RECOMMENDATION:
Reorganize the composition of the City Council by the appointment of Council Members
to the offices of Mayor and Mayor Pro Tem to serve until the next municipal election in
2018.
BACKGROUND:
At its regular meeting of December 13, 2016, following the declaration of the election
results, the City Council selected Council Member Katrina Foley to serve as Mayor and
Council Member Sandra Genis to serve as Mayor Pro Tem.
ANALYSIS:
Councilmember Righeimer requested that this item be place on the agenda. The power
of the City Council to appoint to an office includes the power to repeal from that office:
"Every office, the term of which is not fixed by law, is held at the pleasure of the appointing
power". (Government Code section 1301.) The offices of the Mayor and Mayor Pro Tem
are appointed by the City Council. Councilmember Righeimer is asking the City Council
to consider appointing a new Mayor and Mayor Pro Tem.
FISCAL REVIEW
There is no fiscal impact to this item.
CONCLUSION:
That the City Council consider reorganizing the offices of the City Council by 1)
appointment of one of its members to the office of Mayor; and 2) should a vacancy occur
in the office of Mayor Pro Tem as a result of such reorganization, appoint one of its
members to fill the office of Mayor Pro Tem.
