AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF COSTA MESA, CALIFORNIA, CLOSING
CERTAIN PUBLIC PROPERTY TO PRIVATE USE
FOR DESIGNATED HOURS AND ESTABLISHING
REASONS THEREFOR.
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY
ORDAIN AS FOLLOWS:
SECTION 1. The City Council of the City of Costa Mesa
hereby finds and declares that use of the public property,
being specifically the Fire Station on Placentia Avenue, by
private persons as a parking lot constitutes an unreasonable
impairment of the access for fire equipment in the event of
an emergency. The City Council of the City of Costa Mesa
further finds and declares that the use of said parking lot
by private persons during the evening hours of adult classes
at Estancia High School constitutes an impairment of the
response time of fire equipment from said premises when
dispatched, and constitutes an unreasonable danger to the
health, safety, and welfare of the community.
Accordingly, there is hereby added to Title 10, Chapter
X, the following sections:
SECTION 2. "Section 10-196 No Parking - Placentia
Avenue Fire Station
It shall be unlawful for any person to park other than
publicly owned and operated vehicles on any of the property
owned by the City presently occupied by the Placentia Avenue
Fire Station and the City Corporation Yard, between the
hours of 6:00 p.m. and 6:00 a.m.
Section 10-197 Posting
Signs designating no parking between the hours of 6:00
p.m. and 6:00 a.m. which conform to the manual on Uniform
Traffic Control Devices shall be placed at the vehicle
entryways to the Placentia Avenue Fire Station and Corpora-
tion Yard, and the parking area therein shall be posted with
said signs at intervals of not less than two hundred (200)
feet.
SECTION 3. This Ordinance shall take effect and be in
full force thirty (.30) days from and after its passage, and
prior to the expiration of fifteen (15) days from the
passage thereof, shall be published once in the Orange Coast
Daily Pilot, a newspaper of general circulation, printed and
published in the City of Costa Mesa, together with the names
of the members of the City Council voting for and against
the same.

that the above and foregoing Ordinance No. 74-68 was intro-
duced and considered section by section at a regular meeting
of said City Council held on the 3rd day of December, 1974,
and thereafter passed and adopted as a whole at a regular
meeting of said City Council held on the 17th day of Decem-
ber, 1974, by the following roll call vote:
AYES: Council Members: Wilson, Pinkley, Raciti,
Hertzog
NOES: Council Members: None
ABSENT: Council Members: Hammett
