ELLIOTT, Deputy City Clerk and ex -officio Clerk of the City Council of the City of Costa Mesa, hereby certify that the above and foregoing Resolution No. was duly and regularly passed and adopted by the said City Council at a regular meeting thereof held on the 4th day of December, 1995. IN WITNESS WHEREOF, I have hereunto set my hand and affixed the Seal of the City of Costa Mesa this 5th day of December, 1995. 1. Deputy City Perk and ex -officio Clerk of the City Council of the City of Costa Mesa EXHIBIT "A" FINDINGS A. The evidence in the record indicates that approval of the off-site parking would not abate public nuisance conditions and would be detrimental to the health, safety and general welfare of the public or other properties or improvements within the immediate area. Specifically, traffic hazards will accrue due to the location of the off-site parking lot (620 West 17th Street) with respect to the Empire property (640 West 17th street) and the 17th Street/Superior Avenue intersection. B. Approval of the off-site parking would generate adverse impacts on vehicular circulation, inconsistent with the intent of the Redevelopment Plan. C. The subject permit is to provide off-site parking for the nightclub located at 640 West 17th Street. Since the permits for the nightclub (Planning Action PA -93-17 and Redevelopment Action RA -93-02) have been revoked, the subject permit is no longer necessary.
