HomeMy WebLinkAbout74-53 Construction Safety Order0 on 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 ORDINANCE NO. j� AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COSTA MESA AMENDING SECTION 15-45 OF THE COSTA MESA MUNICIPAL CODE, PROVID- ING FOR REFERENCE TO CONSTRUCTION SAFETY ORDER IN LIEU OF THE MANUAL OF WARNING SIGNS, LIGHTS, AND DEVICES FOR USE IN WORK UPON HIGHWAYS, AND STATING REASONS THEREFOR. THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY ORDAIN AS FOLLOWS: SECTION 1. The City Council of the City of Costa Mesa finds and declares that the "Manual of Warning Signs, Lights, and Devices for Use in Work Upon Highways" made reference to in Section 15-45 of the Costa Mesa Municipal Code is no longer the latest standard specification for warning devices. The City Council of the City of Costa Mesa further finds and declares that the current standard specification with respect to warning devices is "Construction Safety Orders." Accordingly, Section 15-45 is amended to read as follows: SECTION 2. "Section 15-45 Standard Specifications for Warning Devices Adopted There is hereby adopted standard specifications of warning devices which shall be known and referred to as 'Construction Safety Orders' as published by the State Division of Industrial Safety, which shall be kept on file in the office of the City Clerk and shall be the standard specifications for the safety and protection of the motoring and pedestrian public in connection with work performed under this chapter." SECTION 3. This Ordinance shall take effect and be in full force and effect thirty (30) days from and after its passage, and before the expiration of fifteen (15) days after its passage, shall be published once in the Orange Coast Daily Pilot, a news- paper of general circulation printed and published in the City 1 2 3 4 5 6 7 of Costa Mesa, together with the names of the members of the City Council voting for and against the same. City Clerk and ex -officio Cle of the City Council of the City of 045sta Mesa - 2 - MEMORANDUM TO: Persons or Agencies Working in or on Streets in the City of Costa Mesa FROM: Traffic Engineer SUBJECT: Supplementary Instructions to the "Construction Safety Orders," Published by the State of California, Department of Industrial Relations 1. The permittee shall furnish and install all signs, lights, barricades, and any other traffic control or warning devices, including flagmen, as may be required by the Engineer. All items mentioned shall be in conformance with the current re- quirements as specified in the latest edition of the "Construction Safety Orders." Failure to do so will be cited under applicable section of the C.V.C. and corrective costs to the City will be charged. 2. Supply flagmen as conditions dictate, or upon direction of the Traffic Engineer. 3. Obtain approval of the Traffic Engineer for all street closures, detours, turn restrictions, parking prohibitions, and methods of accommodating traffic. 4. Inform occupants or affected interests orally and by written notice of parking prohibitions or access limitations twenty-four (24) hours in advance. 5. Notify Emergency, Fire and Police services twenty-four (24) hours in advance of any access limitation or traffic restrictions. 6. Notify the Orange County Transit District five (5) days in advance of any access limitations or traffic restrictions. 7. Maintain all lanes open on arterial system between 3:00 p.m. and 8:30 a.m.. Monday through Friday, unless excepted by the Traffic Engineer, and subject to his conditions. 8. Excavations left open overnight will be covered, filled or fenced so as to safely accommodate traffic and pedestrians. 9. Provide the Police Department and Street Department with the names and telephone numbers of responsible persons to contact in emergency. 10. Obtain permits for all work within public right of way prior to performance, or as soon thereafter as possible in the event of emergency repair. JAMES J. ANDERSON Traffic Engineer
