BASIC SALARY SCHriIULF. The rates shown in the foregoing basic salary schedule are expressed in dollars per month. SECTION 2. PLACEW34T OF EMPr..,OYEFS IN BASIC CITY ShLARY 500,1 i?1Z. The City Council_ shall by Resolution place such employees as :it may designate in the basic salary schedule and shall designate in such Resolution the minimmmand maximum salary for each such employee by using only the figures set forth in the basic salary schedule. The City Council shall change the minimm or maxirmzm salary for any such employee by resolution from time 'to time as It deems advisable. SECTION 3. SALARIES FOR NEW POSITIONS. The City Cowicil shall by resolution esi;ablish the salary for any position hereinafter created which Is not now in existence. SECTION b. CIIAN( ES i J SALARIM. The City Manager shall have the author. F,y to grant merit increases to employees on the basic salary schedule, pro- -1- vided, however, that no increase shall be granted to any employee in excess of loo during any twelve month period, and provided, further, that no increase shall. be granted in excess of the maximum salary established for such position by reso- lution of the City Council. Such increase shall fix the salary at a figure shown on the basic salary schedule. STTION 5. REVIEW OF SALARIES BY CITY MANAGER. The City Manager shall, each six months, or oftener as he deems fit, .review the status of each such employee's salary to determt1ne whether a merit increase should be granted. The City Manager shall take into consideration the following factors in determining whether a merit increase is warranted: volume of work, quality of work, aftitude, adaptability, potential, personality, appearance, attendance, health, reliability, and such other factors as the City Manager may deem necessary or ad- visable. SECT`CON b. REPORT TO COUNCIL. The City Manager shall, make a de- tailed report each month to the City Council setting forth all increases granted by him during the preceding month. SECTION 7. ADDITIONAL COMPENSATION FOR LEADMAN. Notwithstanding any other provision of this Ordinance, the City Manager shall have the authority to grant to the leadman, as additional compensation to his established salary, the sum of ten cents (10A) per hour. "Leadman" is hereby defined to mean any employee placed in charge of a crew of men consisting of two or more, performing a job which is not being supervised by a department head or other City Official. SALARY. SEETTON 8. SALARIES FOR EMPLOYEES WITH NO MINIMUM .AND MAXIMUM The City Council shall by resolution establish the salaries for positions where no minimum and maxi,mun salary has been established. SW;TION 9. VACANCIES. The City Manager shall have authority to establish the salaries between the fixed minimum and maximum salary for any posit- -2- ion. SECTION 10. REPEAL OF ORDINANCE. Ordinance No. 24 of the City of Costa Mesa, California, is hereby repealed. S17CTION 11. ENACTMENT CLAUSE. This Ordinance shall take effect and be in full force thirty (30) days from and after its passage; and prior to the expiration of fifteen (15) days from the passage thereof, this Ordinance, to- gether with the names of the members of the City Council voting for and against the same, shall be published once in the Costa Mesa Globe -Herald, a newspaper printed and circulated in the City of Costa Mesa.
