HomeMy WebLinkAbout93-38 - FY 1993-1994 Community Development Block GrantRESOLUTION NO. 93-38 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, AUTHORIZING FISCAL YEAR 1993-94 COMMUNITY DEVELOPMENT BLOCK GRANT ENTITLEMENT FUNDS APPLICATION SUBMISSION TO THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT. WHEREAS, the City of Costa Mesa is making a good faith effort to implement the policies and programs contained in the City's General Plan; and WHEREAS, it is the City's desire to benefit low and moderate income households; and WHEREAS, the City is eligible for $1,096,000.00 in 1993-94 Community Development Block Grant funds which can be used for housing, social services, public facilities, and administration as set forth in the attached Statement of Community Development Objectives; and WHEREAS, the City has published one notice announcing the availability of funds and requesting proposals for projects; and WHEREAS, the City has published one notice of public hearing requesting comments on the "Proposed Statement of Community Development Objectives and Proposed Use of Funds" and made it available to the public; and WHEREAS, the "Proposed Statement of Objectives and Proposed Use of Funds" has been thoroughly reviewed; and WHEREAS, in the "Final Statement of Objectives and Proposed Use of Funds", the City has considered all public comments or views which have been received either in writing or at the public hearing; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Costa Mesa that the 1993-94 Community Development Block Grant Application submission is hereby authorized. BE IT FURTHER RESOLVED that the City Manager is hereby identified as the official representative of the Grantee to submit the Final Statement and application, all certifications and assurances contained therein, and such additional information as may be required. BE IT FINALLY RESOLVED that the City Manager is hereby identified as the official representative of the Grantee to sign all appropriate subagent agreements for the use of funds approved in the Final Statement. NOTICE IS HEREBY GIVEN that the City Council of the City of Costa Mesa held a public hearing on May 17, 1993, to consider public comments and approve the "Statement of Community Development Objectives and use of $1,096,000.00 in Community Development Block Grant Funds" for the Community Development Block Grant Program 1993-94 Fiscal Year. Over the past years, the City has worked diligently to meet its objectives pertaining to Community Development and Housing. The objectives are as follows: 1. To further fair housing by providing decent and safe housing for all segments of the community including: low and moderate income families and individuals, the elderly, and the handicapped. 2. To prevent blighting influences and deterioration of housing, neighborhoods, and community facilities. 3. To provide public services for the specialized needs of the handicapped, elderly, and low income persons and families. 4. To investigate and develop new programs which can assist the City in meeting its housing needs and objectives. 5. To provide technical and financial assistance to qualified homeowners to encourage the rehabilitation of existing housing units. 6. To retain a qualified staff in order to provide adequate services and achieve all of the previously mentioned objectives. FISCAL YEAR 1993-94 APPLICATION The Community Development Block Grant for Costa Mesa will be ONE MILLION AND NINETY SIX THOUSAND DOLLARS (1,096,000.00) for Fiscal Year 1993-94. Below are allocations for use of the CDBG Grant funds and approved by the City Council at a public meeting May 17, 1993. Administration (20% maximum) $ 219,200.00 Public Service Programs (15% maximum) 164,400.00 Repayment 108 Loan 145,936.00 Housing Rehabilitation 180,464.00 Neighborhood Improvement Program 180,000.00 American Disabilities Act 206,000.00 Total $ 1,096,000.00 The following further explains the approved allocation of the ONE MILLION NINETY SIX THOUSAND DOLLARS ($1,096,000.00) grant: Administration - These funds will be used to retain a qualified staff to administer and oversee the implementation and operation of the Community Development lock Grant programs in accordance with Costa Mesa's objectives. Additionally, funds ($33,756.00) to support the Fair Housing Council have been allocated from Administration. Public Service Programs - Funds will be allocated to qualifying Public Service Agencies to provide Citywide services to meet the specialized needs of the homeless, elderly, handicapped, and low to moderate income persons and families in keeping with Objective 3 above. Repayment 108 Loan - The City obtained a Section 108 Loan (borrowing against future allocations of CDBG) in 1987 for the purpose of purchasing land for the Senior Center. The final payment on this loan is scheduled to be made August 1, 1993. Housing Rehabilitation - Low and moderate income residents are eligible on a Citywide basis to apply for low interest loans or deferred payment loans to rehabilitate their homes. This program has been ongoing for several years and continues to improve housing stock of the City. This program meets Objectives 1, 2, 4, and 5. Neighborhood Improvement Program (NIP) - In accordance with Objectives 1 and 2, NIP funds will be used to prevent blighting influences and deterioration of housing, neighborhoods, and community facilities. American Disabilities Act - The American Disabilities Act is now in effect. The City will be responsible for implementation as well as overseeing the assessment of City programs, facilities, and employment practices with respect to accessibility by the disabled. CDBG funds have been earmarked to conduct any studies which may be required by the act as well as provide construction funds for the retrofitting of public buildings. SUMMARY All current and past projects meet at least one of the national objectives which are to benefit low/moderate income persons, prevent slum and blight, and meet urgent needs. At least 70 percent (70%) of the funds will be spent on activities which benefit low to moderate income persons. Relocation Policy It is established policy of the City of Costa Mesa to minimize displacement of persons as a result of activities assisted with CDBG funds. If necessary, personal or commercial benefits will be provided as required by the U. S. Department of HUD and described in the City's Relocation/ Displacement Policy Plan, on file in the Housing and Community Development Department for public review. Citizen Participation Plan It is the policy of the City of Costa Mesa to give all persons, organizations, agencies, and private companies an equal opportunity to participate in the decision-making process as related to the use of CDBG funds. A detailed Citizen Participation Plan, which is consistent with Section 104(a) of the Housing and Community Development Act of 1974 as recently amended, is on file for public review in the Housing and Community Development Department. Compliance with Housing Affordability Strategy The program objectives and activities are consistent with the City's Comprehensive Housing Affordability Strategy approved by HUD and on file in the City's Housing and Community Development Department for public review. Residents of Costa Mesa were invited to offer their written comments regarding Costa Mesa's use of CDBG funds for fiscal year 1993-94. No written comments have been received.
