RESOLUTION NO. 94-4
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF COSTA MESA, CALIFORNIA, SUPPORTING
THE ORANGE COUNTY REGIONAL ADVISORY AND
PLANNING COUNCIL RECOMMENDATIONS ON SCAG'S
DRAFT REGIONAL COMPREHENSIVE PLAN (RCP) AND
OPPOSING THE INCLUSION OF NON -MANDATORY
ELEMENTS IN THE RCP.
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY
RESOLVE AS FOLLOWS:
WHEREAS, the Southern California Association of Governments (SCAG) has prepared
a Draft Regional Comprehensive Plan (RCP); and
WHEREAS, the Draft RCP contains 13 elements, including growth management/
forecast, mobility, air quality, housing, the economy, human resources/services, finance, open
space resources, water resources, water quality, energy, hazardous waste, and solid waste; and
WHEREAS, SCAG is mandated to prepare only a limited number of components
including growth management, mobility, and air quality; and
WHEREAS, review and finalization of the 13 elements will be a lengthy, time-consuming
process; and
WHEREAS, timely completion of the Regional Mobility Element is imperative in order
to ensure the continued provision of State and Federal Highway funding; and
WHEREAS, timely completion of the Transportation Control Measure portion of the Air
Quality Management Plan is likewise imperative; and
WHEREAS, inclusion of non -mandatory elements may impair and delay adoption of the
mandatory elements, are unnecessary, and may result in unnecessary litigation; and
WHEREAS, the Orange County Regional Advisory and Planning Council (RAPC) has
adopted the position that the mandatory elements only should be retained in the RCP;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Costa
Mesa endorses the position of RAPC and opposes inclusion of any non -mandatory elements in
the Regional Comprehensive Plan.
BE IT FURTHER RESOLVED that copies of this resolution be forwarded to the
Chairman of RAPC, the Orange County Division of the League of California Cities, and to the
Mayor of each city in Orange County.
