Q1
Full Name:
Florence Nedeff Martin
Q2
Indicate the name of the Committee you are interested in
serving on:
Active Transportation Committee
Q3
Indicate why you wish to serve on this Committee. Provide any experience or qualifications you may possess that you
think would be beneficial to this Committee. A resume (optional) may be attached.
I have been a member of the Active Transportation Committee since its inception eleven years ago. As a participant in developing the
Active Transportation Plan, the Pedestrian Master Plan, the Local Roads Safety Plan, the Costa Mesa Community Pedestrian and
Bicycle Safety Training Summary and Recommended Report (Berkeley SafeTREC) and all other initiatives of this committee, my
experience speaks for itself.
I am also a founding member and current board member of the Costa Mesa Alliance for Better Streets.
I am also a longtime cyclist (tandem with my now-deceased husband, Joe) and a very-longtime pedestrian in CostaMesaLand, my
home since 1967. I have lived/walked Eastside, Westside and central Costa Mesa and know almost every inch of this wonderful,
active-transportation-friendly city.
Q4
As a Committee member, what ideas or projects are of interest to you?
I hope to continue my efforts to create safe streets for all users and to work hand-in-glove with the City's wonderful Public Works
Department staff: Raja Sethuraman, Brett Atencio Thomas, Ramin Nikoui and Paul Martin.
I hope to "convert" the current bollard bike paths on Placentia between Estancia High School and Adams Avenue, as well as Merrimac
Avenue to concrete-curb protected Class 4 cycle tracks. I am also very interested in the City's efforts to coordinately CalTrans to
create safe cycling and pedestrian infrastructure on Newport Blvd, between 19th and 16th Streets. I also hope to work with the Public
Works Dept. to narrow the outside lane (both northand southbound) on Harbor Blvd and install Class 2 bike lanes. Currently, cyclists
on Harbor Blvd ride on the sidewalks, creating uncomfortable situations for pedestrians like me. (I no long own a car or drive, so
walking/riding-the-bus is the name of my game.)

Q3
Indicate why you wish to serve on this Committee. Provide any experience or qualifications you may possess that you

I want to serve on the Active Transportation Committee because I care deeply about helping Costa Mesa become a safer, more
connected, and less car-dependent city. I bike regularly and strongly believe in the value of walkability, bike infrastructure, and public
transportation in improving quality of life, accessibility, and community well-being. Since moving to Costa Mesa eight months ago and
purchasing a home here, I have become personally invested in the city’s future. As a business owner, I bring experience in operations,
long-term planning, problem-solving, and working through practical challenges thoughtfully. I would be excited to contribute that
perspective as an engaged resident who wants to help make Costa Mesa more accessible and forward-thinking for everyone.
Q4
As a Committee member, what ideas or projects are of interest to you?
I am especially interested in projects that make Costa Mesa safer, more comfortable, and more inviting for people outside of cars.
That includes safer streets and sidewalks at night, better lighting, improved crosswalks and intersections, expanded bike
infrastructure, and stronger connections between neighborhoods, parks, and commercial areas. I moved here from Los Angeles
because I wanted to live in a place where my family felt safe, and I want to help strengthen that feeling through better street design. I
am also interested in planting more trees between sidewalks and streets to create a buffer from traffic and make walking feel more
natural and protected. Right now, many streets and sidewalks feel very car-centric, and I would like to support projects that make
Costa Mesa more walkable, bike-friendly, and welcoming.
