The Affordable Housing Bond Act of 2026 Enacts the Affordable Housing Bond Act of 2026, which, if adopted, would authorize the issuance of bonds in the specified amount pursuant to the State General Obligation Bond Law. Provides that the proceeds from the sale of these bonds would be used to finance programs to fund affordable rental housing and home ownership programs, including, among others, the Multifamily Housing Program, the CalHome Program, and the Joe Serna, Jr. Farmworker Housing Grant Program. The Affordable Housing Bond Act of 2026 Proposes $10 billion in general obligation bonds to finance affordable rental housing and home ownership programs including the Multifamily Housing Program, CalHome Program, and Joe Serna, Jr. Farmworker Housing Grant Program. Homeless Housing, Assistance, and Prevention Program Requires a county continuum of cares that receive Homeless Housing, Assistance, and Prevention program funds to allocate funding to a smaller jurisdiction, defined as a city with a population under 300,000. In order to be eligible for funding a jurisdiction must have a compliant housing element and have adopted a local encampment policy. This bill will provide the city access to additional funding for homeless services pending completion and certification of the housing element. The bill is sponsored by the California League of Cities. State Housing Law: Remote Inspections Requires cities and counties to offer homeowners remote inspection options for building permits in single- or two-family dwelling units. The bill requires videoconferencing or recorded photos and videos be allowed for inspecting residential work such as HVAC systems, electrical work, plumbing, and accessory dwelling units. Based on discussions with Costa Mesa’s Fire Marshal and Chief of Inspections the use of videoconferencing or other “virtual” video tools is not adequate to ensure safety and adequacy of work. Staff recommends the bill be opposed unless amended to make this permissive for locals or to allow for a pilot program to occur in those jurisdictions willing to test new tools. Ignition Interlock Devices Requires the court, upon the person's first criminal conviction for driving under the influence, to order installation of the ignition interlock device (IID). Includes, as part of the costs of the IID, the administration of the program, installation of the device, service, maintenance, and recalibration of the device, and any other costs associated with the device. Local Agency Design-Build Projects: Authorization Under existing law local agencies are authorized until January 1, 2031, to use the design-build process for projects over $1 million. This bill strikes that expiration date allowing locals to use design- build indefinitely. Nitrous Oxide: Sales Prohibits the sale and distribution of a nitrous oxide container that is capable of holding more than 8 grams of nitrous oxide or from which an individual may directly inhale nitrous oxide. Prohibits the sale and distribution of a nitrous oxide that has, or is marketed as having, the taste or smell of any food. Prohibits the sale and distribution of a device that allows an individual to inhale nitrous oxide from the container or hold nitrous oxide for the purposes of inhalation.
