HomeMy WebLinkAbout93-30 - Supporting Senate Bill 12345 RESOLUTION NO. 93-30 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, SUPPORTING SENATE BILL 123 WHICH CHANGES THE REQUIRED VOTE TO SELECT A LEAGUE OF CITIES' REPRE- SENTATIVE TO THE SOUTH COAST AIR QUALITY MANAGEMENT DISTRICT (SCAQMD) BOARD OF DIRECTORS. THE CITY COUNCIL OF THE CITY OF COSTA MESA DOES HEREBY RESOLVE AS FOLLOWS: WHEREAS, the current system of selecting the League of Cities' SCAQMD Board representative requires a vote of two-thirds of Orange County cities; and WHEREAS, this figure represents two-thirds of the County's incorporated population; and WHEREAS, during the past year, Orange County cities held two meetings and six separate ballots to elect their representative; and WHEREAS, in none of these six ballots did any candidate receive the required vote; and WHEREAS, Senate Bill 123, authored by State Senator John Lewis, would eliminate this "double two -third" standard and replace it with a "double majority" vote requirement; and WHEREAS, such a "double majority" standard would provide a fairer method of selecting the League of Cities' Board representative, while at the same time protecting the interests of both larger and smaller Orange County communities; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Costa Mesa supports the passage of Senate Bill 123.
