I've been a resident of Costa Mesa for 40 years. My family would love to have a membership and patronize this small business. We are members of OC Winery and love to go taste a few wines every couple of weeks. With all the new residential development and traffic, the thought of going to other cities for an evening out is stressful. Having the ability to drive across town would be a huge benefit to me and my neighbors. I've tried the other breweries on Randolph and the parking is tough. But this location is ideal and provides plenty of parking away from the chaos of SOCO. Please consider my support when making a decision on Tuesday. Our city would benefit from these establishments because unlike bars, they serve craft beer not hard alcohol so they - -it's shocking when we have so many bars that a brewery which is much more tame can't even get approved. They also foster a better community vibe as they serve as a gathering place for people. They often have board games, mellow live music and the people that enjoy them are more mellow in their late twenties and up. Right now there is only barley forge and gunwhale breweries which are getting more crowded, otherwise we have to drive to orange for a good brewery. I hope you can ask the mayor to reconsider this appeal. Thank you! PERSONNEL Brewing Reserve of California personnel responsibilities will include but not be limited to: • Verifying that guests are of appropriate age and possess current up to date California acceptable ID's • Greeting Customers • Maintaining a clear and safe environment both inside and outside the business • Observing for over intoxicated guest o Not allowing intoxicated persons entrance to the business • Being proactive by watching for aggressive or confrontational guests • Intervening before a verbal altercation becomes a problem • Helping to keep order and clear the passage for both guests and personnel alike • Keeping an accurate count of guests and employed personnel in the building • Ensure that no minors are being served alcohol In addition to having trained staff on duty, a video surveillance system will cover all areas of the tasting room except restrooms and some of the exterior building. In a case where the surveillance can be helpful, the owner will be more than willing to turn over any video footage he may have to the Costa Mesa Police Department. PERSONNEL UNIFORMS All personnel will be required to wear Brewing Reserve of California uniforms. In addition, Brewing Reserve of California will be required to have; flashlights, digital counters, black lights for ID Checking, and a ID Swiper to assist staff with Age identification and authenticity of ID's CONTROL AND CLEARANCE OF OCCUPANCY/PARKING LOT/ SIDEWALK Personnel will be in constant communication with each other throughout the night to monitor/maintain the permitted occupancy. Brewing Reserve of California personnel will be required to perform periodic patrols of the immediate parking lot to ensure no loitering littering, graffiti or illegal consumption of alcohol or narcotics. If any persons are observed partaking in any illegal activities, they will be asked to cease and desist. In addition, the manager on duty will be notified and alert the Costa Mesa Police Department. Upon closing, personnel will patrol the parking lot in the immediate area to ensure safe departure of guest and pedestrians. Once the parking lot is clear, a member of the Brewing Reserve of California staff will be required to sweep the immediate area of trash, cigarette -butts and debris that may have accumulated due to business operations. VERIFYING AGE/CHECKING IDENTIFICATION When greeting customers, personnel will be responsible for making sure that the guest is of age and has a current California accepted bona -feed ID. The ID should be current and offer a physical description. The ID must have a photo and show date of birth to be 21yrs of age or older. If the security member has any questions about the ID, they will be instructed to consult our most current California acceptable ID book. The Brewing Reserve of California enforces the F.L.A.G. procedure: Feel — Feel the ID for any inconsistencies. Cracking, Peeling, Texture Look — Look at the ID to make sure all information is correct, current and the person on the ID is the person presenting it. Ask — Ask questions. For example. Are you 21 or older? What is your birthday? Where do you live? Give Back — Once they have determined that the person possessing the ID is 21 years of age or older, they will give the ID back to the person The staff member will notify the manager if it is determined that the ID presented is not real or the wrong person. The manager will confiscate the ID and provide the person with a receipt and instructions that it will be turned over to the Costa Mesa Police Department within 24 hours and can be claimed there. We also provide our staff with a black light to help identify any black light sensitive printings and a 30x magnifying loop for Micro printing. My concern is that it will also be a tasting bar and conduct retail sales. The hours of operation are to be from 5 am, 7 days a week, until 10 pm, 4 nights a week, and until 12 am 3 nights a week. These late hours, when all surrounding businesses are closed, present a huge security concern for our tenants and our physical property. Additionally, on Baker Street, located directly across from the brewery property location, there are many apartment residences of families with children. The noise of cars coming and going, people lingering as they leave during the evening hours will create annoyances for those residences. Parking in this area is an on-going problem with numerous auto repair companies and a towing company. We have just completed a very expensive parking lot replacement at our property. Being adjacent to the brewery/tasting bar, it is only logical and easy that their patrons will park on our property because our industrial tenants' normal working hours are over and there are plenty of parking places available on our property. For us to control this situation we will have to invest in a security patrol or some other means to prevent the trespassing. We think Logan Avenue is a great area and have owned our property since 1992. We have tenants who have been there many years, two since 1997. We don't have a problem with a brewery, but we are concerned with the tasting bar and retail sales. This type of business should be in a retail zone. There were a number statements made by speakers that were completely baseless. While I recognize that much of this was theater to sway a vote for the project, I feel it is important to clarify several facts that were missing from the parking discussion for the neighborhood. Over the last several weeks, I've asked my team to monitor the parking in these areas and document the actual use for everyone's benefit. I am forwarding you the attached packet as we are expected to have the Salty Bear at Campout on the agenda for the November 7t" City Council meeting. 1. Please see the actual parking spots available at the LAB and CAMP during different times of the day noted on photos. 2. The lack of parking on Randolph Avenue is not caused by the LAB or the CAMP exclusively— there are many other businesses, such as the current office users at the Waters Office Complex and restaurants and bars like Memphis, Tin Lizzie, Rooster Cafe, Barley Forge, The Commissary and Gunwhale that are under -parked, all of which depend on the street for their parking. 3. The LAB and the CAMP have the two largest parking pools in the neighborhood and are poached constantly by adjacent businesses and offices. While we do our best to control this, we do take the burden of many of the surrounding under -parked uses. I have personally dedicated the last 25 years to developing this area as an arts district, I want to make sure the parking issue does not eliminate our tenants' opportunities to have businesses in this area. I have been working with the Planning Department for many years in trying to implement smart parking on Randolph Avenue and St. Clair Street, but obviously the final decision to do this is not mine. Businesses continue to invest in the SoBeCa area, however parking solutions have not kept up with the continued development. Most importantly, I think this attached packet clearly shows that the parking shortage is not caused by LAB and CAMP exclusively and we have done our part in improving the parking situation by securing a long-term lease on the Randolph Avenue lot, free valet, and rental of offsite lots in the evening. Overall goal: Provide the City with recommendations to improve animal services throughout the city, including animal shelter services and bark park amenities. Specific issues: 1. Assist in opportunities for recruitment, screening, and training of volunteers to assist at the animal shelter and at animal events. 2. Review adequacy of existing shelter services and examine various service models. 3. Help plan community events such as pet adoptions, vaccination clinics, etc. 4. Consider means of increasing pet adoptions, including special events, use of media and cooperation with pet rescues groups. Consider standards for review of pet rescue groups for increased participation with qualified rescues. 5. Promote pet licensing. 6. Assist with education regarding interaction with non-domestic animals, including coyote public education. I would like my comments to be part of the record on New Business ##3 (City Council Reorganization). My comments are as follows... I support keeping the current Mayor (Katrina Foley) and Mayor Pro Tem (Sandy Genis) in place. My experience with Katrina Foley includes a Costa Mesa council study session many years ago (during her previous tenure on the council), where 1 was making a presentation about Banning Ranch. There was some question about whether then -council person Wendy Leece would be able to listen to my presentation (Wendy Leece lived less than 500 feet from Banning Ranch, which would qualify her as being directly impacted monetarily by any proposed development of Banning Ranch). In the end, Katrina Foley insisted that Wendy Leece recuse herself and leave the room. I think this is an example of a public official adhering strictly to the code of proper conduct of official business and is one of the reasons why 1 support Katrina Foley remaining as Mayor.
