Tho City Council of the City of Costa Mesa does ordain as follows:
SMT1Oi1 1. CONVICTED PERSON TO REPORT. Every person who has been
convicted in a.rr,T Federal Court, or the court of arA,- State Y-Athin twenty years
prior to the effective elate of this Ordirmce, or who is hereafter convicted
of the cr1-ae ofcounte:.'fG_.'t,i ng , grand theft, grand larceny, e�iibezzlement,
forgeiy, obtFi--:zing :nonoy by fa l se j retenses, obtai-nJ-ng, property by false
pretens s, ou-r,-.t. ,Err, folor+_ic, s assault, robbery, arson, murder, kidnapping,
extortion, violation of e?V law prohibiti y the cfl rx-jing of deadly weapons,
taking; or enticing rriy pr. rsor. for trn pux.:�ose of b ainin; ransom or violation
of any provision of any national or state La --r relatirz to the possession,
sone or transportation of arV narcotic or violation of any sex offence, who
comes into the: City from any point outside- of the amity, whether in transit
through the City or otharorise, and every such person who at the effective date
of this Ordinance is rosidin�; in the City, shall report to the Chief of Police
-within forty-eight hours after his arrival writhin the City limits.
SECTION 2� SME. COMMITS OF HI.20RT. Such. person shall furnish to
the Chief of Policy: in a written statement signed by such persons the true
name and each other name or alias by which he is or has been known, a full
and complete description of hi.:nself, the name of each crime hereinabove in this
section enumerated of which he shall have been convicted, together with the
name of the place where each such cri:V was co�znitted, the name under which he
was convicted and the date of the convicticn thereof, the name, if any, and
location of each prison, reformatory, or other penal institution in which he shall
have been confined as punishment therefor, together cath the location or
address of his residence, stopping place, or living; quarters in the City, and
each one thereof, if e&V, or the a�-Idress or loca•cion of his intended residence,
stopping place, or livin, quarters therein, and each one thereof, with a
description of th.e character of each such place, whether a hotel, apartment house,
dwelling house o-- other•nse, giving the street nu.aber thereof, if any, or

such description of the address or location V-Pereof as will so identify the
same as to make it possible of location, zmd the length of tLae for which
he expects or intezld.s to reside within the boundaries of the City.
SECTION 3. PHOT001APH AND FITTGE? tRIAITS. At the ti,ae of furnishing
such information, Said pe -=son shall be photographed and finger -printed by the
Chief of Police, arxi said photograph and finger -prints shall be made a part of
the permanent record herein provided for.

SECTION 5. CTWIGE OF RESIDENCE. In the event that axy person specified
in this Ordinance Shall charge arq such place of residence, stopping place
or living quarters, to aiir herr or different place within the City, other than
arq place last sroTan in such report to tho Chief of Police, he shall, within
tmnty-four hours after the malting of such change, notify the Chief of Polio
in a written and nig statement, of such change of address, and shall furnish
in such written statement to the Chief of Police his new address and each one
thereof.
SECTIou 6. FALSE IN ORit310?,. No person, required by any provision
of this Ordinance to furnish --q such report, shall furnish in such report any
false or fictitious address,, or ark► address other than a true address or
intended address, or furnish in asking azar such report any false, untrue or
misleading inforiaation or statement relating, to arty information required by
arty provision of this Ordinance to be azar.te or fur!'i.s led.

required by the pro-ris?ons of this Ordinance to he furnished to or by hire.
Said records, phot graphs end finger pra.nts shall at all reasonable times be
open to inspection of zny peace having ;jurisdieti.on within the Citi-.

SECTION 8, FIILURE i,) REPORT. No person, required by arjy provision
of this Ordinance to furnish arty such report or information, sha11 fail,
neglect or refuse to make such report or to furnish such information, photograph
or finger prints, or fail, neglect or reilzse to render or furr_ish the same
within the time he.reinl.efore prescribed, or fail, neglect or refuse to furnish
to the Chief of Police .within such time any in.or-ration, photograph or finger
prints required to be furnished by arry provision of this Ordinance, or to
furnish any false, untrue, or m3sleadin inforrtat:? on or statement relating
to arq information 1e.quircd by vV provj.sio:n of this Ordinance to be made or
furnished.
SECTION 9. r" C .PTjMj. Ply"'SOT?. ?othi n- in this '_-.rda.nance shall be
deemed nor cornstrued to apply to :-.rty peraon who has or shall have received a
full pardon for earl_ such ori-ae ::.:hereof ha shall have ba -en convicted, or to
arq person who is or shall be on parole or Probation under the laws, of the
State, or whose parole or probation period Murder the laws of the State shall
have expired without any revocation of such parole or probation having been
made.
SMTION 10. PMALTIES. Any person, fire or corporation violating
any of the provisions of. this Ordinance shall be guilty of a. arisdeiaeanor
and shall be punished LT a fine of not .core than ;500.00 or by Lnprisornnent
in the City or County jail for not more than six (6) months, or by both
such fine and irrprisonri►ent.
SECTION 11. E'IACT-11-21P. This Ordinance shall take effect and be in
full force thirty (30) days frog, and after its passage. Prior to the
expiration of fifteen (15) days from the passage thereof, this Ordinance,
together with the nacres of the merbbrs of the City Council voting for and
against the s:.me, shall be published once in the Costa Mesa Globe Herald, a
newspaper printed in the City of Costa Mesa.
