HomeMy WebLinkAbout93-29 - Opposing Senate Bill 1114 (Maddy)RESOLUTION NO. 93-29 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, OPPOSING SENATE BILL 1114 (MADDY) WHICH REQUIRES LOCAL GOVERNMENT TO HOLD HARMLESS PUBLIC SAFETY SERVICES IN ANY BUDGET CUTS. THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE AS FOLLOWS: WHEREAS, the State of California has experienced severe budget problems over the past two years and has had difficulty addressing these problems; and WHEREAS, the State's budget problems have severely impacted local governments' budgets; and WHEREAS, the State Legislature and the Governor have reduced levels of funding to local governments and, at the same time, increased controls impacting those legislative bodies' ability to balance their budgets; and WHEREAS, the State has made no attempt to relieve local governments of mandates, has shifted significant revenues, and has instituted such measures as jail booking fees; and WHEREAS, Senate Bill 1114, authored by State Senator Maddy, imposes further restrictions on local government budgets by holding harmless public safety services in any budget cuts; and WHEREAS, public safety expenditures make up almost 50 percent of the City of Costa Mesa's budget; and WHEREAS, the passage of this Bill would erode the City of Costa Mesa's control over its budget, impact labor negotiations, and retard efforts towards such cost-saving measures as civilization; and WHEREAS, this Bill contains no expiration date and would constitute another ongoing control; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Costa Mesa opposes Senate Bill 1114.
