HomeMy WebLinkAbout95-57 - Limitation on Public Testimony at City Council MeetingsRESOLUTION NO. - S A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, CONCERNING LIMITATION ON PUBLIC TESTIMONY AT CITY COUNCIL MEETINGS. THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE AS FOLLOWS: 1. California Government Code ("G. C.") Section 54954.3 and Costa Mesa Municipal Code ("CMMC") Section 2-62 provide for the authority of the City Council to establish regulations limiting the total time allocated for public testimony on particular issues and for each individual speaker. 2. A three (3) minute time limitation for public testimony at a City Council meeting is reasonable due to the average length of time needed to complete City Council meetings, to afford all persons seeking to address City Council with adequate time to be heard and to accommodate all matters of the public on the agenda before the City Council. 3. The time specified for remarks or testimony to City Council pursuant to G. C. Section 54954.3 and CMMC Section 2-62 is hereby set at three (3) minutes unless further time is granted by a majority vote of the City Council. PASSED AND ADOPTED this 19th day of June, 1995.
