AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COSTA MESA
DESCRIBING AND DESIGNATING CERTAIN PORTIONS OF WILSON STREET,
VICTORIA STREET, AND PLACENTIA AVENUE AS THROUGH STREETS AND
DESIGNATING CERTAIN INTERSECTIONS AT WHICH VEHICLES ARE REQUIR-
ED TO STOP.
The City Council of the City of Costa Mesa does hereby ordain as follows:
SECTION 1. Pursuant to the provisions of Sections 3418 and 3419 of the
Municipal Code of the City of Costa Mesa, the following streets and portions thereof
are hereby designated and described as through streets and Section 3464 of said
Municipal Code is hereby amended by the addition thereto of the hereinafter described
through streets:
WILSON STREET, from the westerly line of Newport Avenue to the
easterly line of Fairview Road, from the westerly line of Fair-
view Road to the easterly line of Harbor Boulevard, from the
westerly line of Harbor Boulevard to the easterly line of Placentia
Avenue, and from the westerly line of Placentia Avenue to the
westerly City limits, approximately 130 feet westerly of the
centerline of Republic Avenue.
VICTORIA STREET, from the westerly line of Newport Avenue to the
easterly line of Harbor Boulevard, excepting therefrom the cul-de-sac
resulting from aligning Victoria Street with 22nd Street, from the
westerly line of Harbor Boulevard to the easterly line of Placentia
Avenue, and from the westerly line of Placentia Avenue to the
easterly line of Canyon Drive, excepting therefrom any portion
thereof lying outside the City.
PLACENTIA AVENUE, from the southerly City limits, approximately
330 feet southerly of the centerline of 16th Street to the south-
erly line of 19th Street, from the northerly line of 19th Street
to the southerly line of Victoria Street, and from the northerly
line of Victoria Street to the southerly line of Wilson Street.
SECTION 2. Pursuant to the provisions of Sections 3418 and 3419 of the
Municipal Code of the City of Costa Mesa the following intersections are designated
and described as intersections at which vehicles shall be required to stop at one
or more entrances thereto, and Section 3465 of said Municipal Code is hereby amended
by the addition of the hereinafter described intersections:
At the intersection of West 19th Street and Monrovia Avenue, at all
the entrances thereto.
At the intersection of East 17th Street and Westminster Avenue, at the
south bound entrance on Westminster Avenue.
SECTION 3. This Ordinance is delcared to be an urgency ordinance,
necessary for the immediate preservation of the public safety, pursuant to the pro-
visions of Section 36937 of the Government Code of the State of California. The
facts constituting such urgency are as follows: The increase in vehicular traffic
caused by the expansion of industrial plants in the areas directly served by the
hereinabove described streets, and the development of residential tracts in adjoin-
ing areas, have created serious traffic problems requiring immediate control.
SECTION 4. This ordinance shall become effective upon its adoption.
PASSED AND ADOPTED this 17th day of October, 1960.

passed and adopted as a whole by a four-fifths vote of the said City Council at a
regular meeting thereof held on the 17th day of October, 1960, by the following
roll -call vote:
