The City Council of the City of Costa Mesa, California, does ordain SECTION 1. For the purpose of this ordinance, the term "rubbish" in• eludes arW or all of the followingt a. Cans b. Battles c. Paper cludes: d. Shrub and tree limbs, trindngs, twigs and leaves e. Trash f, Inorganic refuse SECTION 2. For the purpose of this ordinance,the term ngarbagew In,. a. Oarbage b. Swill c. Organic refuse SECTION 3. it shall be unlawful for apy person, firm or corporation to place, deposit, or dump or cause to be placed, deposited or dumped, arW rub - bash, waste or garbage in or upon any private property into or upon which the pub- lic is admitted by easement or license or upon arW private property without the consent of the ovmr, or in or upon any street, alley, public highway or road in common use, or upon arW public park or other public property other than property designated or set aside for such purpose by Resolution of the City Council, City of Costa Mesa. SECTION 4. SECTIon 6. This ordinance shall take effect and be in force immediately upon adoption as an "urgency ordinance." The facts constituting the urgemy are as follows! The sack of adequate rainfall in the coming approach of hot weather has caused an immediate fire hazard in the City of Costa Mesa. The trash and rub- bd.sh littering the streets and rights of way are constituting an irai ent danger of fires, and it is necessary that this ordinance be effective immediately in order to prevent such conditions from continuing;, SCION 7. The City Council, City of Costa Mesa, hereby de- clares that it would have passed this ordinance, and each section, subsection, sentence, clause or phrase thereof, irrespective of the fact that any one or more of the I sections, subsections, sentences, clauses, or phrases be declared in- valid or unconstituional. SECTION 6. T h i s ordinance shall take effect and be in force immediately upon adoption as an "urgency ordinance."
