A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COSTA MESA, CALIFORNIA, REQUESTING THE COUNTY OF
ORANGE TO INITIATE SEVERAL COOPERATIVE STUDIES
TO DOWNGRADE THE MASTER PLAN OF ARTERIAL HIGHWAYS.
WHEREAS, the City of Costa Mesa is currently updating its General
Plan, including the Circulation Element, through the public hearing process;
and
WHEREAS, the City has received significant input from the public
regarding certain existing elements of the City's Master Plan of Highways;
and
WHEREAS, this input raises concern for the viability and constructi-
bility of at least three elements of the City's Master Plan of Highways,
namely, the westerly extension of 19th Street over the Santa Ana River, the
westerly extension of Gisler Avenue over the Santa Ana River, and widening
of 19th Street from Newport Boulevard to Irvine Avenue; and
WHEREAS, this concern also affects the County Master Plan of Arterial
Highways; and
WHEREAS, the City of Costa Mesa desires to remain consistent with the
County of Orange as it relates to the Master Plan of Arterial Highways;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Costa Mesa does hereby support cooperative studies with the County of
Orange to eliminate the crossings of the Santa Ana River at 19th Street and
at Gisler Avenue, and to downgrade 19th Street east of Newport Boulevard to
a commuter roadway, and directs staff to work with the County of Orange in
this regard.
BE IT FURTHER RESOLVED that the City of Costa Mesa requests the County J
of Orange to initiate procedures for the timely completion of cooperative
studies on these projects.
