HomeMy WebLinkAbout07-41 - Athletic Fields at Costa Mesa High, Davis School, Tewinkle/California SchoolRESOLUTION NO. 07-41 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, REQUESTING SUPPORT AND PARTICIPATION OF THE NEWPORT MESA UNIFIED SCHOOL DISTRICT IN THE DEVELOPMENT OF MASTER PLANS FOR ATHLETIC FIELDS AT COSTA MESA. HIGH SCHOOL, DAVIS SCHOOL AND TEWINKLE/CALIFORNIA SCHOOL. THE CITY COUNCIL OF THE CITY OF COSTA MESA HEREBY RESOLVES AS FOLLOWS: WHEREAS, the current number of athletic fields, and in particular lighted fields,. in public ownership by the City and the Newport Mesa Unified School District (NMUSD) are insufficient to meet existing demands; and WHEREAS, the scarcity of athletic fields in Costa Mesa create conflicting demands among user groups, as well as negative impacts to some surrounding neighborhoods; and WHEREAS, opportunities for acquiring sufficiently sized parcels for development of additional athletic facilities are very limited and extremely expensive, given current land costs; and WHEREAS, the City of Costa Mesa and the NMUSD currently operate a Joint Use Agreement, providing public benefit through organized sports at select school facilities; and WHEREAS, a Master Planning effort provides opportunities to provide increased benefits of the Joint Use Agreement between the City of Costa Mesa, NMUSD, Youth Sports Council, and area residents through enhanced collaboration and coordination, resulting in more efficient planning, development, and maintenance of athletic facilities throughout the community. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Costa Mesa hereby: 1. Requests the Board of the Newport Mesa Unified School District to take formal action in committing to the proposed Master Planning effort with the City of Costa Mesa to benefit both student and community use of athletic fields. 2. Authorizes the City/School Liaison Committee to review and recommend the participation process in the preparation of a Master Plan effort with the Newport Mesa Unified School District for athletic fields at Costa Mesa High School, Davis School and TeWinkle/California School. 3. Authorizes the City Manager or his designee to initiate preparation of an RFP for consultant services for the Master Planning process, with the advisement of NMUSD staff as well as prepare a suggested structure for participation by youth sports groups and area residents.
