HomeMy WebLinkAbout91-26 - Appointing Members to the Joint Powers AuthorityRESOLUTION NO. 91-26 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COSTA MESA, CALIFORNIA, APPOINTING MEMBERS TO THE JOINT POWERS AUTHORITY AND LIMITING FUNDING TO THE AUTHORITY. WHEREAS, the City Council of the City of Costa Mesa recognizes present • and future needs for a public transportation system within the County of J Orange, State of California; arca WHEREAS, the City Council of the City of Costa Mesa has determined that a fixed guideway system would be beneficial to the residents of the City of Costa Mesa; and WHEREAS, as a means of meeting the needs for a public transportation system in the County of Orange, the City Council of the City of Costa Mesa proposes to work with private enterprises and other cities located within County of Orange and enter into a Joint Powers Agreement establishing the Joint Power Authority (the "Authority") for the purpose of pursuing, financing, and planning a fixed guideway system in the County of Orange; and WHEREAS, the administrative expenses which the Authority may incur for services of the Executive Director, any supporting staff, lease of office space, reimbursement to Member Agency directors, and other related costs, are not expected to exceed $15,000.00 per year for each member of the Agency; and WHEREAS, the Joint Powers Agreement designates that these administra- tive expenses are to be shared equally by the parties; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF COSTA MESA AS FOLLOWS: 1. That the City of Costa Mesa does hereby approve the formation of an Authority as designated in the Joint Powers Agreement with the cities of Anaheim, Santa Ana, Irvine, Orange, and Fullerton; County of Orange; Orange County Transportation Commission; and the Orange County Transit District, on mutually acceptable terms and conditions to pursue and plan a fixed guideway system in the County of Orange. 2. That the City Council hereby appoints one Director and two Alter- nate Directors at least one of which will represent the City of Costa Mesa at all JPA meetings as follows: DIRECTOR: Council Member Peter Buffa ALTERNATE DIRECTOR: Flavor Mary Hornbuckle ALTERNATE DIRECTOR: Public Services Director William Morris 3. The City of Costa Mesa will support the efforts of the Joint Powers Authority in an amount not to exceed $15,000.00 per year for the first year, and $15,000.00 per year thereafter with an inflationary factor rated with the Consumer Price Index during the life of the JPA. •••■■■ PASSED AND ADOPTED this 1st day of April, 1991.
