RESOLUTION NO. 93-59
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COSTA MESA, CALIFORNIA, ADOPTING SPECIFIC PLAN
AMENDMENT SP -84-02A, WHICH AMENDS DEVELOP-
MENT STANDARDS OF SPECIFIC PLAN SP -84-02.
THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE
AS FOLLOWS:
WHEREAS, Specific Plan SP -84-02 for commercial property bordered by Bernard Street,
Parsons Avenue, Ford Road, and Harbor Boulevard, was adopted by the Costa Mesa City
Council on September 17, 1984; and
WHEREAS, on June 14, 1993, the Costa Mesa Planning Commission reviewed and
provided recommendations on Specific Plan Amendment SP -84-02A, to amend Specific Plan SP -
84 -02; and
WHEREAS, a public hearing on the adoption of said amendment to Specific Plan SP -84-
02 was duly held and conducted by the Costa Mesa City Council on July 6, 1993, all persons
having been given the opportunity to be heard both for and against said amendment; and
WHEREAS, this City Council, in accordance with the California Environmental Quality
Act (CEQA), the CEQA Guidelines, and the City environmental procedures, has found the
amendment to be exempt from CEQA because the project cannot be potential for causing a
significant impact on the environment; and
WHEREAS, the City Council, after hearing all the evidence, deemed it to be in the best
interest of the City that said Specific Pian Amendment SP -84-02A, which amends Specific Plan
SP -84-02 by modifying development standards be approved, ratified, and adopted;
NOW, THEREFORE, BE IT RESOLVED that this City Council hereby amends Specific
Plan SP -84-02 by adoption of Specific Plan Amendment SP -84-02A, attached hereto and by this
reference made a part hereof.
PASSED AND ADOPTED this 6th day of July, 1993.

duly and regularly passed and adopted by the said City Council at a regular meeting thereof,
held on the 6th day of July, 1993.

AMENDMENT TO SP -84-02 (SP -84-02A)
Replace Sections A.2. (a --j) and B.I. and B.2 with the following
standards for the Plan Area:
A. Performance/Use and Development Standards
1. There shall be no commercial ingress/egress on Parsons
Street.
2. There shall be no commercial use of any portion of the
residential structures.
3. New commercial structures may be constructed on the
residentially developed portions of the Plan site only
when existing residential structures are removed.
4. The Plan area shall be retained under common ownership
and any commercial development shall be as a single,
integrated project. However, should redevelopment of the
entire area be unfeasible, individual or phased
redevelopment of the residences in the Plan area may be
considered.
5. Plans submitted for any future commercial redevelopment
in the Plan area shall address consistency and
compatibility between existing and proposed uses as well
as building design and material.
6. To provide adequate light and air, walls or fences
between the commercial activities and the residential
dwelling units shall maintain at least a 10 -foot
separation from the rear and a 5 -foot separation from the
sides of these structures.
7. Existing residential structures may not be expanded or
altered.
8. Additional development standards not specified herein
shall be governed by the requirements of the underlying
zoning district. In cases where development standards
appear to conflict, the most restrictive shall apply.
9. Commercial development adjacent to Parsons Street shall
provide a 20 -foot landscape buffer with a block wall or
similar structure.
