HomeMy WebLinkAbout18-31 - Grant Application, Senior Transportation, OCTARESOLUTION NO. 18-31 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, FINDING THERE ARE NO NON-PROFIT ORGANIZATIONS READILY AVAILABLE TO PROVIDE TRANSPORTATION SERVICES TO SENIOR CITIZENS, AND AUTHORIZING SUBMISSION OF GRANT APPLICATION AND ACCEPTANCE OF GRANT FUNDS THE CITY COUNCIL OF THE CITY OF COSTA MESA HEREBY RESOLVES AS FOLLOWS: WHEREAS, the Orange County Transportation Authority (OCTA) administers the Orange County Enhanced Mobility for Seniors and Disabled (EMSD) Grant Program; and WHEREAS, the EMSD Grant Program offers grant opportunities to non-profit organizations and local public agencies to meet the special transportation needs of seniors and individuals with disabilities; and WHEREAS, the City of Costa Mesa operates a Senior Mobility Program to provide transportation services to senior citizens of the City; and WHEREAS, the City of Costa Mesa desires to make use of EMSD Grant Program funds to purchase a new paratransit vehicle, for the provision of transportation services to senior citizens of Costa Mesa; and WHEREAS, pursuant to OCTA EMSD Grant Program guidelines, the City is required to hold a public hearing to determine whether there are any non-profit organizations that are readily available to provide said transportation services; and WHEREAS, the City published a notice of public hearing in a local newspaper of general circulation within the City; and WHEREAS, following the public hearing, the City Council is required to certify that there are no non-profit organizations readily available to provide the proposed services; and WHEREAS, the City conducted a noticed public hearing on May 15, 2018. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Costa Mesa as follows: Resolution No. 18-31 Page 1 of 3 Section 1: The City Council hereby finds and certifies that there are no non- profit organizations readily available to provide the proposed transportation services to seniors in its service area. Section 2: The City Council authorizes the Parks and Community Services Director or his or her designee to submit and execute the application for the EMSD Grant Program and all certifications and documents required in connection with the application, and to accept any grant funds awarded to the City and execute any contracts, agreements, and documents required by OCTA in connection with the EMSD Grant Program. Section 3: The City Clerk shall certify to the passage and adoption of this Resolution and shall enter it into the book of original resolutions.
