A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA,
CALIFORNIA, APPROVING AN ADDENDUM TO GENERAL PLAN EIR NO. 1053 FOR
THE 2015-2035 GENERAL PLAN AND ADOPTION OF GENERAL PLAN
AMENDMENT GP -18-01 TO REFLECT THE FINAL BIKE MASTER PLAN AND
RECOMMENDED POLICIES FOR GOALS C-7 THROUGH C-12 INCLUDED IN THE
CITY'S ACTIVE TRANSPORTATION PLAN
THE CITY COUNCIL OF THE CITY OF COSTA MESA HEREBY RESOLVES AS
FOLLOWS:
WHEREAS, the City of Costa Mesa's 2015-2035 General Plan was adopted on
June 21, 2016;
WHEREAS, the Circulation Element adopted in 2016 includes a Conceptual Bike
Master Plan (Figure C-3), typical street cross sections (Figure C-1) and related
recommended policies for Goals C-7 through C-12;
WHEREAS, following a series of workshops and public meetings in 2017, a Final
Bike Master Plan and related policies have been reviewed and recommended for
approval by the City's Bikeway and Walkability Committee;
WHEREAS, the required dedications and rights -of -ways for implementation of the
Bike Master Plan are updated in Figure C-3, as amended by this GP -18-01.
WHEREAS, Figure 6-1 is updated to refer to Fairview Park Master Plan for
implementation of all trails within Fairview Park.
WHEREAS, the "recommended" policies for Goals C-7 through C-12 have been
reviewed by the Bikeways and Walkability Committee and recommended to be included
as "policies;"
WHEREAS, the Addendum to Final Environmental Impact Report No. 1053 was
prepared in accordance with the California Environmental Quality Act (CEQA) and the
State CEQA Guidelines. The City Council certified the Final EIR on June 21, 2016 by
adoption of Resolution No. 16-49. Since the proposed amendment to the General Plan
is within the scope of the project reviewed by EIR No. 1053 and new environmental
impacts or mitigation measures are not identified for this amendment; an Addendum to
the EIR was prepared by Stantec in April 2018;

WHEREAS, on May 14, 2018, the Planning Commission held a public hearing
and recommended approval of the Addendum to the EIR, General Plan Amendment
GP -18-01 and the Active Transportation Plan on a 3-0 vote;
NOW THEREFORE BE IT RESOLVED that the General Plan Amendment GP -18-
01 includes the following revisions to the Circulation Element:
a. Amend the adopted Figure C-3, "Conceptual Bicycle Master Plan" to reflect the
"Existing and Proposed Bicycle Facilities Map" (Figure 6-1) in the Draft Active
Transportation Plan as recommended by the Planning Commission and Bikeway
and Walkability Committee.
b. Amend Figure 6-1, "Existing and Proposed Bicycle Facilities Map" with an added
note to make a reference to the Fairview Master Plan and compliance with
Measure AA requirements.
c. Amend Figure C-1, "Roadway Typical Cross Section" to include revised language
describing the ultimate street rights-of-way associated with bike lanes and bike
facilities identified in the Final Active Transportation Plan
d. Amend "recommended" policies under Goals C-7 to C-12 as included in the
Excerpt of the Circulation Element described in Exhibit 3 and also itemized in
Exhibits 1 and 2.
BE IT FURTHER RESOLVED that the Costa Mesa City Council does hereby find
and determine that adoption of this Resolution is expressly predicated upon the activity
as described in the staff report for General Plan Amendment GP -18-01 and the Active
Transportation Plan including removal of any future bike trail from the end of 1 gth Street
into Talbert Park and along the Costa Mesa Golf Course referred to as Tanager Bicycle
Trail, no additional right-of-way acquisition except as mutually agreed with the affected
property owner and approval of a bikeway along Paularino Channel only with
substantial, high quality improvements that would adequately buffer residential
properties
BE IT FURTHER RESOLVED that if any section, division, sentence, clause,
phrase or portion of this resolution, or the documents in the record in support of this
resolution, are for any reason held to be invalid or unconstitutional by a decision of any
Resolution No. 18-35 Page 2 of 3
court of competent jurisdiction, such decision shall not affect the validity of the
remaining provisions.
