OF THE CITY OF COSTA MESA AM?h`DING ORDINANCE N0. 42 OF SAID CITY TO PROVIDE FOR THE VACCINATION OF BOGS FOR RABIES. follows: The City Council of the City of Costa Mesa does ordain as SECTION 1. That Ordinance Wo. 4.2 of the City of Costa Mesa, entitled "An Or dir_Lznce of -uhe City of Costa Masa Providing for the Licensing and Impounding of Dogs and Regulating, the Keeping and Control of Dogs',, the Control anrt Suppro3sion of Rabies and other Infectious and Contagions Piseases, and pPo•,%U!1ng ll enalties for the Violation thereof" is hereby qrnnded- by addi._�; thereto a. naw subsection (a) of Section 1 of s -id Ordi ancri, to road t s follows: (a) Before any licemo shall be isaned for arW dog, a certificate of a duly licensed veterinarian shall bo exhibited to the Pound Master or to the City "Fiscal Officer certifying that said dog has been vaccinated for Rabies within a period of time which shall be within two (2) years of the expiration date of the license applied for. SECTION 2. a—ccpt as herein awnded, said Ordinance No. h2 shall remain in full force and effect. SECTION 3. UR(;rWY. This Ordinance is declared to be an emergency measure nacessary for the immediate preservation of the public peace, health grid safety and shall becom effective immediately upon its passage. The facts constituting the emergency are as follows: The County of Orange has become quarantined ky the State Department of Public HeRlth and four nercons in said County have been bitten bir does recently and are ral.roady undergoing Pasteur Treatm nt, and there Have been seventeen positive eases of rabies infection and three clinical indications of positive rabies infswtion recently in said County, The City of Costa Mesa, being a part of said County of Orange, is equally affected and the situation has developed to a point where this City must take immeetate action. SECTION 4. E,00TM-E-NT. TWis %,din,*nce shall take effect immediately and within fifteen (7-1�) days thereafter, this Ordinance, together with the names of the wenbers of the Oi Vy Coiinci.l voting for and against the -1- same, shall bo published once in the Costa MAsa Globe Herald, a newspaper printed in tho City of Costa Mesa.. This Ordinance shall take effect imme- diately and within fifteen (15) days thereafter, this Ordinance, together with the names of the members of the City Council vot- ing for and against the same, shall be published once in the Costa Mesa Globe Herald, a newspaper printed in the City of Costa Mesa.
