SUBJECT: MESA VERDE MEDIAN LANDSCAPE AND IRRIGATION IMPROVEMENTS PROJECT -

RECOMMENDATION:
1. Accept the work performed by KASA Construction, Inc. and authorize the City Clerk to file the
Notice of Completion.
2. Release the Labor and Material Bond seven (7) months after the filing date; release the
Faithful Performance Bond one (1) year after the filing date; and release the retention monies
35 days after the Notice of Completion filing date.
BACKGROUND:
On December 6, 2016, a construction contract in the amount of $457,737.00 was awarded to
KASA Construction, Inc., 15148 Sierra Bonita Lane, Chino, California for the median landscape
and irrigation improvements in Mesa Verde Drive from Adams Avenue west to Adams Avenue
east.
The scope of work for this project included replacing existing grass with drought tolerant
landscaping and the installation of a new, high efficiency irrigation system throughout the medians
along the mentioned segment for the Mesa Verde Drive.

The work required by the contract documents was completed on September 18, 2017, to the
satisfaction of the City Engineer. The final contract cost amounted to $389,863.76. A report of the
final costs is included herein as Attachment No. 1.

A summary of the costs is as follows:
Original Contract Cost: $ 457,737.00
Change Orders #1 & 2: ($ 41,334.00)
Final Quantity Adjustments: ($ 26,539.24)
Final Contract Cost: $ 389,863.76
Change Orders No. 1 and No. 2, for a total amount of ($41,334.00) were issued for deletions from
the scope of the project, the procurement, delivery and installation of four (4) irrigation controllers
and installation of 3 out of 4 hydrometers that were determined usable and did not require to be
replaced.
The final contract cost reflects a 14.83% decrease to the original contract cost as a result of the
change orders and the final quantity adjustments.
As of this date, there are no Stop Notices filed against the monies due to KASA Construction, Inc.
ALTERNATIVES CONSIDERED:
There are no alternatives considered for this item.
FISCAL REVIEW:
This project was funded from Capital Improvement Funds from Fiscal Year 2014-2015. Staff also
acquired a $44,440.50 rebate from the Municipal Water District of Orange County as part of an
incentive program to reduce irrigation runoff and increase water efficiency. The funding was
utilized to replace 34,185 sq. ft. of turf with drought tolerant materials along the Mesa Verde
medians.
LEGAL REVIEW:
There is no legal review required on this item.
CONCLUSION:
The Median Landscape and Irrigation Improvements Project - City Project No. 16-19 has been
completed. It is recommended that the City Council authorize staff to file the Notice of Completion;
release the remaining retention monies 35 days after the Notice of Completion filing date; and
release the bonds accordingly.
