A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, OPPOSING THE CONSOLIDATION OF THE ORANGE COUNTY WATER DISTRICT WITH OTHER WATER DISTRICTS. WHEREAS, the Orange County Water District was formed by a special act of the California Legislature over 60 years ago; and WHEREAS, the purpose of the Orange County Water District is to manage the Orange County groundwater basin for the benefit of the users, and to protect the water rights of the users; and WHEREAS, the cities of Anaheim, Buena Park, Fountain Valley, Fullerton, Garden Grove, Tustin, and Westminster, as well as the East Orange County Water District, The Irvine Company, Irvine Water District, Mesa Consolidated Water District, Santiago County Water District, Serrano Irrigation District, Southern California Water Company, and Yorba Linda Water District are major users of the Orange County groundwater basin for municipal and agricultural purposes; and WHEREAS, the Orange County groundwater basin users recognize the unique mission of the Orange County Water District and the past and present excellence and success of the District; and WHEREAS, the City of Costa Mesa, as a groundwater basin user, concludes that the Orange County Water District is not a wholesale water district and has a unique mission that is not duplicative of, or redundant to the missions of any other wholesale water district in Orange County; and WHEREAS, the City of Costa Mesa supports the independent status of the Orange County Water District; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Costa Mesa strongly opposes any legislative mandate that the Orange County Water District be consolidated with any other water district in Orange County.
