HomeMy WebLinkAbout2025-32 - Cannabis Tax FundRESOLUTION N0. 2025-32 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, APPROVING ACCEPTANCE OF GRANT FUNDS AND THE EXECUTION OF A GRANT AGREEMENT FROM THE FY2025-26 STATE OF CALIFORNIA DEPARTMENT OF HIGHWAY PATROL (CHP) CANNABIS TAX GRANT PROGRAM. THE CITY COUNCIL OF THE CITY OF COSTA MESA HEREBY FINDS, DETERMINES AND DECLARES AS FOLLOWS: WHEREAS, the State of California, Department of California Highway Patrol (CHP), has awarded grant funding from its Cannabis Tax Grant Program ("Grant"); and WHEREAS, the City Council of the City of Costa Mesa desires to accept the grant funds for the education, prevention, and the enforcement of laws related to driving under the influence of alcohol and other drugs, including cannabis; and WHEREAS, the CHP Cannabis Tax Grant Program ("CTFGP") has awarded grant funding to the City in the amount of $225,472.00 to create safer roadway environments and reduce fatal and injury producing collisions by funding patrol operations, which will allow officers to specifically and proactively conduct DUI enforcement and to remove DUI drivers from our communities' roadways before they cause a collision. Specifically, the funds will cover costs for the purchase of specialized equipment, including one DUI enforcement vehicle and one message board for DUI checkpoints and the grant will also fund personnel overtime related to targeted traffic operations; and WHEREAS, in addition, the grant will fund educational programs in the City, specifically, for the "Know your Limit" program, which will involve utilizing police personnel who will coordinate with local bars and will engage the community with the utilization of mobile breath devices so they can be educated on their blood alcohol level and whether they are within the legal limit to safely operate a vehicle; and WHEREAS, the City Council finds and determines that acceptance of the grant funds from the State of California, CHP Cannabis Tax Grant Program could provide a benefit to the safety of the residents of Costa Mesa; and WHEREAS all legal prerequisites to the adoption of this Resolution have occurred. Resolution No. 2025-32 Page I of 3 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Costa Mesa as follows: Section 1. That the recitals contained in this Resolution are true and correct and incorporated herein. Section 2. The City Council hereby approves the acceptance of the grant funds from the State of California, CHP Cannabis Tax Grant Program in the amount of $225,472.00 for the reimbursement to the City's General Fund for the purchase of specialized equipment and for the funding of personnel overtime related to targeted traffic operations. Section 3. The City Council of the City of Costa Mesa authorizes the Interim City Manager, or designee, to execute and deliver the grant documents, including the Grant Agreement and accept and administer the grant. Section 4. The City Clerk shall certify to the passage and adoption of this Resolution and shall enter it into the book of original resolutions.
