SB1 Resolution - 6/2/2026ATTACHMENT 1 Resolution No. 2026-xx Page 1 of 5 RESOLUTION NO. 2026-XX A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, ADOPTING A LIST OF PROJECTS FOR FISCAL YEAR 2026-27 FUNDED BY SENATE BILL 1 (SB 1), THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017 THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA DOES HEREBY FIND AND DECLARE AS FOLLOWS: WHEREAS, Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017) was passed by the Legislature and signed into law by the Governor in April 2017 to address the significant multi-modal transportation funding shortfalls statewide; and WHEREAS, SB 1 includes accountability and transparency provisions that will ensure the residents of the City are aware of the projects proposed for funding in our community and which projects have been completed each fiscal year; and WHEREAS, the City must adopt, by resolution, a list of all projects proposed to receive funding from the Road Maintenance and Rehabilitation Account (RMRA), created by SB 1, which must include a description and the location of each proposed project, a proposed schedule for the project’s completion, and the estimated useful life of the improvement; and WHEREAS, the City will receive an estimated $3,156,556 in RMRA funding in Fiscal Year 2026-27 from SB 1; and WHEREAS, this is the tenth year in which the City of Costa Mesa is receiving SB 1 funding and will enable the City to continue essential road maintenance and rehabilitation projects and increase access and mobility options for the traveling public that would not have otherwise been possible without SB 1; and WHEREAS, the City has undergone a robust public process to ensure public input into our community’s transportation priorities/the project list; and WHEREAS, the City used a Pavement Management System (PMS) to develop the SB 1 project list to ensure revenues are being used on the most high-priority and cost- effective projects that also meet the community’s priorities for transportation investment; and ATTACHMENT 1 Resolution No. 2026-xx Page 2 of 5 WHEREAS, the funding from SB 1 will help the City maintain and rehabilitate local streets and roads and provide resources for similar projects in the future; and WHEREAS, the 2023 California Statewide Local Streets and Roads Needs Assessment found that the City’s streets and roads are in an overall good condition, with some streets identified in poor condition, and this revenue will help the City increase the quality of such streets and assist in bringing citywide streets and roads into excellent condition; and WHEREAS, the SB 1 project list and overall investment in local streets and roads infrastructure, with a focus on basic maintenance and safety, investing in complete streets infrastructure, and using cutting-edge technology, materials and practices, will have significant and positive benefits statewide. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE AS FOLLOWS: Section 1. The foregoing recitals are true and correct. Section 2. The following list of newly proposed projects will be funded in-part or solely with Fiscal Year 2026-27 Road Maintenance and Rehabilitation Account (RMRA) revenues: A. Project Title: FY 2026-27 Citywide Street Rehabilitation Project RMRA Allocation: Project Description: $350,000 This project will include rehabilitation and repair of the existing pavement on various residential streets throughout the Mesa Verde West and College Park South neighborhoods of the City of Costa Mesa. The work will include removal and replacement of existing asphalt concrete, sidewalks, driveway approaches, curb and gutters and striping replacement. Proposed Schedule for Construction: Estimated Useful Life of Improvement: Estimated Start Date: September 2026 Estimated Completion Date: June 2027 20 years ATTACHMENT 1 Resolution No. 2026-xx Page 3 of 5 B. Project Title: Harbor Boulevard and Cornerstone Bike Trail Repairs RMRA Allocation: Project Description: $450,000 This project will include repairs along the Class 1 bike Path on southbound Harbor Boulevard, including removal of the existing, non-functional bollard lighting along the Harbor Boulevard portion of Joann Bike Trail from Joann Street to Fair Drive and the Cornerstone Bike Trail from Fair Drive to Merrimac Way, and installation of new solar powered light fixtures. The advanced lighting system will increase visibility and safety, reduce vandalism and provide energy savings. Proposed Schedule for Construction: Estimated Useful Life of Improvement: Estimated Start Date: April 2027 Estimated Completion Date: September 2027 10 years Section 3 The following previously proposed and adopted projects will also utilize Fiscal Year 2026-27 RMRA revenues in their delivery. With the relisting of these projects in the adopted fiscal year resolution, the City is reaffirming to the public and the State our intent to fund these projects with RMRA revenues: Project Title: Newport Boulevard (Northbound from 22nd Street to Bristol Street and Southbound from Bristol Street to Mesa Drive) RMRA Allocation: Project Description: $2,350,000 These RMRA funds will be used towards rehabilitation of Newport Boulevard, including the addition of a Class 1 Bike Path from Bristol Street to Arlington Drive on the southbound side of Newport Boulevard. This project will include rehabilitation and repair of the existing pavement and aims to enhance bicycle facilities and pedestrian access. Striping, markings, and bicycle facilities will be consistent with the City’s Active Transportation Plan (ATP). The proposed RMRA funding, programmed for the construction phase, will enable the transition of Newport Boulevard to be a more complete street that promotes Active Transportation.
