits
Economic Growth: Promote bikeability and walkability as a
method of economic expansion (includes tourism and retail sales),
and help determine walking districts for upcoming pedestrian plan
Bike Racks: Selected racks and determined I
in public parks. This is an ongoing project for

East 19th Street Sharrows: Recommended sharrows be
added to the traffic calming project
Education: Monthly committee meetings include staff
presentations to educate public and committee
members about trends and new regulations with
respect to active transportation. Recent topics have
included bike boxes and green conflict zones

Arlington Drive Improvements: Linear park that
includes a multi -use trail, vegetated bioswale and
underground storm drain. This project extends
from Fairview Rd. and connects with the existing
Class I trail on Newport Blvd.
