HomeMy WebLinkAbout18-32 - 2018-2019 Annual Action Plan, CDBGRESOLUTION NO. 18-32 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, APPROVING AND ADOPTING THE 2018-2019 ANNUAL ACTION PLAN AND AUTHORIZING SUBMISSION OF THE 2018-2019 ANNUAL ACTION PLAN FOR THE APPLICATION FOR AND EXPENDITURE OF COMMUNITY DEVELOPMENT BLOCK GRANT AND HOME INVESTMENT PARTNERSHIPS PROGRAM FUNDS TO THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT THE CITY COUNCIL OF THE CITY OF COSTA MESA HEREBY RESOLVES AS FOLLOWS: WHEREAS, the City of Costa Mesa ("City") is a recipient of federal Community Development Block Grant (CDBG) Program funds and also participates in the federal Home Investment Partnerships Program (HOME); and WHEREAS, in order to receive annual allocations from these federal programs, the City is required to prepare a five-year strategic plan known as the Consolidated Plan; and WHEREAS, on May 5, 2015, the Costa Mesa City Council adopted Resolution No. 15-20, approving and authorizing submission of the 2015-2019 Consolidated Plan to the U.S. Department of Housing and Urban Development (HUD); and WHEREAS, federal regulations (24 C.F.R. Part 91) delineate the required content of the Consolidated Plan, including an annual application and expenditure plan for CDBG and HOME funds; and WHEREAS, as of May 1, 2018, HUD had not yet announced the City's CDBG and HOME allocations for Fiscal Year ("FY") 2018-2019; and WHEREAS, once HUD announces the FY 2018-2019 allocations, the City must submit the 2018-2019 Annual Action Plan to HUD within sixty (60) days, or by August 16, 2018, whichever comes first; and WHEREAS, the City is eligible to receive $1,094,451 in FY 2018-2019 CDBG funds, which can be used for social service grants, housing rehabilitation, public facilities, and administration. The City is also eligible to receive $505,233 in FY 2018-2019 HOME funds, which can be used for housing and administration as set forth in the attached 2018- 2019 Annual Action Plan; and Resolution No. 18-32 Page 1 of 3 WHEREAS, on April 13, 2018, the City published a notice regarding the May 15, 2018 public hearing regarding the 2018-2019 Annual Action Plan as well as the thirty (30) day public comment period, which commenced April 16, 2018 and ended May 15, 2018; and WHEREAS, the City Council held a public hearing on May 15, 2018 to receive public input on the 2018-2019 Annual Action Plan, and has considered all public comments that were received either in writing or at the public hearing. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Costa Mesa hereby approves and adopts the FY 2018-2019 Annual Action Plan. BE IT FURTHER RESOLVED that the City Council hereby authorizes submission of the FY 2018-2019 Annual Action Plan. BE IT FURTHER RESOLVED that the City Manager, or his designee, is hereby identified as the official representative of the City to submit the Annual Action Plan and all certifications and assurances contained therein, and to approve any changes and provide any additional information as may be required by HUD. BE IT FINALLY RESOLVED that the City Manager, or his designee, is hereby identified as the official representative of the City to sign all appropriate sub -agent agreements for the use of funds approved in the FY 2018-2019 Annual Action Plan.
