Accept the work performed by American Asphalt South, Inc., and authorize the City Clerk to file the Notice of Completion. 2. Release the Labor and Material Bond seven (7) months after the filing date; release the Faithful Performance Bond one (1) year after the filing date; and release the retention monies 35 days after the Notice of Completion filing date. BACKGROUND: On June 16, 2015, a construction contract in the amount of $309,809.70, was issued to American Asphalt South, Inc., 14436 Santa Ana Avenue, Fontana, CA 92337, for the placement of slurry seal coatings to various City streets under City Project No. 15-06. The streets addressed for maintenance under this contract are located in the following neighborhoods: • Westside Freedom Homes Neighborhood (Maintenance Zone 1) bounded by Victoria Street to the North, 19th Street to the South, Aviemore Terrace to the West, and Placentia Avenue to the East; • Eastside Neighborhood (Maintenance Zone 3 and 25) bounded by Santa Isabel Avenue to the North, 21St Street to the South, Newport Boulevard to the West, and Tustin Avenue to the East; • Halecrest Neighborhood (Maintenance Zone 15) bounded by San Diego Freeway to the North, Baker Street to the South, Harbor Boulevard to the West, and Fairview Drive to the East. The complete project location maps are included as Attachment 1. The scope of work for this contract within these streets consisted of the application of slurry seal pavement surface treatment, replacement of traffic lane markings, lane striping, pavement legends, and raised pavement markers. PROJECT PHOTOS: Before Improvements ANALYSIS: After Improvements This contract improved neighborhoods in several areas of the City by re -surfacing roadways and providing preventative maintenance. The application of slurry seal and pavement markings was completed on September 8, 2017, to the satisfaction of the City Engineer. The final contract cost amounted to $309,592.98. A report of the final cost summary is included herein as Attachment 2. A summary of the costs is as follows: Original Contract Cost: Final Quantity Adjustments: Final Contract Cost: $309,809.70 ($216.72) $309,592.98 The final contract price reflects a 0.1% decrease to the original contract as a result of the aforementioned final quantity adjustments. As of this date, there are no Stop Notices filed against the monies due to American Asphalt South, Inc. ALTERNATIVES CONSIDERED: There were no alternatives considered for this item. FISCAL REVIEW: This project was fully funded with Measure M funds appropriated in prior Fiscal Years for street rehabilitation projects. LEGAL REVIEW: There is no legal review required on this item. E CONCLUSION: The scope of the Slurry Seal Project, City Project No. 15-06 has been completed to the satisfaction of the City Engineer. It is recommended that the City Council authorize staff to file the Notice of Completion; release the remaining retention monies 35 days after the Notice of Completion filing date; and release the bonds accordingly.
