HomeMy WebLinkAbout97-67 - Approving Certain Energy Conservation MeasuresRESOLUTION NO. 91- 62 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, APPROVING CERTAIN ENERGY CONSERVATION MEASURES, AUTHORIZING EXECUTION OF AN AGREEMENT WITH LIGHTING TECHNOLOGY SERVICES, INC., AND MAKING OTHER DETERMINATIONS FOR RETROFITTING OF LIGHTING AT THE CIVIC CENTER. THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE AS FOLLOWS: WHEREAS, the City Council of the City of Costa Mesa (the "City") is authorized, pursuant to Sections 4217.10 through 4217.18 of the California Government Code (the "Act") to enter into energy conservation contracts pursuant to which the City may acquire and finance equipment and services to reduce energy use or to make a more efficient use of energy; and WHEREAS, pursuant to the Act, the City proposes to enter into a professional services agreement with Lighting Technology Services, Inc., as set forth in Exhibit 1, incorporated herein by this reference; and WHEREAS, the energy conservation measure set forth in the proposed agreement by and between Lighting Technology Services , Inc., and the City will result in a projected net cost savings to the City by avoidance of energy that would have been consumed by the City in the. absence of the project; and WHEREAS, the City Council of the City of Costa Mesa held a public hearing with adequate noticing and has considered all public comments; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Costa Mesa, California, hereby authorizes the City Manager to execute the agreement with Lighting Technology Services, Inc. T Deputy Cit Clerk and ex -officio Clerk of the City Council of the City of Costa Mesa a PROFESSIONAL SERVICES AGREEMENT THIS AGREEMENT, July .2 11 , 1997, is made by the CITY OF COSTA MESA, a political subdivisio,`i of the State of California, (CITY) and LIGHTING TECHNOLOGY SERVICES, INC., a California Corporation (CONSULTANT). WITNESSETH: WHEREAS, CITY proposes to have the mentioned firm perform lighting retrofit and occupancy sensor control in the City Hall and PoliceDepartment facilities as described in Exhibit "A" of this contract; and WHEREAS, CONSULTANT represents that it has that degree of specialized expertise contemplated within California Government Code, Section 37103, and holds all necessary licenses to practice and perform the services herein contemplated; and WHEREAS, CITY and CONSULTANT desire to contract for specific services in connection with the project described above; and WHEREAS, no official or employee of CITY has a financial interest, within the provisions of California Government Code, sections 1090-1092, in the subject matter of this Agreemeni; and WHEREAS, the parties desire to set forth their rights, duties and liabilities in connection with the services to be performed; NOW, THEREFORE, the parties agree as follows: 1. CONSULTANT shall provide all services described in Exhibit "A" and shall be paid in accordance with the fee schedule set forth in Exhibit "B"; the work shall be completed in accordance with the time schedule set forth in Exhibit "C". Exhibits "A", "B" and "C" are all attached hereto and made a part of this Agreement. 2. This Agreement constitutes the entire Agreement between the parties with respect to any matter referenced herein and supersedes any and all other prior writings and oral negotiations. This Agreement may be modified only in writing, and signed by the parties in interest at the time of such modification. The terms of this Agreement shall prevail over any inconsistent provision in any other contract document appurtenant hereto. 3. The term of thi::; Agreement shall end on December 31, 1997. 4. CONSULTANT shall attend and assist in all coordination meetings called by CITY. 5. CONSULTANT shall designate a Project Manager who shall represent it and be its agent in all consultations with CITY during the term of this Agreement. 6. All original drawings, reports, field and office notes, correspondence, calculations, maps, and other documents shall be turned over to and become the property of CITY upon completion of the project. Ten percent (10%) of the contract amount will be withheld by the CITY until such time as all work under this Agreement is completed and all of the above-mentioned documents are received by the CITY. E 7. No regular employee of CITY will be employed by CONSULTANT while this Agreement is in effect. 8. In performing this Agreement, CONSULTANT will not engage in, nor permit its agents to engage in, discrimination in employment of persons because of their race, religion, calor, national origin, ancestry, physical handicap, medical condition, marital status or sex, except as permitted pursuant to Section 12940 of the Government Code. Violation of this provision may result in the imposition of penalties referred to in Labor Code, Section 1735. 9. CONSULTANT shall protect, defend, indemnify and hold harmless CITY and its elected and appointed boards, officers, and employees from any and all claims, liabilities, expens:;s, or damages of any nature, including attorney fees, for injury to or death of any person, and for injury to any property, including consequential damages of any nature resulting therefrom, arising out of or in any way connected with the negligent performance of this Agreement by act or omission, by or on behalf of CONSULTANT, or resulting from any violation by CONSULTANT of any statute, law, regulation, or other legal requirement concerning a safe place of employment for workers. 10. CONSULTANT shall perform the services herein contemplated in compliance with California laws concerning minimum hours and wages (California Labor Code, Sections 1171 et seq.), occupational health and safety (29 U.S.C. 651 et seq. and California Labor Code, Sections 6300 et seq.), fair employment practices (29 U.S.C. 201 et seq. and California Government Code, Sections 12900 et seq.), Worker's Compensation Insurance and Safety in Employment (Divisions 4 3 and 5 of the California Labor Code) and all amendments thereto, and all similar State or Federal laws :o the extent that they are applicable; and CONSULTANT shall indemnify and hold harmless CITY from and against all claims, demands, payments, suits, actions, proceedings, and judgments of every nature and description, including attorney's fees and costs, presented, brought, or recovered against CITY, for or on account of any liability under any of the above-mentioned laws, which may be incurred by reason of any work performed by CONSULTANT under this Agreement. 11. CONSULTANT shall obtain and maintain during the life of this Agreement all of the following insurance coverages issued by insurance organizations authorized by the Insurance Commissioner to transact the business of insurance in the state of California unless otherwise approved by the City Attorney (a) Comprehensive general liability, including premises -operations, products/completed operations, broad form property damage, and blanket contractual liability, and each of the following except as may be stricken out by CITY'S Project Manager: independent contractors, personal injury; and (b) Automobile liability for owned vehicles, and each of the following, except as may be stricken out by CITY'S Project Manager: Hired, and non -owned vehicles. Endorsements shall be obtained for the policies providing the above insurance for the following three provisions: (i) Additional Insureds: 4 "The City of Costa Mesa and its elected and appointed boards, officers, agents, and employees are additional insureds with respect to this subject project and contract with CITY." (ii) Notice: "Said policy shall not terminate, nor shall it be canceled, nor the coverage reduced, until thirty (30) days after written notice is given to CITY." (iii) Other Insurance: "Any other insurance maintained by the CITY OF COSTA MESA shall be excess and not contributing with the insurance provided by this policy." The policy limits on all the above shall be not less than $1,000,000, combined single limits, per occurrence and aggregate. 12. In addition to the insurance coverage in Paragraphs 11 and 12, above, CONSULTANT ::;hall obtain and maintain, during the life of this Agreement, Workers' Compensation Insurance in statutory amount. 13. CONSULTANT shall provide to CITY certificates of insurance showing the insurance coverages described in Paragraphs 11, 12 and 13, above, in a form and content approved by Cfli(, prior to beginning work under this Agreement. 14. CONSULTANT is and shall be acting at all times as an independent contractor and not as an employee of CITY. CONSULTANT shall secure, at his expense, and be responsible for any and all payment of Income Tax, Social Security, State Disability Insurance Compensation, Unemployment Compensation, and other payroll deductions for CONSULTANT and its officers, agents, and 5 employees, and all business licenses, if any are required, in connection with the services to be performed hereunder. 15. CITY shall asskn a Project Manager or his designee to work directly with CONSULTANT. 16. In the event of written authorization by CITY'S Project Manager of changes from the work as indicated in Exhibit "A", or of other written permission authorizing additional work riot contemplated herein, additional compensation shall be allowed for such extra work; but extra compensation shall not exceed ten percent (10%) of the total contract amount. 17. CONSULTANT shall submit monthly invoices to CITY'S Project Manager for approval, specifying the areas where work was completed and the associated time for completion. On or before the last Monday of each and every month during the performance of the work, CONSULTANT shall provide invoices to CITY for services rendered. Work performed at the request of CITY other than as specified in this Agreement is to be designated "EXTRA WORK" on monthly invoices. Work performed in connection with authorized written change orders will be so designated on all invoices. 18. Any work relating to soils engineering, foundation engineering, geological surveys or reports, soil investigations, soil testing, or compaction certification, except for the services outlined on Exhibit "A", is specifically excluded from the services proposed herein and must be contracted for by CITY under separate contract. 0 19. All work shall be done in a good and workmanlike manner, and CITY reserves the right to terminate services at any time with or without cause, and whether or not the work has been completed. Any termination and any special instructions from the CITY shall be made through its Project Manager, in writing, and may be delivered in person to CONSULTANT or mailed to CONSULTANT'S present business address. In the event this Agreement is terminated, all drawings, designs, specifications, and appurtenant data prepared for the project shall become the property of CITY and may be used by CITY without additional cost to CITY. Should CITY decide to terminate this Agreement for any reason, CONSULTANT shall be entitled to payment on an hourly basis in accordance with the rate schedule herein for work completed prior to written notification. 20. This is a personal service contract, and the supervisory work shall not be delegated to any person or entity without the consent of CITY; but CONSULTANT may employ field crews, crew chiefs, and other personnel to perform actual services hereunder. 21. CONSULTANT shall not voluntarily or by operation of law assign, transfer, sublet or encumber all or any part of CONSULTANT'S interest in this Agreement without CITY'S prior written consent. Any attempted assignment, transfer, subletting or encumbrance shall be void and shall constitute a breach of this Agreement and cause for termination of this Agreement. Regardless of CITY'S consent, no subletting or assignment shall release CONSULTANT of CONSULTANT'S obligation to perform all other obligations to be performed by CONSULTANT hereunder for the term of this Agreement. 7 22. In the event that litigation is brought by any party in connection with this Agreement, the prevailing party shall be entitled to recover from the opposing party all costs and expenses, including attorney's fees, incurred by the prevailing party in the exercise of any of its rights or remedies hereunder or the enforcement of any of the terms, conditions or provisions hereof. 23. DRUG-FREE WORKPLACE POLICY: CONSULTANT, upon notification of contract award, shall establish a Drug - Free Awareness Program to inform employees of the dangers of drug abuse in the workplace, the penalties that may be imposed upon employees for drug abuse violations occurring in the workplace, and the employee assistance programs available to employees. Each employee engaged in the performance of a CITY contract must be notified of this Drug -Free Awareness Program, and must abide by its terms. CONSULTANT shall conform to all the requirements of CITY'S Policy No. 100-5, attached hereto as Attachment No. 1. Failure to establish a program, notify employees, or inform the CITY of a drug-related workplace conviction will constitute a material breach of contract and cause for immediate termination of the contract by the CITY. A lighting load audit/inventory was conducted during the applications survey in all designated areas. The existing lamps, ballasts and proposed changes are detailed in our scope of work room list. Current operating costs are based upon all existing loads and proposed costs are based upon recommended changes. Several operating lighting day hours were used to calculate operating costs, existing and proposed, please refer to Scope of Work Room List or Cost Avoidance Savings pages for a detailed list of those hours. Energy saving calculations are based upon the average cost of $.10 per kilowatt hour of the SCE rate schedule. Cost and Savings Based on the quantity of the fixtures referenced on our scope of work room lists, our proposal included all lamps, ballasts, miscellaneous materials, labor, tax, permit fees, disposal and equipment necessary for full implementation of the project. The total cost is $68,564.56. The annual energy/operational savings for this project is $25,184.73 which will yield a 2.72 year payback. Scope of Work The scope of work includes retrofitting of all T12 Fluorescent lamps and magnetic ballasts with new T$ Lamps and Electronic Ballasts, replacement of all incandescent fixtures with new compact fluorescent lamps or fixtures, and install occupancy sensors in selected spaces. In addition to the energy savings r--ferenced below, the facility will save substantial maintenance and lamp replacement costs. Lighting Technology Services, Inc. will provide, install and render fully operational all control systems components, lighting fixtures, lamps, ballasts and fixture conversions. Included in our quotation is all materials, labor, supervision, direct job expenses and/or equipment necessary to fully execute the project scope reference and enumerated in our quotation. Construction Schedule Professional crews will work at night to avoid any disruption. Individual offices or areas will be completed in one (1) night to ensure a smooth transition. Estimated time to complete is 7-10 working days. SCOPE OF WORK DESCRIPTION City of Costa Mesa City Hall Basis A mutual applications survey of all areas designated was conducted by Lighting Technology Services, Inc. A lighting load audit/inventory was conducted during the applications survey in all designated areas. The existing lamps, ballasts and proposed changes are detailed in our scope of work room list. Current operating costs are based upon all existing loads and proposed costs are based upon recommended changes. A twelve (12) hour lighting day, five (5) days per week, fifty two (52) weeks per year were incorporated into operating calculations. Energy saving calculations are based upon the average cost of $.10 per kilowatt hour of the SCE rate schedule. Additional savings will be obtained as utility rates rise since it is unlikely they will remain constant in future years. A (3%) three percent increase was included in the Financial Analysis. EPA approved disposal of all lamps and ballasts. Method of disposal is incineration of hazardous parts and recycling of balance of materials. Certificate of destruction will be provided for incineration of hazardous parts, as applicable. If PCB ballasts are found to exist, then an additional cost of $3.50 ea. will be required for proper EPA disposal. Occupancy Sensor Room Selection Criteria The following factors are taken into consideration when LTS makes a selection of whether or not a room or area gets an occupancy sensor and which type of sensor may be utilized in the selection process. 1. The net resulting wattage - post lighting retrofit: As a general guideline 100 watts minimum for a wall sensor, 300-350 watts minimum for a ceiling sensor. 2. Hours of operation - weekly, monthly or annually. 3. Cost of kilowatt hours. 4. Room shape or size and ceiling construction (suspended T -Bar vs non T -Bar i.e. plaster, concrete, spline tile or open) dictates the type and model or sensor required. 5. Payback period or ROI required by customer. 6. Wall Sensor - room size generally 250 sq. ft. or less, room shape - wall switch must face into the room. 7. Ceiling Sensors; a) rooms that, due to obstructions, cannot use a wall sensor and meet minimum load, hours, kWh costs; b) rooms that meet minimum ceiling sensor requirements of numbers 1, 2, 3 and 4 above. 8. Ceiling construction - This significantly impacts installation costs due to access difficulty of non T - Bar. A room with non T -Bar ceiling requiring a ceiling sensor with items 2 and 3 being equivalent will require greater wattage (item No. 1) for justification. Page 1 Qualifications • Project quotation is limited to rooms or areas stipulated in Scope of Work description. • Any items or fixtures missed in an LTS surveyed / audited room or area are provided at no cost. • Rooms or areas not included in project scope can be added and Lighting Technology Services, Inc. will be happy to provide a quotation for rooms or areas not included in this proposal. • Any improper wiring of fixtures, switches or circuits that pre-existed LTS' performance of this scope of work, will be customers responsibility. LTS will submit a written change to correct any improper wiring before proceeding with any work in the immediate area of the problem. • If asbestos is found to exist above the ceiling, customer will provide LTS with current certified airborne particle count for verification of safety and LTS will quote the extra cost for working in an area where asbestos is present. Customer Responsibility • Access to facility - To fully execute scope customer will need to grant LTS full access to work areas at a reasonable time period. All installation will be performed evenings or off hours at no extra cost. • Parking - Availability of parking will need to be supplied to Lighting Technology Services installation staff for duration of installation of project. Page 2 IMPLEMENTATION PLAN Project Management LTS believes that quality project management provides the necessary foundation to successfully plan, organize, implement, control and begin commissioning a lighting retrofit project in three distinct phases: 1) project initiation; 2) project implementation; and 3) project termination. LTS' management and its Team Service Providers pride themselves on our thoroughness and attention to detail. The Management Team is made up of experienced professional project managers. Each Team Provider has a Project Manager that works closely with the overall team leader to insure that all schedules are met and no detail is overlooked. Project Initiation Phase A very important first step is to ensure that all of the customers wants and needs are clearly established and understood. We plan to accomplish this with an in-depth review and discussion of the project basis, scope of work, design options, retrofit strategies selected and preliminary equipment recommended. The goal here is to be certain of a clear understanding by both the Customer and LTS of exactly what shall be included, and excluded from the scope of work, what strategies will be followed and what equipment will be acceptable or not. Once the scope of work and design options are designated by the Customer then the design phase will commence for any infrastructure upgrades desired by the Customer. Upon completion of the designs they are presented to the customer for their input and approval. This process of "value engineering" involves any professional consultants and the customer to provide an informed comparative analysis of the different design options of each measure to ensure the option and equipment meet the expectation of the customer as well as the overall goals of the project. Once the final project scope is established and budgets are fixed the Team meets to prepare and finalize the commissioning plan and the production schedule / timelines to meet the installation requirements of the project. An integral part of the scheduling process is the establishment of specific milestones within the schedule, to monitor the progress of the project and provide measurable goals for determining the efficiency of the installation and insure on-time completion. Schedule • The schedule is the conversion of the project plan into an operating timetable and becomes a key input in establishing the monitoring and control systems for the project and shows the interdependence of all tasks, work packages, and work units. • It shows the expected project completion date and identifies critical activities, which if delayed, will delay the project completion date. • It will also show the activities with slack that can be delayed for specified periods without penalty. • It determines the dates on which tasks may be started — or must be started if the project is to stay on schedule. • It may, depending on the task allow an estimate of probability of project completion by various dates, or the date corresponding to a particular priority probability. After the customer has approved the schedule and milestones then LTS will internally accomplish the following: a) Establish Project Management Construction Files b) Estimate review and manpower analysis c) Computerized Job Estimate / Costing / Bill of Materials "package" prepared by Project Manager d) Schedule a project kick-off meeting with LTS Sales Engineer, Director of Field Operations and LTS Field Foreman along with the customer project manager to review in detail the scope of work, project schedule and general information; i.e., parking, equipment storage and any problem or sensitive areas of customer concerns. e) Accommodate any special scheduling request or any last minute changes the customer may have to the sequence of work f) Establish exact date and space work will commence. Construction Phase Monitoring & Measurement The project implementation phase will begin with the appropriate measurement and verification per the plan approval by the Customer. It should be noted that Measurement & Verification could occur in conjunction with design phase for upgrade options and / or finalizing scope of work phase. Construction The management team begins the construction process by finalizing the necessary plans and specifications needed for plan check and permits. Once the permits are obtained, the construction begins. Construction progress meetings are held weekly to measure the progress of the project. Coordination with each task and the customer are discussed to maximize production and minimize customer interruption. When working in occupied buildings, coordination and work scheduling are vital for the success of the project. To that end, project management's main focus is the close supervision of the work crew and their interface with the occupants of the facility under going up -grades. To begin the actual construction, LTS' project manager will accomplish the following: a) Finalize any pre -field engineering for any special requirements. b) Expedite equipment and material delivery c) Schedule labor d) LTS will then schedule with the customer project manager mobilization of project equipment, material orders, and commence project based upon an agreed schedule and place. e) Daily and weekly productivity reports to the Director of Field Operations are required of all LTS foremen to properly monitor project progress. f) The Director of Field Operations and the foreman will regularly communicate with the customer project manager at the agreed upon intervals to ensure a successful project. It should be noted that any required inspections will occur on initial basis of any portion of the scope of work requiring inspection to assure compliance from the onset. Daily Work Plan LTS begins each day with the Project Manager and set-up man arriving at the project site each day one (1) hour before the scheduled crew starting time. During this period all the lamps, ballasts, fixtures, ladders, etc. are taken to the area being worked that day. Lamps, ballasts, fixtures, etc. are distributed to each room, this allows the crew to start work immediately upon arrival. As crew members arrive, the Project Manager will assign each one an area he will be responsible for. Each crew member prepares the space or area for work by moving and / or covering equipment and furniture. The work is executed. As each room or area is completed the foreman is responsible for checking quality of workmanship and accuracy of fixture counts, creating an "as built" scope of work. At the end of each shift the Project Manager will do a complete walk through to assure that all rooms .are dusted and vacuumed, lights checked in each room for proper operation, any fixtures that are not operating correctly will be repaired before the crew is dismissed. Before the Project Manager leaves he will leave a list of rooms completed during that shift for the customer project manager to review each day and the area planned to be worked on the next shift. It is LTS' policy to complete a room in its entirety in one work shift and return the room to full service each day. Housekeeping Practices LTS always takes responsibility for relocating and replacing furniture, equipment etc. and covering said equipment / furniture with white sheets as necessary to perform specified work. Any furniture or equipment that cannot be moved for installation / retrofit above it will be covered with padded furniture pads in addition to sheets and a scaffold set-up over it to perform the work. LTS shall also provide all tools and cleaning equipment (vacuums, broom, dust pans and waste containers) required for our personnel to completely clean each area retrofitted at the completion of each shift. LTS, upon installation of either a new fixture, or in the case of lamp and / or ballast replacements in a existing fixture LTS shall clean reflector cones, reflectors, lenses, louvers, lamps and decorative elements. To prevent static build-up on lenses and reflectors, LTS cleans with manufacturer's recommended destaticizing and non- abrasive cleaning solutions. All fixtures are to be either air dried or carefully dried with a soft cotton cloth. Any fixtures or diffusers not cleaned satisfactorily will be re -cleaned. LTS shall be responsible for and include all costs for portable on-site storage to secure all new lamps, ballasts, fixtures and equipment as well as provide for security of all hazardous waste or disposal materials. LTS shall also include portable disposal container for proper disposal of all removed fixtures, as specified. Project Termination Phase At the end of the construction phase of the project, the Project Manager meets with the commissioning team to setup their schedule and begins the commissioning process. Once this phase is completed, the project management team meets with the customer to review the installation. The Project Manager and the customer representative actually walk the project and review each installation for completeness and operation. After the customer is satisfied with the installation and the commissioning, the Project manager arranges for the final training of the operating personnel. Once the scope of work has essentially been completed any electrical inspection required will be asked to complete final inspection. It should be noted the termination phase will be executed on a building by building or location by location basis. Upon Certificates of Completion being signed off on each project site the on-going Measurement & Hazardous Waste Disposal LTS has proper EPA identification number (#CAL000121367) for handling or removal and proper EPA disposal of all existing lighting system components containing hazardous waste. Such waste may include, but is not limited to, ballasts containing polychlorinated biphenyl's (PCB's) and lamps containing mercury. The only method LTS uses for disposal of hazardous waste is incineration. The balance of non -hazardous components are recycled. Certificates of destruction are provided for the incineration. All PCB ballasts shall be properly removed; packed; labeled and shipped for incineration and recycling. Copies of manifests evidencing proper shipment will be provided. Verification will commence. WARRANTY TERMS AND CONDITIONS CITY OF COSTA MESA CITY HALL AND POLICE DEPARTMENT LIMITED WARRANTY.- All products, sold by "LTS" and identified with another manufacturers name, except lamps, are guaranteed to be free from defects in material and workmanship for a period of five (5) years. Lamps in the City Hall and Police Department will be warranted for two (2) years, ballasts and sensors will be warranted for five (5) years. "LTS" will, cause to have repaired or replaced, at its discretion, any products found to be defective. A lighting load audit/inventory was conducted during the applications survey in all designated areas. The existing lamps, ballasts and proposed changes are detailed in our scope of work room list. Current operating costs are based upon all existing loads and proposed costs are based upon recommended changes. Several lighting day hours were used to calculate operating costs, existing and proposed, please refer to Scope of Work Room List for a detailed list of those hours. Energy saving calculations are based upon the average cost of $.10 per kilowatt hour of the SCE rate schedule. Additional savings will be obtained as utility rates rise since it is unlikely they will remain constant in future years. A (3%) three percent increase was included in the Financial Analysis. Cost and Savings Based on the quantity of the fixtures referenced on our scope of work room lists, our proposal included all lamps, ballasts, miscellaneous materials, labor, tax, permit fees, disposal and equipment necessary for full implementation of the project. The total cost is $50,549.37. The annual energy/operational savings for this project is $31,068.82 which will yield a 1.63 year payback. Scope of Work The scope of work includes retrofitting of all T12 Fluorescent lamps and magnetic ballasts with new T8 Lamps and Electronic Ballasts, replacement of all incandescent fixtures with new compact fluorescent lamps or fixtures, and install occupancy sensors in selected spaces. In addition to the energy savings referenced below, the facility will save substantial maintenance and lamp replacement costs. Lighting Technology Services, Inc. will provide, install and render fully operational all control systems components, lighting fixtures, lamps, ballasts and fixture conversions. Included in our quotation is all materials, labor, supervision, direct job expenses and/or equipment necessary to fully execute the project scope reference and enumerated in our quotation. Construction Schedule Professional crews will work at night to avoid any disruption. Individual offices or areas will be completed in one (1) night to ensure a smooth transition. Estimated time to complete is 12-14 working days. EPA approved disposal of all lamps and ballasts. Method of disposal is incineration of hazardous parts and recycling of balance of materials. Certificate of destruction will be provided for incineration of hazardous parts, as applicable. If PCB ballasts are found to exist, then an additional cost of $3.50 ea. will be required for proper EPA disposal. Occupancy Sensor Room Selection Criteria The following factors are taken into consideration when LTS makes a selection of whether or not a room or area gets an occupancy sensor and which type of sensor may be utilized in the selection process. 1. The net resulting wattage - post lighting retrofit: As a general guideline 100 watts minimum for a wall sensor, 300-350 watts minimum for a ceiling sensor. 2. Hours of operation - weekly, monthly or annually. 3. Cost of kilowatt hours. 4. Room shape or size and ceiling construction (suspended T -Bar vs non T -Bar i.e. plaster, concrete, spline tile or open) dictates the type and model or sensor required. 5. Payback period or ROI required by customer. 6. Wall Sensor - room size generally 250 sq. ft. or less, room shape - wall switch must face into the room. 7. Ceiling Sensors; a) rooms that, due to obstructions, cannot use a wall sensor and meet minimum load, hours, kWh costs; b) rooms that meet minimum ceiling sensor requirements of numbers 1, 2, 3 and 4 above. 8. Ceiling construction - This significantly impacts installation costs due to access difficulty of non T - Bar. A room with non T -Bar ceiling requiring a ceiling sensor with items 2 and 3 being equivalent will require greater wattage (item No. 1) for justification. Page 1 Qualifications • Project quotation is limited to rooms or areas stipulated in Scope of Work description. • Any items or fixtures missed in an LTS surveyed / audited room or area are provided at no cost. • Rooms or areas not included in project scope can be added and Lighting Technology Services, Inc. will be happy to provide a quotation for rooms or areas not included in this proposal. • Any improper wiring of fixtures, switches or circuits that pre-existed LTS' performance of this scope of work, will be customers responsibility. LTS will submit a written .change to correct any improper wiring before proceeding with any work in the immediate area of the problem. • If asbestos is found to exist above the ceiling, customer will provide LTS with current certified airborne particle count for verification of safety and LTS will quote the extra cost for working in an area where asbestos is present. Customer Responsibility • Access to facility - To fully execute scope customer will need to grant LTS full access to work areas at a reasonable time period. All installation will be performed evenings or off hours at no extra cost. • Parking - Availability of parking will need to be supplied to Lighting Technology Services installation staff for duration of installation of project.
