RECOMMENDATION:
1. Approve the attached resolution (Attachment 1) for the submittal of a grant
application to the Orange County Transportation Authority (OCTA) for the City’s Tier
1 Water Quality BMP Installation Project.
2. Authorize the Public Services Director to act as the City’s representative.
BACKGROUND:
Competitive grant applications for the Environmental Cleanup Tier 1 Grant Program are
due on May 18, 2018. Approximately $2.8 million is available countywide with a
maximum grant amount of $500,000 per project. Funding for this program is provided to
cities in Orange County by the OCTA’s Renewed Measure M (M2) Environmental
Cleanup Program. This program was established to provide funding to protect Orange
County beaches and waterways from urban runoff associated with transportation-
generated pollution. The program distributes funds on a competitive basis for the
purchase and installation of Best Management Practices (BMP’s) to address urban runoff
from public streets.
ANALYSIS :
The grant application to OCTA will request funding of approximately $80,000 with the
City meeting the required 20% local match for the grant with cash contributions of
$16,000 for a total project cost of $96,000. Funding will be used for the purchase and
installation of catch basin inserts and best management practices (BMPs) throughout
the city. Approximately 240 catch basin inserts will be installed to collect litter and

debris prior to it being deposited into waterways and the ocean.
If grant funding is approved, project implementation can begin in the Fall of 2018. In order
to apply for these grant funds, a resolution approving the filing of an application and
naming the Public Services Director as the City’s authorized representative is needed.
Therefore, staff recommends Council approval of the attached resolution.
ALTERNATIVES CONSIDERED:
If the City Council chooses not to submit a grant application for this project, staff will
continue to pursue other grant programs and alternative funding.
FISCAL REVIEW:
The application requires a local match of $16,000 for the grant. The required matching
funds will be derived from drainage fee funds.
LEGAL REVIEW:
The City Attorney has approved the proposed resolution as to form.
CONCLUSION:
It is recommended that the City Council approve the filing of a grant application to the
Orange County Transportation Authority (OCTA) for the City’s Tier 1 Water Quality
BMP Installation Project and authorize the Public Services Director to act as the City’s
representative.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA
AUTHORIZING AN APPLICATION FOR FUNDS FOR THE ENVIRONMENTAL
CLEANUP, TIER 1 GRANT PROGRAM UNDER ORANGE COUNTY LOCAL
TRANSPORTATION ORDINANCE NO. 3 FOR THE TIER 1 WATER QUALITY BMP
INSTALLATION PROJECT
WHEREAS, Orange County Local Transportation Ordinance No.3, dated July 24,
2006, and is known and cited as the Renewed Measure M Transportation Ordinance
and Investment Plan makes funds available through the Environmental Cleanup
Program to help protect Orange County beaches and waterways from transportation-
generated pollution (urban runoff) and improve overall water quality.
WHEREAS, the Environmental Cleanup, Tier 1 Grant Program consists of funding
purchases and installation to catch basins with Best Management Practices, such as
screens, filters, inserts, and other "street-scale" low flow diversion projects.
WHEREAS, OCTA has established the procedures and criteria for reviewing
proposals; and
WHEREAS, the Public Services Department possesses authority to nominate water
quality improvement projects that have a transportation pollution nexus to finance and
construct the proposed project; and
WHEREAS, by formal action the Costa Mesa City Council authorizes the nomination
of the Tier 1 Water Quality BMP Installation Project, including all understanding and
assurances contained therein, and authorizes the Director of Public Services to act in
connection with the nomination and to provide such additional information as may be
required; and
WHEREAS, the Public Services Department will maintain and operate the equipment
acquired and installed; and
WHEREAS, the Public Services Department will give OCTA's representatives

access to and the right to examine all records, books, papers or documents related to
the funded Tier 1 Grant Project; and
WHEREAS, the Public Services Department will cause work on the project to be
commenced within a reasonable time after receipt of notification from OCTA and that
the project will be carried to completion with reasonable diligence; and
WHEREAS, the Public Services Department will comply where applicable with
provisions of the California Environmental Quality Act, the National Environmental
Policy Act, the American with Disabilities Act, and any other federal, state, and/or local
laws, rules and/or regulations;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Costa
Mesa, hereby authorizes the Director of Public Services as the official representative of
the Public Services Department to apply for the Environmental Cleanup, Tier 1 Grant
Program for the Tier 1 water Quality BMP Installation Project.
BE IT FURTHER RESOLVED that the City of Costa Mesa, agrees to fund its share
of the project costs and any additional costs over the identified programmed amount.
