HomeMy WebLinkAbout40 - Plumbing Code "Cesspools"ORDINANCE NO. 40 AN 01WINANCE OF THE CITY OF COSTA MESA AMMIBG SDC. 70 OF THE "PLUMBING CODE" OF THE CITY OF COSTA MESA AS ADOPTED BY ORDINANCE NO. 31 OF TSE CITY OF COSTA MESA. The City Council of the City of Costa Mesa does ordain as follows: Section 1. That Sec. 70 of the "Plumbing Code" of the City of Costa Mesa, being marked and designated as "Plumbing Ordinance of Newport Beach — Ordinance No. 379 and Amendments thereof — Newport Beach, California" be, and the same is hereby, amended to read as follows: "Sec. 70. Privy Vaults and Cesspools. No privy vault or cesspool shall be maintained or allowed, except during the construction of the building or buildings, in any part of the City where a sewer exists in the street or alley upon which the property abuts. Upon the connection of a house connection sewer to the public sewer, every sceptic tank, cesspool or seepage hole which was not constructed of brick or concrete under permit from either the City of Costa Mesa or the County of Orange, and dry pan privy hole which has been abandoned and discontinued from use shall be back filled solidly with earth to the satisfaction of the City Building Inspector before the house connection construction shall pass inspection." Section 2. This ordinance is hereby declared to be an emergency ordinance and shall become effective immediately upon its passage, and the following is a declaration of the facts constituting the urgency: The City of Costa Mesa is now being connected to sewers, and great hardship would be worked upon the people if discontinued cesspools were required to be immediately filled up where the same were constructed of brick or concrete pursuant to City or County requirements; that because of the great number of connections being made, it is virtually impossible to have all cesspools immediately filled. Section 3. This ordinana shall take effect immediately and within fifteen (15) �1- days shall be posted in three public places in the City of Costa Mesa, vith the names of the members of the City Council voting for and against the same.
