DISCUSSION The purpose of the testing operation was testing of the building pads. The testing commenced on June 21, 1978, and ended on June 26, 1978. These materials were legally disposed of off the site before new construction was.initiated. Prior,to placing fill, the ground surface to receive fill was scarified to a depth of 12 inches, watered or aerated to near optimum moisture content and recompacted to 90% of the maximum dry density obtained by Sand Cone Method ASTM Des: D-1556-70, Method A. Fill consisted of on-site materials consisting of sands and silts, and import materials consisting of sands and silts, with some fine gravels. The fill material was placed in horizontal lifts restricted to six inches in thickness, watered as required to achieve optimum moisture conditions, and compacted to a minimum of 90% of.maximum densit,y with a water truck, scraper, sheepsfoot, cat, and blade. Inspection was continuous during the major phases of the fill operation and placement. In-Place Density Tests, in accordance with the Sand Cone Method, ASTM Des: D-1556, were taken at a frequency sufficient to ensure adequate control of the fill operations and to provide.a cross-section of the comnaction obtained.
