HomeMy WebLinkAbout67 - Creating a Volunteer Fire DepartmentORDINANCE No. 67 AN ORDINANCE OF THE CITY OF COSTA MESA, CALIFORNIA, CREATING A VOLUNTEER FIRE DEPARTMENT AND PRESCRIBING THE DUTIES THEREOF. The City Council of the City of Costa Mesa does ordain as follows : SECTION 1. CREATION OF VOLUNTEER FIRE DEPARTMENT. A volunteer fire department for the City is hereby created. SECTION 2. MEMBERS. Said volunteer fire department shall be a volunteer organization composed of the number of members which the City Cruncil may from time to time designate. SECTION 3. COMPENSATION. The compensation for members of the volunteer fire department shall be fixed by the City Council by resolution. SECTION 4• APPOINTMENT: GOVERNMENT OF. The volunteer fire department and the members thereof shall be governed by the prx>visions of the laws of California, the Costa Mesa ordinances, and such by-laws, rules and regulations as the members of the department adopt, subject to approval of the Council. SECTION 5. CONTROL. The City Manager shall have complete authority, control and command, subject to the provisio3is of this ordinance, over the volunteer fire department. He shall provide for the training of candidates for membership and for further training of members. SECTION 6. DUTIES. The duty of the volunteer fire department shall be the protection of life and property from fire. SECTION 7. IDENTIFICATION. An identification card and such other insignia or evidence of identity as may be prescribed by the rules and regulations governing the volunteer fire department shall be issued to each member, who must carry the card and other identification at all times while on duty, and he must surrender them upon the termination of his membership. -1- N— SECTION 8. REMOVAL FROM MEMBERSHIP. RESIGNATION. The membership of any person may be terminated by the City Manager at any time, and any member may resign from the volunteer fire department at any time, but it shall be his duty to notify the City Manager of his resignation. SECTION 9. IMPERSONATION PROHIBITED. No person shall wear, carry or display a volunteer fire department identification card or insignia or otherwise deceitfully represent himself to be connected with the volunteer fire department unless he in fact is a member thereof. SECTION 10. This ordinance shall take effect and be in full force thirty (30) days from and after its passage; and prior to the expiration of fifteen (15) days from the passage thereof, this ordinance, together with the names of the members of the City Council voting for and against the same, shall be published once in the Costa Mesa Globe Herald, a newspaper printed in the City of Costa Mesa.
