RESOLUTION NO. 91-30
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COSTA MESA, CALIFORNIA, APPROVING THE APPLICATION
FOR BICYCLE LANE FUNDS UNDER THE BICYCLE LANE
ACCOUNT PROGRAM FOR RECONSTRUCTION OF A CLASS I
BIKEWAY, FROM CADILLAC AVENUE TO THE SANTA ANA
RIVER, AND AUTHORIZING THE PUBLIC SERVICES
DIRECTOR TO SIGN LOCAL AGENCY -STATE AGREEMENT
NO. 8-91 FOR THIS PROJECT.
WHEREAS, the Bicycle Lane Account program is funded by gasoline taxes
whose expenditures must be justified through improved capacity on an exist-
ing local street or highway; and
WHEREAS, the City of Costa Mesa has submitted a project for considera-
tion for funding to the State of California, acting by and through the
Department of Transportation, hereinafter referred to as "STATE"; and
WHEREAS, under provisions of Section 2106(b) and Sections 2370 through
2392 of the Streets and Highways Code as implemented by regulations in
Title 21, Chapter 2, Subchapter 10 of the California Administrative Code,
funds have been allocated to the City of Costa Mesa for construction of
a Bicycle Lane Account project selected by the City of Costa Mesa and
described in Exhibit "A" attached hereto; and
WHEREAS, under provisions of the California Administrative Code,
STATE is required to enter into an agreement with the City of Costa Mesa
relative to design standards, handling and accounting of funds, time frame
for completion, and all other phases of the project;
E NOW, THEREFORE, the City Council of the City of Costa Mesa does hereby
resolve as follows:
1. To construct a Bicycle Lane Account project described in Exhibit
"A" attached hereto.
2. Enter into an agreement with STATE for construction of a Bicycle
Lane Account project, and authorize William J. Morris, Public
Services Director, as the City's authorized signature and contact
person for Local Agency -State Agreement No. 8-91.
PASSED AND ADOPTED this 15th day of April, 1991.

I, EILEEN P. PHINNEY, City Clerk and ex -officio Clerk of the City
Council of the City of Costa Mesa, hereby certify that the above and fore-
going Resolution No. 91-30 was duly and regularly passed and adopted by
the said City Council at a regular meeting thereof, held on the 15th day of
April, 1991.

ARTICLE V - Project Location and Description of work Proposed:
Location: In the City of Costa Mesa, on the Cadillac Trail from
Sunflower Avenue to the Santa Ana River Trail.
Description Construct CL -1 Bikeway by clearing and grubbing, tree
of work: removal, placing aggregate base, placing p.c.c., signing
and striping.
Net Length: 0.19 -mile
