PINKLEY PARK - CITY PROJECT NO. 17-07

RECOMMENDATION:
1.Accept the work performed by R.E. Shultz Construction, Inc. and authorize the City
Clerk to file the Notice of Completion.
2.Release the Labor and Material Bond seven (7) months after the filing date; release
the Faithful Performance Bond one (1) year after the filing date; and release the
retention monies 35 days after the Notice of Completion filing date.
BACKGROUND:
On September 6, 2017, a construction contract in the amount of $99,205.00 was awarded
to R.E. Shultz Construction, Inc. at 1767 North Batavia Street, Orange, California 92865
for the picnic shelter improvements at Paularino Park located at 1040 Paularino Avenue,
Costa Mesa, and Pinkley Park located at 360 Ogle Street, Costa Mesa. The scope of
work for this project consisted of demolition of existing picnic shelter and installation of a
new metal hexagonal shelter at Paularino Park, and the replacement of deteriorated arbor
with a new curved metal arbor style at Pinkley Park.

ANALYSIS:
This project significantly improved the quality and appearance of these heavily used parks
for the benefit of the users and the surrounding neighbors. The work required by the
contract documents was completed on February 21, 2018 to the satisfaction of the City
Engineer. The final contract cost amounted to $96,405.00. A report of the final costs is
included herein as Attachment No. 1.
A summary of the costs is as follows:
Original Contract Cost: $99,205.00
Final Contract Price Adjustment: ($ 2,800.00)
Final Contract Cost: $96,405.00
The final contract cost reflects a 2.8% decrease to the original contract amount as a result
of credits and final quantity adjustments to the work at Paularino Park.
As of this date, there are no Stop Notices filed against the monies due to R.E. Shultz
Construction, Inc.
ALTERNATIVES CONSIDERED:
There are no alternatives considered for this item.
FISCAL REVIEW:
This project was funded from Capital Improvement Funds from Fiscal Year 2015-2016.
LEGAL REVIEW:
There is no legal review required on this item.
CONCLUSION:
The Picnic Shelter Improvements Project – City Project No. 17-07 has been completed. It
is recommended that the City Council authorize staff to file the Notice of Completion;
release the remaining retention monies 35 days after the Notice of Completion filing date;
and release the bonds accordingly.
