HomeMy WebLinkAbout348 - Amending UniformTrailer CodeORDINANCE NO. 348 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COSTA MESA AMENDING THE UNIFORM TRAILER CODE OF THE CITY OF COSTA MESA. The City Council of the City of Costa Mesa does hereby ordain as follows: SECTION 1. Section 8600 of the Uniform Trailer Code of the City of Costa Mesa is hereby amended by the addition thereto of the following definition: "Cabana - Factory Assembled Permanent Type. Any factory assembled cabana, deviating from standard methods of construction, and moved to the site in a pre -assembled form." SECTION 2. Section 8651 of the Uniform Trailer Code of the City of Costa Mesa is hereby amended by the addition thereto of Sub -section (c) to read as follows: "(c) Factory Assembled Permanent Type. Any factory assembled cabana, deviating from standard methods of construction which appear elsewhere in this Article and which construction is of lesser dimension in materials, and having been submitted for structural analysis and found to be struct- urally safe for use intended, may be moved to the site in a pre -assembled form. This permanent type cabana shall comply with not less than the min- imum dimensions of portable cabanas under Section 8655; also, with the ex- ception of Section 8660, Sub -section (d)." SECTION 3. Section 8660 of the Uniform Trailer Code of the City of Costa Mesa is hereby amended by the addition thereto of Sub -section (d) to read as follows: "(d) Factory assembled type cabanas of less than 400 square feet in area may be set on piers and girders in lieu of continuous foundations. App- roved type piers, properly stayed, may be used if these piers are adequately designed to properly support the weight imposed in accordance with standard engineering practices." SECTION 4. Sub -section (e) 1. of Section 8678 of the Uniform Trailer Code of the City of Costa Mesa is hereby amended by the addition thereto of the following sentences: "Cleanouts shall also be located at any point in the line where a deviation occurs in excess of forty-five (45) degrees from a straight line. Cleanouts shall be accessible and brought to grade." SECTION 5. Sub -section (a) of Section 8681 of the Uniform Trailer Code of the City of Costa Mesa, being a tabulation of the maximum number of trailers for cer- tain sizes of soil pipe, is hereby amended, in part, to read as follows: "Size of Soil Pipe 5" Maximum No. of trailers individually vented system" 42 SECTION 6. Sub -section (c) of Section 8682 of the Uniform Trailer Code of the City of Costa Mesa is hereby amended to read as follows: "(c) The water distributing system shall be designed as set forth in Chapters 2 and 10 and Appendix A of the Uniform Plumbing Code. The quantity of water required to be supplied to each trailer site shall be as required for six (6) fixture units. The minimum pipe size in the water distributing system shall not be less than one-half (2) *inch in diameter. SECTION 7. A new section to be known as Section 86114, entitled: "Inspec- tion and Approval. Notice." is hereby added to the Uniform Trailer Code of the City of Costa Mesa to read as follows: "Sec. 86114 Inspection and Approval. Notice. Prior to the covering or use of any portion of a plumbing system, such system shall be inspected and approved by the enforcement agency. The enforcement agency shall be given not less than forty-eight (48) hours notice prior to the desired date of inspection." SECTION 8. Division VII of the Uniform Trailer Code of the City of Costa Mesa, entitled: "Electrical," is hereby amended to conform with the Electrical Code of the City of Costa Mesa - 1961 Edition, to read as follows: "DIVISION VII VT.Vf4TRTrAT. Seca 86115 Electrical Equipment. This article shall apply to all electrical utilization equipment which operates at more than 25 volts, or which transmits, transfers, or utilizes more than 50 watts in trailer parks and trailer coaches in trailer parks, and also applies to the installation of transformers, service equipment, and other equipment used for supply or control of electrical energy when such equipment is installed in such places as covered by this Article. Sec. 86116 Installation of Electrical Materials. All wiring where not specifically covered by this Article shall be installed in accordance with the Electrical Safety Orders of the State of California, General Orders 95 of the State of California, or any other State laws that may apply to wiring. Sec. 86117 Electrical Installation in Cabanas. All electrical work shall be installed and maintained in accord- ance with the electrical requirements for dwelling as found in the Costa Mesa Municipal Electrical Code and the wiring methods as found in the Electrical Safety Orders of the State of California. Sec. 86118 Wiring. Enclosed. All electrical wiring shall be enclosed within the walls of the building except that surface wiring shall be of approved types. Sec. 86119 Demand Service and Feeders. 1. Service and feeders shall be determined in accordance with the following: TRAILER SITES DEMAND FACTOR (percent) 1 through 10 - - - - - - - - - - - - 100 11 through 20 - - - - - - - - - - - - 80 20 through 30------------ 50 all over 30 - - - - - - - - - - -- 40 2. Service and feeders shall be calculated on the basis of 3,600 watts, 120 volts per trailer site. No demand shall be allowed for any branch circuit or other load except motor circuits as paaviled for in the Electrical Safety Orders, Section 2395 (e)• 3. Service feeder, and trailer site branch circuit conductors, including underground, shall have adequAte current-carrying capacity to safely conduct the current for the loads supplied; in no event shall feeder conductors be smaller than No. 10 A.W.G. Sec. 86120. Control and Protection of Trailer Coaches. 1. Disconnecting means. Each trailer coach shall be controlled by an indicating switch, circuit breakers, a separable connector or attachment plug cap which will disconnect the trailer coach from all ungrounded conductors of its supply circuit. 2. Attachment Plug Caps and Connectors. The rating of the separ- able connector or attachment plug cap shall not be less than the rating required for receptacles under Section 86122 of this code. 3. The control equipment shall be located within convenient and readily transversable distance of the trailer coach and it shall no be necessary to cross over any roads or streets to gain access to the control equipment. Control equipment, other than a separable connector or attachment plug cap, shall be arranged to be locked in the open position if it is not within si�ht of the receptacle at the trailer site. A distance of 50 feet shall be considered as equivalent to being out of sight. 4. All control equipment shall be accessible by an unobstructed entrance or passageway not less then three feet in width and six and one- half feet high. Sufficient space shall be provided and maintained about all electrical equipment to permit ready and safe operation, in accordance with Article 18 of the Electrical Safety Orders. 5. Trailer site branch circuit equipment shall be located not less than one foot nor more than six feet six inches above the ground or from a permanent working platform. 6. All switches, circuit breakers, receptacles, control equipment and metering devices located in wet places or outside of a building shall be weatherproof type equipment or shall be enclosed in weatherproof enclo- sures or cabinets. Sec. 86121 Automatic Overcurrent Protection. 1. Overcurrent protection for receptacles at the trailer site shall not exceed the rating of the receptacle. 2. A conductor shall be considered as pr9perly protected by the automatic overcurrent protective device employed in series with it when the fuse or circuit breaker rating is not greater than the allowable current carryin capacity of the conductor (according to the kind of insulation used as specified in Table No. 1, Article 38, Electrical Safety Orders. 3. All automatic overcurrent protective devices on trailer site branch circuits shall be circuit breakers, type S fuses or other approved non-temperable protective devices. Sec. 86122 Wiring Devices. Receptacles provided for supplying current to the trailer coach shall be of an approved type designed to receive attachment plug caps with configurations conforming to the American Standards Association Standard A.S.A. C73.1-1957 for 3 pole, 3 wire, 250 volts, 30 amperes, for 120 volt systems and 4 pole, 4 wire, 250 volts, 60 amperes for 120-250 volt systems. Sec. 86123 Power Supply Assemblies. 1. Each trailer coach shall be connected to the trailer site branch circuit receptacle by a power supply assembly consisting of a flexible cable with connectors and male attachment plug cap suitable for connect- ing to the above receptacles. 2. The Flexible Cable shall be an approved type rubber or neoprene covered cable designed for hard usage (type Sa SO, ST, or equal). It shall be rated in accordance with Table No. 2. Sec. 86124 Wire Sizes. Two or more motors may be connected to the same branch circuit under the following conditions. Two (2) or more motors each not exceeding one (1) horsepower in rating and each having a full load rated current not exceeding 6 amps., may be used on a branch circuit protected at not more than 20 amps., 125 Volts or less, or 15 amps. at 600 volts or less. Individual running over -current protection is not required, unless the motor is automatically started or is out of sight of the starting location. Sec. 86125 Minimum Vertical Clearance of Wire. All overhead supply conductors shall comply with the requirements of the California Public Utilities Commission, General Order No. 95• Nature of Clearance Minimum Vertical Clearance (at lowest point of sag) 0-750 volts 750-20,000 volts Above areas (other than thoroughfares) where it is possible to drive vehicles - - 16 feet - - - - 25 feet Above areas acce*sible to pedestrians only - - 12 feet - - - - 17 feet Above structures and trailer coaches - - 8 feet - - - - 12 feet Sec. 86126 Horizontal Clearance. The minimum horizontal clearance from structures and trailer coaches for overhead wiring shall be not less than three feet. Sec. 86127 Communication Conductors. All communication conductors shall comply with the requirements of the California Public Utilities Commission, General Order No. 95• Sec. 86128 Use of Poles. Poles for overhead line construction shall be of the following grades and sizes conforming to the requirements of General Order No. 95• Grade "C" supply circuits of 0-750 volts - - 6" x 6" or 16 inches minimum top circumference. Except as permitted under General Order No. 95, poles of an over- head wiring system shall not be used for any other purpose, except to support vent pipes in the park drainage system. A metallic vent pipe shall not be within 8 feet of any overhead wiring unless such pipe is covered by impregnated fiber conduit having a wall thickness of not less than one-quarter inch, or by redwood molding or boxing not less than one and one-half inches thick. When within eight feet of the ground, such pipe shall not be covered but shall be effectively grounded. 1 Sec. 86129 Voltage Drop. The voltage drop shall not exceed 5 percent on service, feeders, appliance branch circuit or trailer site branch circuit conductors (not including power supply assemblies), or a combination of service, feeders, and appliance branch circuit or trailer site branch circuit conductors. Sec. 86130 Conductor Insulation. All overhead wiring within the trailer park having a potential of 0-750 volts shall have an insulated.wvering of double braid weatherproof or equal. Conductors having voltages greater than 750 volts shall conform to General Order No. 95. Sec. 86131 Underground Service, Feeder, Branch Circuit and Trailer Site Branch Circuit Conductors. 1. All direct burial conductors or cable shall be insulated and specifically approved for the purpose. All conductors shall be continuous from fitting to fitting. Allsplices shall be made in approved junction boxes. 2. Mechanical Protection. Where underground conductors enter or leave a building or trench, they shall have mechanical protection in the form of rigid conduit extending a minimum of 18 inches into the trench and shall be provided with a conduit bushing at the underground end. Isolated sections of conduit shall be grounded. The grounding conductor may be run as a direct burial conductor. Direct burial cable or conductors shall not be installed under buildings or concrete slabs. 3• Separation. Direct burial conductors shall be installed not less than one foot radial distance from water, sewer, gas, or communication lines. 4. When underground direct burial conductors or cable are installed, they shall be located not less than two feet below grade and protected from damage by a creosoted redwood plank at least six inches wide and two inches in thickness. In rocky ground, the bottom of the trench shall first be covered by not less than three inches of sand or rock free sail. "All wires of the same circuit shall be installed in the same trench. Sec. 86132 Wiring. In every trailer park, electric wiring, fixtures, and equipment shall be installed in a safe and approved manner, and maintained to the satis- faction of the Electrical Inspector. Sec. 86133 Site Service Supply. The site service supply shall terminate on the same side of site as the sewer trap. Sec. 8613+ Circuits and Receptacles in Cabanas. Every cabana shall have not less than one lighting circuit and two appliance receptacles installed at convenient locations. The outlets shall be on a separate branch circuit independent of any circuit supplying a trailer or other cabana or building. Electrical heating equipment shall be served by a separate branch circuit. Sec. 86135 Awnings - Electrical Outlets. No electrical outlets shall be installed or used within any awning other than those installed on the exterior of the trailer coach. Sec. 86136 Illumination of Park. In every trailer park there shall be installed and kept burning from sunset to sunrise, sufficient artificial light to adequately illuminate every building containing public toilets and showers and the area or tract of land containing the trailer park. A minimum of two foot-candles are required for protective yard lighting in all roadways and walkways. Sec. 86137 Lights in Utility Buildings. All lights in utility buildings must be switched. No pullchains shall be allowed. Sec. 86138 Grounding. All exposed non -current -carrying metal parts of trailer coaches and all other equipment shall be grounded as follows: (a) By means of a grounding conductor run with the circuit conductors in approved attaching cable assemblies provided with an approved polarized multi -prong plug, one prong for the purpose of connecting such grounding conductor to the grounded metal raceway. This conductor shall be installed and shall be finished to show a green color. (b) Any equipment directly connected to a grounded metallic wiring system is acceptable in lieu of the requirements of subdivision (a) of this section. Exposed non -current -carrying metal parts of motors, generators, and control equipment (such as frames of motors and control panels, operating levers, and casings of controllers, switches, etc.) shall be effectively grounded under the conditions in Section 86139• Sec. 86139 Grounding of Motors, Generators, and Control Equipment. 1. All motors (whether fixed or portable)regardless of voltage in all locations where exposed grounded surfaces (such as metal frames of other machines, plumbing fixtures, grounded pipe or conduit, and conducting floor or walls) exist within the reach of persons when touching the metal parts under consideration. Grounded surfaces within five'(5) feet horizontally of the parts considered and within eight (8) feet vertically of the floor or working platform are considered as being within reach. 2. All portable electric tools which are held in the hand while being operated (regardless of voltage). 3. When the motor is not otherwise effectively grounded and when the voltage exceeds 150 volts to ground, a bond will be required between the motor frame and the rigid conduit or electrical metallic tubing in cases where the rigid conduit or electrical tubing does not terminate in a junction box which is grounded to the motor frame. When the voltage does not exceed 150 volts to ground, the motor frame may be grounded through flexible metal conduit which is properly connected to the motor and to the rigid metal conduit. Sec. 86140 Reduction of Hazards. All electrical installations shall be made in worinanlike manner and shall be so designed, constructed, installed, and maintained that the hazard will be reduced, as far as it is reasonably possible. Installations of new utilization equipment and conductors, and extension, repairs and changes in existing installations shall be made only by, or under the supervision or direction of qualified persons. Trailer Coach Connections, Responsibility. When it is evident that there exists, or may exist, a violation of these rules, the owner, operator, lessee, person in charge of the park, or any other person causing a viola- tion shallcm9e 3i to be corrected immediately or disconnect the trailer coach from the trailer site branch circuit. The owner, operator, or lessee of the trailer park or his designated agent shall be repsonsible for the operation and maintenance of all electrical wiring and equipment within the trailer park." SECTION 8. If any section, sub -section, sentence, clause or phrase of this Ordinance is held tole invalid for any reason, such invalidity shall not affect the validity of any other provision of this Ordinance. The City Council of the City of Costa Mesa declares that the provisions of this Ordinance are separable and that it would have passed this Ordinance and each and every section, sub -section, sentence, clause or phrase, irrespective of the fact that any one or more of the same are declared invalid. SECTION 9. This Ordinance shall take effect and be in full force thirty (30) days from and after is passage, and prior to the expiration of fifteen (15) days from the passage thereof, this Ordinance, together with the names of the members of the City Council voting for and against the same, shall be published once in the GLOBE - HERALD and PILOT, a newspaper of general circulation, printed and published in the City of Costa Mesa.
