A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COSTA MESA, CALIFORNIA, ENDORSING AND
INITIATING THE CITY'S EV -READY COMMUNITY
PROGRAM.
WHEREAS, the City of Costa Mesa supports the goals, objectives, policies, and action
programs to protect air quality, enhance energy security, and enhance international
competitiveness; and
WHEREAS, the overall goal of the EV -READY COMMUNITY PROGRAM is to
provide the infrastructure to enable City residents and visitors to utilize electric vehicles; and
WHEREAS, the City of Costa Mesa has the opportunity to take a leadership role in the
development of advanced transportation and clean air technologies; and
WHEREAS, the Mobile Source Air Pollution Reduction Review Committee (MSRC) of
the South Coast Air Quality Management District intends to allocate funds to EV -READY
communities for electric vehicle charging infrastructure through the Quick Start Program; and
WHEREAS, the City of Costa Mesa desires to implement an electric vehicle charging
infrastructure project;
NOW , THEREFORE, BE IT RESOLVED that the City Council of the City of Costa
Mesa finds and determines as follows:
Section 1. Endorse the City's EV -READY COMMUNITY PROGRAM and authorize
staff to take appropriate additional steps to initiate the Program.
Section 2. Authorize staff to commit to minimum participation requirements for MSRC
funding, and to become EV -READY by taking the following steps:
Adopt Uniform Building Code and National Electric Code Revisions.
Adopt revised ordinances as necessary to support the deployment of charging
infrastructure.
Streamline the permitting process to allow for residential charging equipment installation
within 72 hours of vehicle purchase or lease.
Schedule formal consideration of Building Code ordinance revisions that require a'/4 -inch
raceway from the electrical service to the electrical panel to an appropriate location for
EV -READY charging in all new residential garages.
Schedule 'formal consideration of building code ordinance revisions that require that
recharging capability be installed in new commercial developments.
Train emergency response providers.
Section 3. Request staff to report back to the City Council as progress is made and
identify future steps to be taken to implement the EV -READY COMMUNITY PROGRAM.
