HomeMy WebLinkAbout95-15 - Waiving Bid Process for Emergency Repairs to Engine of Police Department HelicopterRESOLUTION NO. 5- /6- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, FINDING AND DETERMINING THAT THE PUBLIC INTEREST REQUIRES WAIVING THE BID PROCESS FOR THE EMERGENCY REPAIRS TO THE ENGINE OF THE POLICE DEPARTMENT HELICOPTER. THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE AS FOLLOWS: 1. It is necessary to complete emergency repairs to the helicopter engine of the Costa Mesa Police Department helicopter on an expedited basis in order to assure that the public continues to receive uninterrupted police helicopter patrol services in the City of Costa Mesa. 2. Advertising for bids to comply with laws or regulations requiring competitive bidding for the repair services would delay completion of the repairs, present the real possibility of interrupting police helicopter patrol services and not realize any cost savings for the City of Costa Mesa. 3. The City Manager and the Police Chief have directed City staff to conduct informal bidding, and a contractor was obtained to perform the repairs at a low bid price. 4. The utilization of the emergency services to repair the helicopter engine would realize significant cost savings to the City of Costa Mesa by reducing rental engine costs and such savings in cost would exceed any benefits of competitive bidding and assure that the City would be paying the lowest cost for the helicopter engine repairs. 5. Based on these findings, the competitive bidding requirements for the subject emergency helicopter engine repairs should be waived and the contract for such repairs authorized by the City Manager and the Police Chief. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Costa Mesa, California, waives the bidding requirements for the emergency helicopter engine repairs for the Costa Mesa Police Department helicopter and hereby ratifies the contract for engine repairs authorized by the City Manager and the Police Chief.
